Falling pupil numbers are useful context, not a verdict on a school. Compare each option against your child’s needs, the school’s published evidence and admissions rules, and the practical realities of getting there. Then check local place forecasts and plans without assuming that spare places mean poor quality or imminent closure.

The figures and admissions guidance below are for England unless stated otherwise. Scotland, Wales and Northern Ireland have different admissions systems; use your nation’s education authority for local rules.

What falling pupil numbers do—and do not—tell you

In England, demand for primary school places fell 3% between 2018/19 and 2024/25, and the National Audit Office projected a further 7% fall from 2025 to 2030. The share of unfilled primary places rose from 10% in 2018/19 to 14% in 2024/25. These are national trends, not forecasts for a particular school or neighbourhood. Department for Education figures for England in 2024/25 show that 86% of primary schools had at least one unfilled place, amounting to 680,000 places nationally. An unfilled place is a capacity measure, not a rating of teaching, popularity, financial health or closure risk. Places may be planned ahead of need, or a new school may take time to fill; low or declining demand can also contribute. DfE, School capacity, 2024/25 (data as at 1 May 2025).

England had more than 8.9 million pupils in January 2026, 112,200 fewer than the previous year, according to the Department for Education. That broad pupil count still cannot tell you whether a specific school is a good fit or likely to change. Compare schools on the factors that affect your child

Build a shortlist around the child and the family’s needs, then compare schools consistently. England’s government guidance recommends visiting schools, reading recent inspection reports and performance tables, and talking with other parents. Schools must publish key information including admissions arrangements, curriculum, behaviour policies, links to data and inspection reports, attainment and progress measures, SEND information and pupil-premium information. Compare What to check
Child-school fit Curriculum, classroom and learning environment, pastoral approach, and how the school would support your child’s particular needs, including special educational needs and disabilities (SEND).
Quality and improvement Read the latest inspection material alongside attainment and progress information. Ask what the school is improving and how it will affect pupils; do not use one score as a complete ranking.
Admissions realism Read the current published oversubscription criteria, including any distance, sibling, faith, selection or feeder-school priorities. Ask the local authority how to interpret recent offers for your area.
Local offer and change Look at local planning-area forecasts, spare places, formal consultations or place changes, and realistic alternatives. A forecast is uncertain and does not establish that a named school will close.
Everyday practicality Check travel time, start and finish times, wraparound care and the logistics for your household directly with the school.

Check admissions rules before judging your chances

In England, families do not have an absolute right to choose a school. If a school has places available, it will usually offer a place to an applicant, but you must still apply and follow the school’s published rules. If it is oversubscribed, the published criteria determine priority; being nearby, having a sibling there, or having a feeder-school link does not automatically guarantee admission. Use your local authority’s current application instructions and deadlines, and check the admissions policy for every school on your list. Ask the council how to read its recent offer or distance information: past outcomes can inform your estimate but do not guarantee a future offer. Listing only one preference does not improve your chance of getting it. If you are refused a preferred school in England, you can appeal and may be able to join waiting lists; check the local arrangements and deadlines.

Use local forecasts, not national headlines

The DfE’s 2024/25 capacity release provides local-authority and planning-area data. Check the planning area that actually covers the schools you are considering, rather than applying the England-wide trend to your street or assuming every school faces the same pressure. Local authorities forecast demand several years ahead, but the DfE cautions that forecasts become less accurate farther into the future. Treat a forecast as planning context, not certainty. Falling rolls alone do not prove that a school is about to close. Spare capacity can be part of local planning and parental choice, while decisions about a particular school depend on local circumstances. If a named school’s future is a concern, look for formal proposals, consultations and local-authority plans, and ask the authority whether published figures reflect current proposals.

A practical way to make your shortlist

  1. Pin down your situation. Identify your nation, local authority, school phase and the schools you are considering; rules and data depend on these details.
  2. Find realistic options. Use the local authority’s school finder and admissions pages. Read each school’s published arrangements; do not assume that a “catchment” area guarantees entry.
  3. Review evidence, then visit. Read the latest inspection report and school performance information. Ask about your child’s needs, staffing continuity, class organization, SEND provision and planned changes.
  4. Check place planning at the right scale. Consult DfE planning-area data and local authority forecasts. Ask what assumptions they use and whether current proposals are reflected.
  5. Apply using the local process. List several preferences that are genuinely acceptable and follow the authority’s instructions and deadlines. Confirm the current rules rather than relying on old advice.
  6. Keep a contingency. Find out how waiting lists and appeals work locally, and identify practical alternatives in case you do not receive your preferred offer.

For families outside England, consult the relevant education authority for your nation: the admissions system and procedures differ across the UK, so England-specific criteria and application steps should not be assumed to apply.
