New York City does not use one universal residency document for every city service. The right proof depends on the program. If you need a practical starting point, IDNYC’s rules explain how to document identity and NYC residency for that card—and its free card can also help residents access city services.
Start with the service’s own requirements
Before gathering documents, check the application instructions for the specific city program. IDNYC’s proof rules apply to an IDNYC application; another service may ask for different evidence or have its own eligibility rules. The Mayor’s Office of Immigrant Affairs describes IDNYC as a free municipal identification card for NYC residents age 10 and older, regardless of immigration status, that can help residents access city services. How IDNYC proof of identity and residency works
For a standard IDNYC application, applicants generally need three points of identity documents and one point of residency documentation. People applying on their own must also provide photo identification and a document showing their date of birth. A New York State driver license or non-driver ID showing a current NYC address may meet both the identity and residency requirements, if it satisfies the City’s rules. Check the current application instructions.
Residency and identity are separate categories in the points system, so do not assume that a document with a New York City address proves both. The City’s FAQ asks, “What type of documents can I use to prove my residency and identity?” and points applicants to acceptable-document information. Read the IDNYC FAQ.

Common documents that may establish NYC residency
Examples include a current New York State driver license with an NYC address, a utility bill, a current lease, a recent bank account statement, or qualifying letters from a shelter or City agency. These are examples, not a guarantee that any bill, lease, statement, or piece of mail will qualify: document categories have specific point values, name and address rules, and freshness windows.

If you do not have a conventional proof-of-address document
IDNYC materials describe alternatives for some applicants whose circumstances make standard address documents difficult to obtain. Each route has its own conditions, so confirm which applies before relying on it.
- No stable address or survivor of domestic violence: qualifying letters from a City agency, nonprofit, religious institution, hospital, or health clinic may be used. An IDNYC card can be issued without an address; an eligible organization may also authorize a care-of address.
- Student or parent/guardian of a NYC school student: qualifying school letters may be accepted.
- Spouse or domestic partner: in some cases, the other person’s address document may be used with relationship evidence and a signed attestation.
- Eligible caretaker application: the caretaker’s residency document and an attestation may be used when the applicant qualifies to apply through a caretaker.
These are not blanket exceptions. Review the official application materials and use the Document Calculator to confirm evidence for your situation.

IDNYC application instructions say to confirm your documents, arrange an appointment at an enrollment center, and bring the application and documents in person. The instructions state that original documents are returned after enrollment. However, the City’s separate application portal currently says new online applications are unavailable, while the application instructions describe appointment-based enrollment. Check the application portal or call 311 before making plans; application and appointment procedures can change.
