If your HP laptop won’t boot from USB, first check that the drive contains bootable, UEFI-compatible files, then try selecting it from the one-time F9 Boot Menu. Avoid changing Secure Boot or the permanent boot order unless the USB still will not start and your exact HP model’s instructions support the change. Before altering firmware settings or starting recovery, back up important files and locate your BitLocker recovery key.

Before troubleshooting: identify the USB’s purpose and protect your files

Decide whether you are trying to start a Windows repair environment, install Windows, or boot another operating system. The right media and recovery choices depend on that goal.

  • If Windows still opens, back up important files before changing firmware settings or running recovery.
  • Find your BitLocker recovery key before changing boot settings. HP warns that a key may be requested after a boot-order change, and Microsoft says encrypted devices may require it to use some recovery tools. See Microsoft’s recovery options for Windows.
  • If you are creating Windows installation media, use a blank USB flash drive with at least 8 GB. Microsoft’s creation process deletes the selected drive’s existing contents; follow Microsoft’s installation-media instructions.

A clean Windows install removes personal files, apps, and settings. Some recovery-from-drive choices can also wipe the drive, so read each recovery screen and select the intended repair or reinstall option.

Try the one-time HP F9 Boot Menu first

  1. Shut down the laptop and connect the USB drive directly to a USB port, not through a hub.
  2. Turn on the laptop and immediately tap Esc repeatedly to open the Startup Menu.
  3. Choose F9 Boot Menu, then select the USB entry. If a BitLocker recovery prompt appears, enter the recovery key.

This is a one-time boot choice: it asks the laptop to start from the USB for this attempt without changing the lasting boot order. HP documents this approach in its Secure Boot guidance. The exact keys and screens vary by model; HP notes, “The BIOS screenshots in this document might vary slightly from your BIOS.”

If the USB does not appear in F9

Verify that the drive is bootable

A USB drive can store files without being able to start a computer. HP says the system may skip a USB device that lacks bootable files. Re-create the media using the official process for the operating system or recovery environment you intend to use. For Windows, use Microsoft’s media creation instructions; remember that creating the media erases the USB drive.

Check the connection and model-specific USB boot setting

Try another USB port and connect the drive directly to the laptop. If it remains absent, consult the BIOS documentation for the exact HP product and look for USB Boot or an equivalent option. HP’s consumer notebook BIOS reference lists USB Boot among possible settings, but available options and menu locations vary by model.

If F9 lists the USB but the laptop skips or rejects it

A listed drive is not necessarily compatible boot media. Confirm that it contains valid boot files and was prepared for a boot mode supported by the laptop. For the USB boot scenario in its Secure Boot instructions, HP says to create the media using GPT formatting. Start with UEFI-compatible media and select it through F9 before changing security settings.

Secure Boot can block unrecognized or legacy media. That does not make disabling Secure Boot a universal fix: the media itself may be invalid, or it may not match the laptop’s boot mode.

When to consider Secure Boot or Legacy Support

Change these settings only when the media requires it and the documentation for your exact HP model says the option is available. HP places Secure Boot under BIOS Boot Options, but menu names and availability differ. HP also says models released after 2020 no longer support older Legacy mode, so Legacy Support may not appear even when Secure Boot is disabled.

HP cautions that Windows 11 does not support Legacy BIOS mode. It also warns that running Windows 11 without Secure Boot can cause instability and prevent Windows updates. For an older or nonstandard recovery environment that specifically requires a setting change, note the original configuration, change only what is necessary, and restore the original setting afterward. Keep the BitLocker recovery key available in case Windows asks for it after a firmware change.

F9 selection or permanent boot-order change?

Choice What it does When it fits
One-time F9 selection Starts from the selected USB for that boot attempt without changing the persistent order. A single repair, installation, or troubleshooting attempt.
Persistent BIOS boot-order change Changes which device the laptop tries first on later starts. HP documents the default UEFI order as OS Boot Manager, USB drive, USB CD/DVD, then network adapter. Only when USB should repeatedly take precedence. The system may still skip a USB without bootable files.

HP’s boot-order instructions explain how the order can be configured; use the exact model’s BIOS documentation because menus differ.

What to do if the laptop still will not start from USB

  • Re-create the USB with the official media process and confirm it is intended to boot on the laptop.
  • Retry with the drive connected directly, using another USB port.
  • Use the exact HP model’s BIOS documentation to check whether USB boot is enabled and whether the media’s UEFI or Legacy mode is supported.
  • Before recovery or reinstalling Windows, verify your backup and BitLocker key, and review the on-screen data-loss warnings.
