Online dispute resolution (ODR) helps parties address a particular dispute using digital tools; community moderation applies rules to content and behavior in an online space. ODR may lead to an agreement, recommendation, award, or decision, depending on the process. Moderation may remove a post, restrict participation, or refer an issue to platform staff. A moderation appeal can review an enforcement action, but it is not automatically mediation or arbitration.
What is online dispute resolution?
Online dispute resolution is a broad label for using digital technology and data to support the settlement of disputes. The OECD’s 2024 framework expressly includes processes both within and beyond the court system. Other uses of ODR are narrower and refer to online alternative dispute resolution outside court. Because the term does not name one fixed procedure, it helps to ask what mechanism a provider means by it.
Depending on the definition and service, ODR can include negotiation, mediation, conciliation, ombuds services, arbitration, adjudication, or court-connected processes. It can be synchronous, such as a live chat or video session, or asynchronous, such as exchanging proposals through a platform. A 2012 Government of Canada guide describes a spectrum from online arbitration to chat-based mediation and automated “blind bidding” negotiation; that range illustrates different process designs, not a current rule about how any particular service operates.
What is community moderation?
Community moderation is the ongoing governance of an online community: applying its rules and norms to posts, comments, and member behavior. It may involve user reports, automated tools, moderator review, content removal, warnings, or limits on participation. The goal is to manage the community’s environment, not necessarily to settle a disagreement between two people.

Authority can be divided between a community and the platform that hosts it. Reddit, for example, says individual communities have topic-specific rules created and enforced by volunteer moderators, while Reddit employees enforce sitewide rules. Reddit moderators can remove content from their community or ban someone from posting there; platform-level bans are reserved to Reddit admins. Other platforms may allocate these powers differently.
How the two processes differ

These categories can touch the same incident without becoming the same process. For example, moderators might remove a post after a disagreement between members. That action enforces community rules; it does not, by itself, determine who is right in the underlying dispute. A separate mediation or arbitration process would have its own participants, procedure, and authority.

Does an appeal of a moderation decision count as ODR?
Not automatically. An appeal asks an authorized person or team to review an enforcement action, such as a removal or account restriction. It may be a useful safeguard, but it is not necessarily a dispute-settlement process between the affected user and another party. Whether a particular review system fits a broad definition of ODR depends on how the process is designed and which definition is being used.
Reddit says that for certain sitewide content removals or account-level actions, it notifies the affected account of the reason and appeal instructions; its stated appeal window is within six months. This describes Reddit’s policy for the specified actions, not a universal appeal right, and it does not establish that every community-level moderator decision has the same review path.

How to assess an ODR service
- Identify the mechanism. Find out whether the service offers negotiation, mediation, conciliation, arbitration, adjudication, or a court-connected procedure. “ODR” alone does not tell you which one.
- Check who runs it and who decides. Ask whether the provider is independent of the parties, how conflicts are handled, who selects any neutral, and whether the parties or a decision-maker control the result.
- Understand the effect of the result. Confirm whether participation is voluntary or required, whether a proposed outcome can bind you, and what rules govern settlement or enforcement in the relevant jurisdiction. Do not assume every ODR result is binding or enforceable in the same way.
- Review privacy and access. Check what information is shared, who can see it, and what accessibility, language, and communication options exist. The Government of Canada guide notes that technology access, language, and difficulty communicating in writing can affect participation.
How to assess a moderation decision
- Find the rule: identify whether the stated basis is a community-specific rule or a platform-wide policy.
- Identify the decision-maker: distinguish community moderators from platform staff, since their authority may differ.
- Record the action and explanation: note what content or access was affected and what reason was provided.
- Check the available review route: use the platform’s or community’s stated appeal channel and follow its instructions; do not assume that a route available for one kind of action applies to another.
What fairness means in each setting
Both settings raise questions about clear rules, transparency, privacy, and accountability, but the relevant protections depend on the service, platform, jurisdiction, and procedure. For ODR, consider independence, conflicts of interest, informed participation, accessibility, and whether the outcome has legal effect. For moderation, consider whether rules are understandable, applied consistently, explained, and subject to meaningful review where one is offered. Neither label alone guarantees neutrality, confidentiality, or fairness.
