In the United States, a phone generally receives a Wireless Emergency Alert (WEA) through a participating mobile provider’s cellular network. If the towers or other infrastructure needed to reach the phone are disabled, the alert may not get through. Separate channels—such as radio or television alerts and NOAA Weather Radio—can still provide warnings if their own distribution paths and receivers are working.
How a Wireless Emergency Alert reaches a phone
An authorized alerting authority sends a warning through FEMA’s Integrated Public Alert and Warning System (IPAWS). Participating mobile providers receive WEA messages from IPAWS and relay them to compatible phones, generally using cell broadcast. The phone must be connected to a participating provider’s functioning network in the area.
Cell broadcast sends an alert to devices in a geographic area rather than addressing each phone number individually. FCC materials describe it as distinct from ordinary provider network traffic and not subject to the same congestion. That helps when networks are busy, but it does not make a disabled tower transmit. A WEA is therefore not guaranteed during a total cellular outage. FCC Order 25-50; FCC material on the 2018 Hawaii WEA event.
What can still deliver warnings when cellular service is down?
Other alert paths use different infrastructure and receivers. They may remain available during a cellular outage, but none is guaranteed: the relevant broadcast or distribution path must work, and the receiver needs power.

EAS through radio and television
EAS alerts can reach participating stations and other providers through a broadcast relay structure or internet-delivered IPAWS feeds. A radio or television can therefore provide a route distinct from the phone’s cellular WEA connection. It still depends on a working station or distribution path and a powered receiver.
NOAA Weather Radio
NOAA Weather Radio is a dedicated way to hear NWS broadcasts without relying on a cellular connection. For a backup receiver, compare whether local signal coverage reaches your location, whether it supports the alert functions you need, and what power options and receiver features it offers. Its role is weather and other NWS messages; it should not be treated as a source for every local emergency warning.

Satellite-to-phone alerting
In October 2023, the FCC sought partners to examine complementary technologies, including satellite, for delivering WEA to devices that cannot connect to functioning cell towers. That announcement described a feasibility and testing effort. It does not establish a generally available, universal satellite fallback for WEA. Check current FCC and provider information before relying on any particular device or service for satellite emergency alerts.

- Infrastructure: WEA needs cellular coverage from a participating provider; EAS depends on participating media and its broadcast or internet distribution path; NOAA Weather Radio depends on an NWS signal; satellite services depend on the specific satellite system.
- Receiver: WEA requires a compatible phone; EAS requires a radio or television; NOAA Weather Radio requires a compatible dedicated receiver.
- Alert coverage: WEA can target phones geographically. NOAA Weather Radio carries NWS messages, not necessarily all local alerts. EAS distributes emergency messages through participating providers.
- Power: Each receiver needs power. Consider how you will keep it operating if household electricity is unavailable, and check the device’s actual power options.
For weather warnings, a NOAA Weather Radio offers a receiver path independent of cellular service. For broader emergency information, a radio or television able to receive EAS can provide another route. These are complementary backups, not guarantees; the alert’s distribution path and the receiver must both remain available.
