Budget SQL Server on Azure Local as three separate decisions: validated hardware, Azure Local host billing or an eligible preinstalled OEM license, and SQL Server licensing for the guest VMs. Azure Local host billing is based on physical cores—not the number of SQL Server VMs or their assigned vCores—and Windows Server rights, Azure services, and hardware costs must be accounted for separately. Exact SQL Server rights and total cost depend on your configuration and licensing agreement.

What you are buying

SQL Server on Azure Local runs in Windows Server or Linux virtual machines on infrastructure you own. Microsoft describes both connected and disconnected deployment modes; their management capabilities and prerequisites differ. Establish which mode you intend to use before comparing operating requirements, benefits, or costs.

The host platform and the database software have distinct licensing and cost models. A useful budget therefore separates the physical Azure Local system, the Azure Local host service or OEM licensing route, guest operating system rights, SQL Server guest licensing, and any additional Azure services.

Choose validated hardware for the workload

Microsoft’s deployment guidance points buyers to the Azure Local catalog. The supported procurement routes include an Integrated System or Premier Solution with Azure Stack HCI preinstalled, or a validated system on which Azure Local is deployed. The catalog can be filtered for systems optimized for SQL Server workloads. A generic server listing is not evidence that a machine is validated or supported.

Size for the database and its service objectives

There is no universal SQL Server hardware specification or hardware price established here. Work with an OEM or partner to size a catalog-listed configuration against:

  • Database size, expected growth, and consolidation density.
  • Memory pressure and compute demand for the workload.
  • Storage latency and throughput requirements.
  • Network needs, availability objectives, and expected failure scenarios.
  • Backup and recovery design, including the recovery objectives you need to meet.
  • Support, warranty, replacement lifecycle, and operational budget.

Validate the exact system and configuration against the current Azure Local catalog and partner design, and confirm suitability for the SQL Server workload. Microsoft describes Windows Server failover clustering with SQL Server as a way to support SQL Server VMs when hardware fails. That capability is not a guarantee that a particular configuration will meet a specific availability or recovery objective; those objectives need to be designed and validated.

Understand the separate licensing and cost components

Azure Local host service

Azure Local is billed through an Azure subscription at a flat rate per physical processor core in the system. The host charge is not calculated from the number of guest VMs or the virtual cores assigned to them. Additional Azure services are billed separately. Microsoft says Azure Local does not require a traditional on-premises software license, but guest VMs may still require operating system licensing.

The documentation cited for this guide does not establish a universal current per-core price. Ask for the applicable rate and estimate the host portion using the physical core count and number of nodes in the proposed system; then add other Azure usage and non-Azure costs.

SQL Server guest VMs

Decide on SQL Server licensing separately from Azure Local host billing. Microsoft’s Azure VM pricing guidance describes these edition positions: Developer for development, testing, and proof of concept (not production); Express for lightweight production within its listed limits; Web for small websites; Standard for small to medium workloads; and Enterprise for large or mission-critical workloads. These are broad descriptions, not a substitute for checking required features, edition limits, and your agreement.

Microsoft’s Azure VM guidance also describes pay-as-you-go licensing and Azure Hybrid Benefit for SQL Server on Azure VMs. In that Azure VM model, pay-as-you-go may suit temporary or uncertain workloads, while eligible existing licenses may suit continuous workloads with known scale and duration. The described SQL Server Azure Hybrid Benefit requires qualifying Standard or Enterprise licenses and Software Assurance under the applicable program. It does not eliminate Azure VM base compute, storage, backup, or applicable I/O charges.

Microsoft’s Azure Arc SQL Server licensing guidance describes licensing by the virtual cores assigned to SQL Server VMs. That virtual-core basis is distinct from Azure Local host billing, which uses physical cores. Do not assume the Azure VM or Arc guidance automatically settles rights for a particular Azure Local deployment: verify applicability and entitlements under your agreement with Microsoft or a licensing partner.

Windows Server Azure Hybrid Benefit for Azure Local

Microsoft says Windows Server Datacenter licenses with active Software Assurance can qualify for Azure Hybrid Benefit for Azure Local. Under the described exchange, one qualifying core license is required for each physical Azure Local core. Subject to the benefit’s conditions, it waives the Azure Local host service fee and the Windows Server guest subscription; it does not make other Azure services or hardware free.

The cited guidance limits this benefit to hyperconverged deployments with cloud-connected management and no external storage (L1), and excludes L2 and L3. Confirm that your deployment type, licensing program, and other prerequisites qualify before including the benefit in a budget.

Preinstalled OEM license

Microsoft describes a preinstalled OEM license for eligible Azure Local Premier Solutions, Integrated Systems, and Validated Nodes. It is tied to the original hardware. The FAQ says every physical core must be licensed, there is no annual renewal or subscription for this license, and it remains valid for the hardware’s lifetime while the associated system remains functional and supported. The described coverage includes Azure Local and Windows Server Datacenter 2025 or an earlier supported version for guest licensing, subject to the FAQ’s conditions.

The FAQ says the base license covers up to 16 cores, with two-core and four-core add-ons for systems with 16 cores or more. Confirm how the applicable core count and add-ons map to your exact configuration. Microsoft directs buyers to their OEM partner for pricing. It also warns against unsupported combinations of hardware, OS version, or billing scenario, so get confirmation for the complete configuration rather than treating the OEM license as interchangeable with a subscription.

Compare the cost routes on the same assumptions

There is no single savings percentage or universal total cost supported for these options. Compare them using the same physical system, workload, duration, and Azure services. Obtain current, configuration-specific prices from the OEM and confirm licensing terms for your organization.

For each route, record the physical cores per node and node count, SQL Server edition and licensed VM vCores, number of active instances and any passive replicas, Windows Server guest rights, Azure services, and workload duration. Include backup and monitoring usage where applicable. A passive replica or other workload role can affect licensing rights, so confirm its treatment under the customer’s actual agreement rather than assuming it is covered.

Build a quote that can be checked

  1. Describe the deployment: connected or disconnected mode, deployment type, node count, physical cores per node, and whether external storage is used.
  2. Specify the workload: SQL Server edition and required features, VM vCores, active instances, passive replicas, database size and growth, performance needs, and availability and recovery objectives.
  3. Ask for the complete hardware quote: identify the Azure Local catalog system and configuration, plus storage, network, warranty, support, and replacement lifecycle assumptions.
  4. Request both eligible platform-cost treatments: where applicable, compare Azure subscription host billing with a configuration-specific OEM preinstalled license quote. Ask exactly what each option covers and which billing and system combinations are supported.
  5. Validate Windows Server rights: document the licenses and Software Assurance status, the applicable Azure Hybrid Benefit conditions, and guest OS coverage for the chosen route.
  6. Validate SQL Server rights separately: provide the agreement, edition, VM allocations, workload roles, and term to Microsoft or a licensing partner; ask them to confirm applicable rights for Azure Local in writing.
  7. Add non-host Azure usage: estimate the Azure services, backup, monitoring, and other usage billed in addition to the base Azure Local host service.

Ask the vendor or licensing partner to state the quote date, region where relevant, configuration, included coverage, exclusions, and recurring versus prepaid charges. That makes it possible to compare like with like without treating a general Azure VM pricing model as a definitive Azure Local entitlement.
