Choose the tool by what you want to carry forward: a preference for every conversation, a reusable workflow, or a workspace with its own files and instructions. Google Skills are built for reusable, stackable instructions in Gemini; ChatGPT Custom Instructions and Claude profile preferences are account-wide; and Claude Projects or eligible ChatGPT GPTs can bundle project-specific guidance with reference knowledge. Availability is a separate deciding factor: Skills are rolling out, Claude Projects require a paid plan, and OpenAI says personal accounts cannot currently create or publish new GPTs.
Match the tool to the kind of customization you need
These features overlap, but they do not all solve the same problem. Start by deciding where the instruction should apply, then compare tools within that scope. The descriptions below reflect provider documentation, not a comparative test of answer quality.

Pick the right scope
For preferences that should apply in every chat
Use a general instruction or profile preference when you want a stable default, such as a preferred level of detail or formatting, rather than a separate assistant for each task. ChatGPT Custom Instructions are described as account-wide and available across plans. Claude profile preferences are also account-wide. Gemini has personal instructions intended to affect responses across chats, with account requirements and limitations set out by Google.

These preferences are not the same as a knowledge base. If an assistant must consult a set of reference documents consistently, compare file-based features instead of assuming a general instruction will provide searchable project context.
For a repeatable procedure
Gemini Skills are the closest fit when you want reusable instructions that can be called by name, automatically applied, or combined with other Skills. Google announced that Gems on personal accounts will begin transitioning to Skills in November 2026. As of October 4, 2026, that announced start date had not arrived; Google lists later transition dates for Workspace business, enterprise, nonprofit and education accounts. Check Google’s transition notice for the current schedule before moving an established Gem-based workflow.

ChatGPT GPTs can package instructions, knowledge and capabilities into a purpose-configured assistant, but creation access is a key constraint: OpenAI currently says personal accounts cannot create or publish new GPTs. Claude Projects can keep a procedure’s instructions and relevant knowledge in one project, but they are more naturally organized around a workspace than a stack of reusable, cross-chat instruction modules.
For one project and its documents
Claude Projects are designed to keep project instructions and uploaded knowledge available across chats within that project. Anthropic also documents automatic RAG expansion as project knowledge approaches context limits. In ChatGPT, a GPT can combine instructions with uploaded knowledge, where the account or workspace has permission to create one. Gemini Skills and Gems can also use reference or knowledge files, but supported file types and access depend on Google’s documented account and app conditions.

Compare how the files are attached and used, not just whether uploads exist. A general preference tells the assistant how to respond; a project or configured assistant can associate directions with specific reference material. The providers’ cited documentation does not establish identical file handling across these products.
For a particular response style
Choose the narrowest control that achieves the result. Claude Styles are specifically intended to set tone and format. Gemini instructions or Skills and ChatGPT Custom Instructions or GPT instructions can also describe a desired style. If style should persist in all conversations, use a general preference; if it belongs only to one repeat task or project, keep it with that task or workspace.

Check access before you migrate or build
- Gemini Skills: Google describes a gradual rollout and account/app limitations. Confirm that the feature and relevant file support are available in your own Gemini account.
- Claude Projects: Anthropic documents Projects as available on paid Claude plans. Team and Enterprise sharing also depends on organization permissions.
- ChatGPT GPTs: OpenAI says personal accounts cannot currently create or publish new GPTs. Business, Enterprise and Edu workspace creation depends on settings and permissions.
- Prices and regional access: There is no comparable, same-date price or regional-availability basis established here for all three providers. Do not choose on an assumed price advantage; check each provider’s current eligibility information for your location and plan.
A practical decision process
- Write down the scope. Decide whether the customization is for every conversation, a repeatable task, a document-rich project, or response style alone.
- Match like with like. Compare account-wide preferences against account-wide preferences; compare workflow tools against workflow tools; compare project knowledge features against project knowledge features.
- Verify file behavior. If documents are central, check supported file types, where uploaded knowledge is available, and how you update it. Do not treat an instruction field as equivalent to project knowledge.
- Check access and collaboration. Confirm your account, plan, app, rollout status and workspace permissions before transferring existing instructions or documents.
- Re-check volatile details. Product names, rollout timing and account eligibility change. Google’s announced Gems-to-Skills transition begins in November 2026 for personal accounts, with later dates listed for several Workspace account categories.
Which tool is the best fit?
- Choose Gemini Skills when you want reusable instructions that can be invoked, automatically applied or combined within Gemini, and the feature is available to your account.
- Choose ChatGPT Custom Instructions for account-wide defaults across chats. Consider GPTs for a more purpose-configured assistant only if your account or workspace can create them.
- Choose Claude profile preferences for account-wide personalization, Claude Styles for tone and format, or a Project when a particular body of knowledge and its instructions should stay together.
