Then review apps by business risk, assign fixes to named people, and update the register whenever an app, user, or supplier changes.
What to include in a small-business SaaS inventory
NIST’s Cybersecurity Framework 2.0 Small Business Quick-Start Guide recommends tracking hardware, software, systems, and services. Its sample inventory fields include official use, owner or administrator, sensitive data accessible, whether multifactor authentication (MFA) is required, and the business impact if access is lost. That is a useful foundation, not a required SaaS form. Add subscription, supplier, access, integration, and review details so the register also supports day-to-day governance.

Keep the register somewhere access is controlled and the person responsible for maintaining it is clear. A spreadsheet can work to start; NIST also identifies automated asset-inventory solutions or a managed security service provider as possible options as a small business matures.
How to find every SaaS app the business uses
There is no single discovery source that reliably reveals every subscription. Build the list by combining staff knowledge with records already available to the business, then reconcile the results with department owners. Include paid subscriptions, free trials, employee-purchased services used for work, cloud services, externally hosted business systems, and integrations or APIs that handle business data.

- Assign an inventory owner and define scope. Decide who maintains the register and what counts as a business service. Include services that store, process, or share business data, even if a department or employee adopted them without a formal purchase.
- Ask team leads what their teams rely on. Request the app name, purpose, owner, users, and any data or workflows involved. Ask specifically about tools used for occasional tasks, customer communication, file sharing, payments, and integrations.
- Inspect existing records. Check payment statements, procurement records, identity-provider app lists, password-manager entries, browser or endpoint inventories, and integration directories where available.
- Reconcile and verify. Compare the sources, follow up on unfamiliar vendors and charges, and ask each department owner to confirm whether each listed service is still in use. Record uncertain entries for follow-up rather than treating the first list as complete.
- Enter the confirmed details. Use the inventory fields above, mark missing information as an open finding, and note who needs to supply it.
NIST’s guidance supports treating services as inventory-worthy assets, while CISA’s asset-management guidance emphasizes understanding logical assets such as software and data, along with critical services and dependencies. The specific discovery steps above are practical ways to build a complete register; the federal guidance does not prescribe one SaaS-discovery sequence.
How to audit each app
Work through the register one service at a time. Confirm business need first, then check ownership, access, security settings, data flows, and continuity. For each finding, record a specific action, a responsible person, and a due date.

- Confirm ongoing need and ownership. Ask whether the app still supports current work and whether an accountable business owner and technical contact are identified. If nobody claims it, investigate before renewing or removing it.
- Review users and privileges. Compare access with each person’s current duties. Remove accounts that are no longer needed, limit administrator rights, and review contractor or other third-party access. Apply least privilege: give people only the access required for their work.
- Check authentication. Confirm whether MFA is supported and enabled, especially for administrators and people handling sensitive data. Check SSO and account-recovery arrangements where available.
- Check activity logging. Identify which events the service can record, whether logging is enabled, who can review it, and how long records are retained. CISA notes: “Every time someone logs in, accesses a file, or makes a change to your system, it leaves a digital record.” Logging capabilities can vary by service plan, so verify the configuration and plan rather than assuming a feature is available.
- Map data and dependencies. Record what information goes to the supplier, which integrations or APIs can access it, and which business processes depend on the app. Note what staff would do if it became unavailable and how the business could retrieve its data.
- Review supplier and subscription details. For sensitive-data or critical services, document relevant supplier security and privacy information and contractual requirements. Confirm who handles support, when the subscription renews, and what cancellation, data export, and deletion involve.
- Track remediation. Convert gaps into actions such as removing stale accounts, reducing admin access, enabling MFA or logs, confirming export and deletion options, clarifying supplier contacts, or planning a continuity route. Assign an owner and due date to each action.
Prioritize reviews by risk and business impact
A small business does not need to treat every app as equally urgent. Review services that could expose sensitive information, interrupt revenue, or create broad access to other systems first. NIST and CISA guidance supports risk-based prioritization and attention to critical assets and dependencies; the following is a practical screening heuristic, not an official scoring scale.
- High priority: The app stores sensitive customer or employee information, has broad integrations or administrator privileges, supports revenue-critical work, or lacks a clear owner, MFA, or usable logging.
- Next priority: The app supports important work but has narrower data access or a workable alternative. Resolve ownership, access, supplier, and renewal questions before they become urgent.
- Lower priority: The service is noncritical, handles little or no sensitive data, and has limited access. Still keep its owner and subscription status current.
If multiple apps appear to serve the same purpose, compare business need and criticality, data sensitivity and access scope, authentication and role controls, audit logging and exportability, integration risk, supplier evidence and contractual terms, continuity and data portability, and the subscription and administration burden. Official guidance supports these risk and supplier-review considerations; it does not rank commercial SaaS products.

Strengthen MFA, logging, and cloud configuration
Choose MFA appropriate to the service
CISA advises small businesses to require MFA where possible, starting with administrators and people who handle sensitive data. Its guidance places physical security keys at the strongest end of its listed choices, followed by authenticator apps with number matching and other listed methods. A hardware security key is optional, may require a purchase, and only works when the specific SaaS service supports it.
Enable and review useful logs
CISA recommends deciding what to log, enabling logging on cloud services, monitoring logs regularly, protecting them from unauthorized access or deletion, and retaining them according to policy and compliance needs. Check the service’s plan-specific capabilities and decide who is responsible for reviewing relevant events.
Consider a configuration-assessment tool
CISA lists Secure Cloud Business Applications (SCuBA) as a no-cost tool for assessing and hardening supported SaaS configurations, including MFA, strong passwords, and audit logging. Check its current service coverage and compatibility against the apps the business uses before relying on it.

Access reviews should happen when a person changes roles, leaves the business, or ends a third-party relationship—not only during an annual inventory exercise. Reassess whether existing access remains necessary after role changes. When employment or a supplier relationship ends, remove access and recover business-controlled credentials or data as appropriate.

NIST’s April 2026 Small Business Cybersecurity: Non-Employer Firms is an initial public draft, not finalized guidance. It specifically recommends limiting cloud-service access to people who need it for a specified time and removing access when employment or a third-party relationship ends.
Keep the inventory current
Update the register when a service is adopted, changed, or retired; when an owner or user’s access changes; and when a supplier relationship ends. Set a recurring review interval based on the sensitivity of the data and the consequences of disruption. The small-business guidance cited here does not prescribe one universal SaaS inventory review frequency, so document the interval your business chooses and why.
For U.S. small businesses, NIST and CISA provide practical starting points, but legal and compliance obligations depend on jurisdiction, industry, contracts, and the data handled. Treat an inventory as an operational aid, not as proof by itself that the business meets a particular legal or contractual requirement.
