Choose repair when an inspection finds damage confined to a limited area and the rest of the roof remains serviceable. Consider replacement when deterioration or damage is widespread, the roof system or its structural integrity is compromised, or a durable repair requires work approaching the cost of replacement. There is no reliable age cutoff that decides the question on its own: material, weathering, installation, underlayment, decking, damage pattern and total scope all matter.
How to decide between roof repair and replacement
Base the decision on the condition of the whole roofing system, not just the visible leak or the roof’s age. A localized problem can often be repaired if surrounding materials and underlying components are sound. Repeated leaks, widespread deterioration, or damage to the system beneath the surface can make a repair short-lived or uneconomical. The RICOWI/IBHS Best Practices Guide for Roofing describes age and weathering as assessment factors and emphasizes that practices vary by roofing material.
- Identify the system and document its condition. Note the roofing material and approximate age, visible damage and weathering, leak locations, flashing and valleys, any suspected decking problems, and previous repairs.
- Establish the extent and cause of damage. Ask whether the problem is limited to one area or appears in multiple places, and whether the underlying roof system is affected. Storm damage does not automatically mean the entire roof needs replacement.
- Get comparable written options. Ask contractors for separate repair and replacement scopes, with the areas included and assumptions about tear-off, decking, flashing and valleys clearly stated.
- Compare durability and total work, not only the first price. Consider whether the proposed repair addresses the cause and what additional work may soon be needed elsewhere on the roof.
- Check insurance implications and protect the home safely. If you may file a storm-damage claim, contact your insurer or agent before repair work. Limit further water intrusion without taking unsafe steps on a damaged roof.
What makes repair the stronger option?
Repair is generally the more sensible path when an inspection finds a discrete, repairable defect and the surrounding roof remains in good condition. Examples may include damage limited to a small area or a specific component, provided the contractor can explain how the work will restore the roof’s function and the rest of the system is sound.
- The damage is confined to a defined area rather than repeated across the roof.
- The remaining roofing, underlayment and decking are serviceable.
- The material and system can be repaired effectively, and the written scope addresses the cause rather than just the visible symptom.
- The repair cost is proportionate to its expected durability and does not leave substantial near-term work unaddressed.
When is replacement worth considering?
Replacement deserves serious consideration when deterioration or damage is widespread, multiple leak points indicate broader failure, or the roof system or structural integrity is compromised. It may also make sense when a lasting repair requires extensive associated work and the total cost approaches replacement cost. A qualified professional should assess suspected structural damage.

Do not use a product label such as “30-year” or “50-year” as a guaranteed service life or an automatic replacement date. IBHS notes that roof performance changes with age and that those product names do not guarantee a roof will avoid storm damage for that period. The IBHS 2026 Thunderstorm Ready release provides no universal age at which every roof should be replaced.
How to compare estimates fairly
Request more than one estimate from licensed and insured contractors, and compare the actual work included—not just the headline price. IBHS and the National Insurance Crime Bureau recommend checking references and getting work terms in writing. A proposal should make the scope, cost, schedule, payment arrangements and warranty or guarantee terms understandable.

- Which roof areas and components are included?
- Does the price assume tear-off, new decking, or replacement of damaged decking? What would trigger additional charges?
- Are flashing, valleys, hips and ridges included where needed?
- What is the expected schedule, and how is the payment schedule tied to the work?
- What warranty or guarantee applies, and who is responsible for it?
- What future work could still be needed on the unrepaired parts of the roof?
Avoid contractors who pressure you to sign or start immediately. Do not sign a blank contract or pay the full amount before the work is complete. Put agreed scope, price, timing, payment schedule and guarantees in the contract.
What changes by roofing material?
Cedar shakes and shingles
Some curling, cupping and splitting can occur naturally in cedar, so those signs need to be evaluated in context rather than treated as automatic proof that the roof must be replaced. Excessive cupping or curling that affects the system’s integrity calls for repair or replacement. IBHS/RICOWI’s cedar guidance says new pieces of the same type weather toward the surrounding color in about six to nine months on average.

That cedar guidance also says to consider replacing the damaged roof or segment when repair costs reach 80% of replacement costs. Include associated work such as tear-off, redecking, valleys, hips and ridges in the comparison. This is cedar-specific guidance, not a universal threshold for other materials, markets, insurers or jurisdictions.
Metal roofing
For the low-slope metal systems addressed by IBHS/RICOWI, condition must be considered in the context of design limits and an overall inspection. Permanent distortion after an extreme load can make replacement appropriate, and repairing damaged panels or substructure may be impractical. Asphalt shingles
Age and weathering matter, but a shingle’s “30-year” or “50-year” product name does not promise that the installed roof will avoid storm damage for that length of time. Judge condition and damage directly rather than treating the label as a service-life guarantee.

Do not assume that storm damage requires whole-roof replacement, and do not assume that a visible leak is the full extent of the problem. If you suspect storm damage and may make a claim, IBHS chief engineer Dr. Anne Cope advises: “The first call a homeowner should make when they suspect severe weather, like a hailstorm, has caused damage to their roof is to their insurance agent, who can help them navigate the process if repairs are needed.”

- Contact your insurer or agent before repair work if you intend to file a claim, and ask how to document the damage and proceed.
- Limit additional water intrusion from a safe position. The U.S. Department of Energy’s older homeowner brief recommends tarps or other water barriers as temporary protection. That is mitigation, not a reason to climb onto a damaged roof; follow current local safety requirements and use qualified help.
- Have a professional assess the roof. The Department of Energy brief advises consulting a professional engineer if structural integrity may be compromised. Its guidance was written for skilled DIY homeowners in the Gulf States, so local codes and qualified professionals should guide work today.
- Keep records and compare estimates. Photograph damage where safe and retain written scopes, invoices and insurer communications.
Questions to ask before choosing
- Is the damage limited to one area, or are there signs of wider deterioration?
- Are underlayment, decking, flashing or other components affected?
- Can the proposed repair provide a durable fix, and what is excluded from its scope?
- What is the full cost of each option, including tear-off and associated work?
- What terms and protections are written into the contractor agreement?
- What does your insurer require if you are considering a storm-damage claim?
Building codes, contractor licensing, insurance terms, climate and roof-system details vary by location. Confirm claim questions with your insurer, code questions with your local building authority, and roof condition with qualified professionals.
