Here, “custom list” means your own allowed values for a validation rule—not Excel’s separate Custom Lists feature for sorting and filling data.
What “custom list” means in Excel
A Data Validation list is a rule attached to one or more destination cells. It offers a set of choices and can help make data entry quicker and more consistent. Microsoft Support describes drop-down lists as a way to restrict cell values to choices, but validation is not an absolute guarantee against invalid data: behavior can differ when people copy or fill cells instead of typing directly.
Excel also has a feature called Custom Lists, used to sort or fill a user-defined sequence such as High, Medium, Low. That is a different workflow from creating a Data Validation drop-down. Microsoft notes that a custom sort/fill list can contain text or a mix of text and numbers; if it contains only numbers, format them as text first. Create a drop-down from worksheet values
- Enter the choices. Put the allowed values in a single column or row, with no blank cells within the list. Keep a heading outside the range you will select. If the choices may grow, consider converting the source range to an Excel table.
- Select the destination cells. These are the cells where users should choose a value. You can select one cell or a range before creating the rule.
- Open Data Validation. Choose Data > Data Validation. In the dialog’s Settings tab, set Allow to List.
- Set the source. In Source, select the cells containing the choices. For a short, stable list, type the choices separated by commas instead; follow the format shown for your Excel platform.
- Choose validation options. Set whether blank entries are allowed and whether the in-cell drop-down appears. You can also add an input message or an alert for invalid entries. The available controls and their presentation vary by platform.
- Save and check the result. Open the drop-down in a destination cell and confirm that the options display as intended. If text appears cut off, widen the destination column.

Choose the right source for the choices

For a list that changes, a table is generally easier to maintain than repeatedly editing a fixed set of typed choices. If the workbook must be maintained in Excel for the web, account for its editing limitation: Microsoft says manually entered lists can be edited directly there, while range-based and named-range sources require changes to the source data or, as appropriate, desktop Excel.
Edit an existing drop-down
To identify where a drop-down gets its values, select a cell with the rule and open Data > Data Validation. Inspect the Source field: it may contain typed choices, a cell range, a named range, or a table column. If you use Excel for the web and the existing list is based on a range or named range, edit the underlying source data or use desktop Excel rather than expecting to modify that source directly in the web interface. If Data Validation is unavailable or the list misbehaves
- The command is unavailable: Microsoft says the worksheet may be protected or shared. Check the workbook’s protection or sharing state before trying to create or edit the rule.
- Choices are missing or include a heading: Reopen the rule and inspect Source. Confirm that it points to the intended values and excludes the heading and any blank cells within the list.
- The list needs frequent updates: Consider a table-backed source so the associated drop-down can update as table entries are added or removed.
- People can still enter values another way: Data Validation can help guide entry, but Microsoft cautions that copying or filling cells can affect its behavior. Treat it as an input aid, not a security boundary.
