ERA-GLONASS tracking means that covered civil drones in Russia must transmit remote-identification information to a state system that associates a unique aircraft identifier with its owner and operator. Russia’s Ministry of Transport says the requirement applies to drones weighing more than 250 g from 1 March 2026. From 1 October 2026, an active owner account is also required to submit a flight plan. This creates a real privacy consideration for operators, but the Ministry’s announcement does not say the public can look up an owner’s identity.

What ERA-GLONASS tracking means

ERA-GLONASS is Russia’s state information system for civil-drone identification and remote-identification information. The Ministry of Transport describes the drone’s unique identifier as an “электронного номерного знака” (“electronic number plate”) analogue. It says oversight bodies can see whether flights are legal in real time and obtain information about the aircraft’s owner and operator. Ministry of Transport announcement, 24 September 2026.

That description establishes a link between an aircraft identifier and information about the people responsible for it. It does not establish that every flight is continuously watched, that all transmitted fields are known, or that anyone nearby can identify an owner through a public lookup service.

Which drones and operators are affected?

Remote-identification equipment from 1 March 2026

The Ministry says civil drones weighing more than 250 g must carry remote-identification equipment that transmits information to ERA-GLONASS beginning 1 March 2026. This is the stated scope and effective date in its announcement; operators should consult the applicable current requirements for their aircraft and operation rather than assume a different weight threshold or exemption.

Active owner accounts from 1 October 2026

Starting 1 October 2026, an active ERA-GLONASS owner account is a condition of submitting a flight plan to the Russian air-traffic-management corporation. The Ministry says that without confirmation from the state system that an active personal account exists, the plan will be rejected. The account condition is therefore distinct from the equipment requirement: one concerns submitting a flight plan, the other concerns transmitting identification information.

Can authorities track a drone in real time?

The Ministry says oversight bodies can see flight legality in real time and obtain owner and operator information. That supports saying authorities have access to identity-linked flight information for oversight. It does not, by itself, show that all authorities have identical access, that every drone’s position is continuously monitored, or that the public has access to the same information.

The Ministry reported that 1,205 drones had been entered in the system and performing flights in Russian regions as of 24 September 2026. It also said the system had previously been tested in 40 regions. These are Ministry-reported figures for that date, not independent counts or a statement of current nationwide coverage.

Can the public see who owns a drone?

The Ministry’s description identifies government oversight bodies as able to access owner and operator information; it does not say that ordinary observers can retrieve those details. The existence of a unique identifier should not be treated as proof of a public owner directory or a universally readable broadcast of personal information.

The precise information transmitted, retention periods, access logs, correction procedures, and agency-by-agency access rules are not specified in the available official descriptions. Federal Law No. 152-FZ sets general rules for personal-data processing, including confidentiality, data-subject access rights, and security duties for data operators. What kind of tracking device is required?

The Ministry says ERA-GLONASS accepts cellular, satellite, hybrid, and broadcast-type remote-identification devices. Government Decree No. 1701 and its 2026 amendment notice relate to aviation-system equipment requirements. Before buying or installing equipment, operators should verify that the exact model is currently accepted under Russian requirements, can register and transmit the required information, fits the aircraft, and has network or satellite coverage for the intended operating area. Consider connection type, installation method, and regional service coverage; the listed categories alone do not establish comparative performance.

How the system fits into flight planning

The Ministry says ERA-GLONASS is technically integrated with the national flight-plan submission system and with some commercial operator platforms, but its announcement does not identify those commercial platforms. A named service should not be assumed to support the integration unless the operator or provider confirms it.

A June 2025 Ministry announcement described a project involving JSC GLONASS and Transport of the Future. The company’s CEO said the project was implementing identification and a “control button,” integrating trackers into some of its drones’ flight controllers, and testing communications and digital-platform connections. This is an industry-partner project description, not evidence that those particular units are generally available or are the required choice for all operators. Practical checks for drone operators

  1. Check the aircraft’s applicability. Confirm its weight and operating category against the current Russian rules; the Ministry’s stated remote-identification threshold is over 250 g.
  2. Confirm the exact device. Check current acceptance and technical requirements for the specific model. Do not infer compliance from a product being described as a GPS tracker or from its connection type.
  3. Check installation and coverage. Ensure the device can be installed on the aircraft and transmit through an available cellular, satellite, hybrid, or broadcast connection in the intended operating region.
  4. Activate the owner account before filing. From 1 October 2026, the Ministry says account confirmation is required for flight-plan submission; allow time to resolve any registration or account-status issue before planning a flight.
  5. Ask the provider about data handling. Seek specific answers on what information is collected, who can access it, how long it is retained, and how records can be reviewed or corrected. The public descriptions do not settle those operational details.
