The best free PDF editor depends on whether you need to change text already in a document or just add a note, signature, or page. For existing-text edits, PDFgear’s desktop app is the clearest fit in the available product documentation. For browser-based additions and routine page tasks, PDFgear, Sejda, and PDF24 offer different options; Adobe Acrobat’s free online tools have explicit transaction limits. Free features and caps can change, so check the linked product pages before relying on a workflow.
Choose based on the edit you need
“Editing text” can mean two different things: adding a new text box over a page, or changing words already in the PDF. Those are not interchangeable. If you need to change existing text, prioritize a tool that explicitly supports that job; if you only need to type into a form, add a label, sign, or rearrange pages, a browser editor may be enough.
- Change existing text: PDFgear’s desktop software is the clearest documented free option here for offline editing. Sejda Desktop also describes changing existing text, but states that its free use has daily limits.
- Add text, a signature, or annotations: PDFgear’s online editor, Sejda’s online editor, and PDF24’s online editor describe these kinds of additions.
- Merge files: PDF24 lists a dedicated merge tool. Adobe documents specific limits for its online Merge PDFs tool.
- Keep work offline: PDFgear and Sejda describe desktop options. Browser-based convenience may involve uploading or browser processing, so verify the tool’s handling and suitability for your document before use.

Which editor fits each task?
For changing text already in a PDF: PDFgear Desktop or Sejda Desktop
PDFgear is the more straightforward starting point if you specifically need offline editing of existing text and want to avoid the browser editor’s limitation. PDFgear says its desktop software processes files locally on the device. Sejda Desktop also documents changing existing text and an offline workflow, but its free use is subject to daily limits. Try a copy of a small document first and inspect the result before using either tool on an important file.
For adding text or signing in a browser: PDFgear or Sejda
PDFgear’s online editor is suited to adding text boxes, signatures, comments, stamps, highlights, drawings, and shapes, as well as reorganizing pages. Its product page states “Files processed in browser locally.” It does not support direct editing of existing text online, and the stated maximum file size is 100 MB.

Sejda’s online guide covers adding text and signing. Its described signature methods are typing a name, drawing a signature, or uploading a signature image. Check the current site for any applicable free-use limits before processing a batch of files.
For a toolbox of routine tasks: PDF24
PDF24’s online editor supports inserting text, forms, and images or drawing on a page. Its toolbox separately lists merge, sign, split, and OCR tools, which makes it useful when the task extends beyond editing a single page. The platform list on its product page should not be read as proof that every tool works identically on every listed device.

For an occasional free Adobe transaction: Acrobat online
Adobe’s free online services can handle signing and other basic tasks, but the allowance depends on whether you are signed in and whether you use a premium tool. Do not infer from Adobe’s text-editing help that editing existing text is free: that help describes the feature, not its inclusion in the free tier.
Check free limits before you start
“Free” describes different arrangements across these products. PDFgear currently claims unlimited use for its online editor, subject to its stated 100 MB file-size maximum. Sejda says its desktop software has daily limits. Adobe’s FAQ states that an unsigned-in visitor gets one transaction and one download, while a signed-in user gets one premium online transaction per rolling 30 days. These are vendor-published terms, not guarantees that limits will remain unchanged.

For Adobe’s online merge tool, the documented maximum is 100 files and 1,500 pages total, with no more than 500 pages in an individual input file. If you are merging a large set, check file counts and page counts before beginning.

Choose an offline desktop workflow when your document should not be processed through an online service. PDFgear says its browser editor processes files locally in the browser and that its desktop software processes them locally on the device; Sejda documents an offline desktop option. These specific statements do not replace a review of each product’s current privacy and security terms, particularly for confidential or regulated documents.
After changing existing text, review the page visually. Adobe warns that if the original font is unavailable, Acrobat substitutes a fallback font. It also says text reflows within an individual text box rather than pushing adjacent boxes or continuing onto another page. Check line breaks, spacing, and the edges of the edited box, especially where the replacement text is longer.
