To test how a web page behaves without a connection, use Chrome DevTools’ Offline network setting. To find out whether DevTools itself works when your computer has no internet, disconnect or block the computer’s network and test it separately. The browser toggle simulates offline page access; it does not establish that every browser or operating-system process is cut off from the network.

First decide what “offline” means

There are two different checks: testing a page under simulated network loss, and testing whether the developer tools remain usable on a machine that is actually disconnected. A browser’s offline emulation is useful for the first. For the second, disconnect the machine or block its network access independently, then open DevTools and try its local panels.

These are practical checks, not a guarantee of system-wide isolation. The browser documentation describes page-testing features; it does not certify that extensions, background services, operating-system processes, or every other network path are blocked.

Test a page with Chrome DevTools’ Offline setting

  1. Open the page and DevTools before reloading. Select the Network panel. Chrome records activity while DevTools is open, and its request totals cover requests logged since it was opened. See Chrome’s Network panel guide.
  2. Choose Offline. In the Network panel’s network throttling menu, select Offline. Chrome describes this as simulating a completely offline network experience; a warning icon appears next to Network while the setting is active. See Chrome’s Network features reference.
  3. Reload or use the page. Observe what still appears and which requests fail or are served locally. Select a request to inspect available details such as headers, payload, response, initiator, and timing.
  4. Restore the network setting. Choose a connected setting instead of Offline when the test is complete.

Offline is not the same as Disable cache

Disable cache turns off the browser cache to model a first-time visitor. It does not simulate a disconnected network. Choose Offline when the question is whether the page works without a connection. Chrome documents both controls in its Network features reference.

Exporting a HAR file

If you export the request log for troubleshooting, check it for sensitive information before sharing. Chrome provides a sanitized HAR export that excludes sensitive headers by default, as well as an option to include sensitive data. The same reference describes the export options.

Check whether DevTools itself opens without internet

  1. Disconnect the computer from the network or block its network access outside the browser’s Offline control.
  2. Open the browser and DevTools in that disconnected environment.
  3. Try local functions such as Elements, Sources, and Console. This checks whether the tool is available for local inspection without internet; it does not prove that all software on the computer is isolated.

This separate machine-level check matters because Chrome’s Offline setting is documented as a page-network simulation, not as a control that blocks all browser or operating-system traffic.

Use Firefox for request inspection or local secure-origin testing

Inspect page requests in Network Monitor

Firefox’s Network Monitor records HTTP requests and their details while the Toolbox is open, even if another Toolbox panel is selected. Open the Toolbox before exercising the page, then inspect the recorded activity. See Mozilla’s Network Monitor documentation.

Map a local folder with Local Mode

Firefox Local Mode can map a local folder to a custom HTTPS origin, which is useful when local-file testing requires secure-origin behavior without starting a separate HTTP server. Mozilla says these mappings work only while DevTools are open; Local Mode is documented as shipped in Firefox 153. It is a local-testing feature, not proof that all Firefox features or all network traffic on the machine have been tested. See Mozilla’s Local Mode documentation.
