An RTX 2080 Ti does not by itself tell you whether a game is CPU-limited, GPU-limited, or stuttering for another reason. Compare the same repeatable scene while watching frame times and CPU/GPU behavior, then test one change at a time: reduce CPU-heavy game settings, enable NVIDIA Reflex when the game supports it, and try a suitable frame-rate cap. These steps can improve pacing or latency, but none guarantees higher average FPS or fixes every hitch.
First, separate a CPU bottleneck from stuttering
A CPU limit means the processor or a game thread cannot prepare work fast enough to keep the GPU supplied at the rate the game could otherwise render. Stuttering means frame delivery is inconsistent. They can occur together, but a hitch can also have causes other than a CPU limit. Overall CPU usage alone is not a reliable verdict: a game may be constrained by one busy thread while other cores remain available.

Use frame times alongside average and low-percentile FPS, GPU utilization, and CPU behavior. NVIDIA FrameView documents average FPS, 1% low FPS, frame-time measures, and CPU/GPU utilization; it also notes that a 0.1% low nearer the average indicates a more consistent experience. Build a repeatable baseline
- Choose a representative scene. Use the same save point, route, camera movement, and duration each time. Avoid comparing a quiet area with a busy fight or crowded hub.
- Hold the test conditions steady. Keep resolution, graphics settings, background workload, and other relevant game options unchanged until you test a specific setting.
- Record the results. Note average FPS, 1% low or other available low-percentile data, frame-time behavior, GPU utilization, and CPU behavior. If your tool exposes per-core or game-thread activity, inspect it as well as total CPU use.
- Repeat after each adjustment. Change one setting, then run the same scene again. If possible, repeat the run to distinguish a consistent change from normal variation.

Test settings that reduce CPU-side game work
Game systems such as AI, physics, and collision detection can consume substantial CPU time. Microsoft identifies these as common CPU consumers and notes that reducing draw distance can lower CPU burden. The control names and effects differ by game, so test only options the game actually provides. Microsoft Learn: Top Issues for Windows Titles
- Try a shorter draw distance or reduced world/object visibility distance.
- Where offered, test lower crowd, simulation, AI, or physics detail or density.
- Make a small adjustment first and compare the same scene’s frame times. Watch for the image or gameplay trade-off as well as performance.
If frame-time consistency improves after reducing one of these workloads, that supports the possibility that CPU-side game work was contributing. It does not establish a universal CPU-bottleneck percentage or prove that every hitch has the same cause.
Try latency and frame-pacing controls
Enable NVIDIA Reflex when the game includes it
Reflex must be integrated into the game; it is not a universal driver switch for every title. NVIDIA recommends turning Reflex on where it is available. It coordinates CPU and GPU work to reduce render-queue latency and CPU back pressure in GPU-bound scenarios. Use driver low-latency mode only when appropriate
If the game does not offer Reflex, NVIDIA’s system latency guide describes Ultra Low Latency Mode in the NVIDIA Control Panel as an alternative. Reflex overrides Ultra Low Latency Mode if both are enabled, so do not treat them as additive settings. Menu labels and availability can vary with driver versions.

Test a frame-rate limit
Try the game’s own frame limiter first if it has one. Otherwise, NVIDIA Control Panel’s Max Frame Rate setting can limit an application’s frame rate. A cap may avoid rendering unnecessary frames or help pacing and latency behavior, but the right value depends on the game, display refresh rate, and responsiveness you want. Decide whether display synchronization trade-offs suit you
NVIDIA recommends Windows Game Mode to focus CPU resources on the game. Its latency guidance also covers fullscreen and V-Sync trade-offs: disabling V-Sync can reduce latency if tearing is acceptable, while G-SYNC users seeking to avoid tearing may prefer a different configuration. These are latency and display-behavior choices, not evidence by themselves of a CPU bottleneck. NVIDIA system latency guide

If reducing CPU-heavy work helps the repeatable frame-time problem, that is evidence supporting a CPU/game-work hypothesis. If GPU utilization remains high and performance changes substantially with resolution or graphics settings, investigate a GPU limit instead. These are diagnostic clues, not rigid rules.
Do not choose a processor based on the RTX 2080 Ti alone. Identify the current CPU, motherboard/platform, memory configuration, and the game or workload that exhibits the problem before considering an upgrade. The Microsoft and NVIDIA guidance cited here does not establish a suitable replacement CPU for an unspecified system, nor a specific FPS gain for this GPU-and-CPU combination.
