Choose what to back up
The right method depends on whether you want individual video files or a complete copy of your Photos library.

How to save videos from Photos before deleting them

In Photos, choose Photos > Settings > iCloud and select Download Originals to this Mac. Wait for the full-size originals to finish downloading before exporting. With Optimize Mac Storage, Photos may keep smaller versions on the Mac while originals remain in iCloud. Apple explains the download and optimize options.

Select the videos you want to keep, then choose File > Export. Save the exported files to a separate external storage device. Apple’s iCloud deletion guidance recommends downloading originals and exporting items to a Finder or external-storage location before deletion.

In Finder, check that the expected files are present. When practical, open a few exported videos to verify they are readable.

After confirming the copy, delete only the intended videos in Photos. Removing an item from the System Photo Library also removes it from iCloud and devices syncing with iCloud Photos. Apple documents this sync behavior.

How to back up the whole Photos library
If you want to preserve the library rather than just selected video files, copy the Photos library—normally in your Pictures folder—to a separate external storage device. Apple recommends keeping a local backup even when using iCloud Photos. A Photos-library copy does not include referenced image or video files stored outside the library; copy those separately. See Apple’s Photos library backup guidance.
Keep the library backup drive distinct from the drive used as a Time Machine destination. Apple advises against using a disk that stores a Photos library as the Time Machine backup disk.

Moving the active Photos library is not the same as backing it up
You can move a working library to an external drive to free Mac storage, but that leaves the active library dependent on that drive; it is not a second copy. For this use, Apple specifies APFS or Mac OS Extended (Journaled) format and advises against removable media such as USB flash drives or SD cards, network or internet-shared storage, and a disk used for Time Machine backups. Keep the drive connected before opening Photos. If Photos cannot find the library, it may create a new, empty one in the default location. Follow Apple’s library backup guidance and format and library location requirements.
Back up video files stored outside Photos
If the videos are ordinary files in Finder, copy them directly to a separate external storage device. Apple describes manually backing up photos and videos by dragging them to an external device in its Mac backup guidance.

Some Photos libraries reference media stored elsewhere instead of importing it into the library. Those files are not included when you back up the library and are not stored in iCloud Photos, so copy them separately. Apple describes this distinction in its guidance on where Photos stores images and videos.

Time Machine can back up Mac files, including locally stored videos, and can restore files that have been deleted. Apple recommends a backup disk with at least twice the Mac’s storage capacity and says to use that disk only for Time Machine backups. See Apple’s Time Machine guidance. For a one-time cleanup, an explicit export or file copy gives you a separate, visible set of video files; Time Machine can provide ongoing protection as well.

What happens after deletion
Photos items remain in Recently Deleted for 30 days before permanent removal unless you delete them permanently sooner. That is a temporary recovery window, not a backup. Apple explains the timing in its deletion and recovery guidance.
