If you can’t recover an Outlook account, first determine whether you’re blocked from signing in, can’t receive a verification code, or can sign in but have a mail app or mailbox problem. For an account-access failure, start with Microsoft’s Sign-in Helper, then use the official recovery form if directed. The form verifies account ownership; it does not fix Outlook app syncing or missing mail.

Identify which Outlook problem you have

Outlook.com, Hotmail, Live, and MSN use a Microsoft account username and password. A new device, travel, or unusual activity can trigger an identity check. Use the symptom that matches your situation to choose the right path.

You cannot sign in to Outlook.com or Microsoft asks you to verify your identity. Account access or identity verification. Start with Microsoft’s Sign-in Helper and sign-in guidance.
The verification email or phone is unavailable, or no code arrives. Identity verification. Use the Sign-in Helper, then follow its instructions for the recovery form if offered.
You can sign in in a browser, but Outlook on your phone or computer will not sync. Mail-client authentication or sync. Troubleshoot the app’s account connection and authentication; do not assume the recovery form is the fix.
You can sign in, but messages are missing or you cannot send or receive mail. Mailbox delivery, storage, account status, or client issue. Check folders, rules, forwarding, storage, and Microsoft’s mail-flow guidance.

Use Microsoft’s account recovery sequence

  1. Open the Sign-in Helper. Microsoft recommends its account recovery guidance and Sign-in Helper before submitting the form, particularly if the verification contact shown during a reset is unfamiliar or inaccessible.
  2. Use the recovery form if the helper directs you there. Provide an email address you can access so Microsoft can send the outcome. It can be an address belonging to a trusted friend or relative. The form asks for account-specific information about Microsoft services you used.
  3. Supply accurate, detailed answers. For Outlook.com or Hotmail, prepare contacts and exact subject lines from emails you sent. Submit the form from a device you have used to sign in before and, if possible, from a familiar location. Microsoft says more complete answers improve the chance it can verify you.
  4. Check the contact inbox for the result. Microsoft says it sends the form result within 24 hours. If verification fails, review the unsuccessful recovery guidance and correct or add information before trying again. Microsoft permits up to two recovery-form submissions per day after an unsuccessful result.

If you are unsure of an answer, Microsoft says a guess is acceptable; do not invent details as if certain. Give the most accurate information you can. A recovery form is an identity check, not a request for an agent to manually reset the account.

When a verification code does not arrive

First check whether the displayed phone number or alternate email is one you still control. If it is not, use the Sign-in Helper rather than repeatedly requesting a code to an inaccessible destination. Also check the destination inbox’s junk or spam folder where applicable. If the helper routes you to account recovery, provide the contact email and account details requested by the form.

Two-step verification has an important limit: if it is enabled and you cannot access any of the alternate verification methods configured for the account, Microsoft says it cannot restore access. Support agents are not permitted to send a password-reset link or change account details to bypass verification. Microsoft’s recovery guidance states: “To protect your account and its contents, our support agents are not allowed to send password reset links, or access and change account details.” Repeated calls or paid third-party recovery services cannot override that restriction.

If you can sign in but mail is missing or not moving

A successful web sign-in means the account recovery form is not the first place to troubleshoot. Check mailbox delivery and app access separately using Microsoft’s send and receive troubleshooting.

  • Look in Junk and Other. Check whether a message was filtered away from the Inbox.
  • Review rules and forwarding. A filter, inbox rule, or forwarding setting may move or redirect messages.
  • Check storage. Microsoft says that when cloud storage is full, new mail can bounce, and bounced messages may be unrecoverable.
  • Consider account status or a recent password change. An account block related to unusual activity or a changed password can interrupt sending and receiving.
  • For a third-party mail app, check authentication and IMAP support. Microsoft says modern authentication and IMAP support matter for third-party mail apps. A browser sign-in that works while an app fails points to the app connection rather than proof that account recovery is broken.

Check whether Outlook.com has a service issue

If account access and mailbox settings do not explain the problem, check Microsoft’s live Outlook.com known-issues page for current incidents and workarounds. Microsoft distinguishes Outlook.com problems from Outlook for Windows issues, so confirm that the notice applies to the service or app you are using.

Protect the account before the next lockout

While signed in, add and keep current alternate email and phone security information so recovery does not depend on a single method you may lose. Review unusual sign-in attempts from Microsoft’s account activity page, and only enter credentials on a sign-in page you trust. Microsoft says it will never ask for your password by email; do not reply to messages requesting it, even if they claim to be from Outlook.com or Microsoft.
