Before joining, establish what the firm will do with your money and data, what happens if the test stops or the provider fails, and who you can contact to resolve a problem.
Does a fintech sandbox mean the trial is unregulated?
No. “Sandbox” describes a testing arrangement, not a universal exemption from financial, privacy, or security rules. The rules and any regulator support vary by jurisdiction and by the conditions approved for the experiment.
For example, the UK Financial Conduct Authority (FCA) says its live Regulatory Sandbox is not regulatory exempt: a firm conducting regulated activity still needs the appropriate authorization or registration. The Bank of Greece likewise says its Regulatory Sandbox is not an unregulated environment. Singapore’s Monetary Authority of Singapore (MAS) describes a defined experiment where specified requirements may be relaxed during the test; successful entities must meet relevant requirements in full when they exit. Those examples show why the word “sandbox” alone cannot tell you which rules apply to a particular provider.
What happens to customer funds if a trial fails?
First find out whether the provider will hold, transfer, invest, or otherwise control real customer money at all. A test may be a live service involving real consumers, or it may be a prototype using simulated transactions or a secure data environment. Even in a live test, the sandbox label does not establish who legally holds funds, what safeguarding arrangements apply, or how a customer would get money back if the firm or trial fails.

Questions to ask about money
- Will I put real money into the service, or will the test use simulated funds?
- If real funds are involved, which firm or institution holds them, and where?
- What safeguarding, segregation, escrow, or custody arrangement applies to this service?
- What happens to funds if the provider becomes insolvent, the trial ends early, or a transaction goes wrong?
- Who handles complaints, recovery, or redress, and how do I contact them?
In the UK, FCA guidance says relevant payment and e-money firms must take steps to protect customer funds if they become insolvent. FCA materials also describe 2025 changes intended to reduce shortfalls and help return funds faster after a firm failure. These rules depend on the firm and service; they are not a promise of an immediate or guaranteed refund for every sandbox participant.
Ghana’s Securities and Exchange Commission guidelines issued in March 2026 offer a different, jurisdiction-specific example: for higher-risk activities involving customer funds, assets, data, or transaction information, the regulator may require proportionate protections such as segregation, escrow or custody, enhanced security, and redress or recovery arrangements. The applicable measures depend on the activity and its conditions.

What happens to personal data during a fintech trial?
Ask what data the specific test uses. It might use synthetic or anonymized data, or it might involve information that can identify you. Also ask what the firm collects, why it needs it, who—including staff, service providers, or other participants—can access it, how it is protected, and how long it is kept. The fact that a sandbox offers a secure data environment does not establish that every live customer trial uses only synthetic or anonymized information.
The FCA’s separate Digital Sandbox is a prototype and experimentation environment, not the same thing as its live consumer Regulatory Sandbox. The FCA describes its Digital Sandbox as offering GDPR-compliant datasets in a secure environment, with APIs and other support for proof-of-concept work. In a 2026 page update, the FCA stated that a typical Digital Sandbox project lasts 3 to 12 months, that its dataset marketplace contains 300+ datasets, and that more than 1,000 API endpoints are available. These are figures for the FCA Digital Sandbox, not measures of how long all sandbox trials last or what data every fintech uses.

Privacy and security questions remain relevant even where a regulator allows other requirements to be relaxed. India’s Reserve Bank of India (RBI) framework, issued in 2019, identifies customer privacy and data protection, secure storage and access to payment data, and transaction security as requirements to maintain. Because that framework dates to 2019, check how it currently applies to the named firm before relying on it.
How do live trials differ from prototype or data tests?

The FCA describes both programs, but they answer different questions: one supports specified live market tests, while the other supports experimentation in a digital environment. Do not assume that a prototype’s data protections or lack of real transactions carry over to a live service.

What should I check before joining?
Read the provider’s trial-specific disclosures and terms, then look for concrete answers to these points rather than relying on a general claim that the product is “regulated” or “in a sandbox.”
- Scope: What service is being tested, what can I do, how many customers can participate, and when is the trial expected to end?
- Money: Does the test handle real funds? If so, who holds them and what specific safeguarding or custody arrangement applies?
- Data: Is the information synthetic, anonymized, pseudonymized, or identifiable? What is collected, shared, retained, or deleted, and who can access it?
- Security and oversight: What controls protect funds and data, and which regulator or other authority oversees the firm or activity?
- Failure and complaints: If the firm fails, the test is halted, or a transaction goes wrong, what is the process for returning funds and seeking redress?
- Exit: What changes when the test ends or succeeds? Can the service continue, and what authorization or compliance must the firm have before it does?
Florida provides a specific example of trial disclosure requirements: a 2026 state law calls for written notice that a sandbox product is under temporary testing, may not work as intended, may involve financial risk, is not endorsed by the state, and has an expected end date; customers acknowledge the disclosure. That is a Florida example, not a checklist that applies everywhere.

How to interpret a provider’s answers
- “The regulator approved us” is not enough on its own. Ask what activity was approved, for which jurisdiction, and under what conditions.
- “Your money is protected” should be accompanied by the name of the entity holding funds, the applicable safeguarding or custody arrangement, and an explanation of what happens after failure.
- “We use secure data” should be accompanied by specifics about data type, access, use, storage, and retention.
- No clear answer about real money, data use, or redress means those protections have not been established by the sandbox label. Do not infer them from the fact that a trial is supervised or limited.
These regulator examples do not determine a particular fintech’s authorization, custody structure, data-handling role, or customer rights. Those depend on the named provider, jurisdiction, product, and actual trial conditions.
