You can watch live local TV on a phone without internet by receiving over-the-air (OTA) broadcasts with an antenna and a compatible TV tuner. The tuner either connects directly to a supported phone or sends the channels to it over a local Wi-Fi network. The Wi-Fi link can work without internet; it is not the source of the TV signal.
What you need for offline live TV
A working setup has three parts: an antenna to receive local broadcast signals, a compatible tuner to decode them, and a phone that can play the tuner’s video through a supported connection or app. An antenna by itself does not turn an ordinary phone into a TV receiver.
- Antenna: Receives the broadcast signal from nearby stations. The right type and placement depend on local reception conditions.
- TV tuner: Receives and decodes the broadcast. It may attach to the phone or connect to the antenna separately and relay channels over local Wi-Fi.
- Compatible phone and software: The phone, operating system, connector, and tuner app must all be supported by the specific receiver.

Choose between a direct tuner and a local-Wi-Fi tuner

Direct phone tuner
ATSC’s A/153 standard specifies broadcast services for mobile and handheld devices, including real-time television. It is a broadcast standard, not a compatibility list for phones or tuner accessories. A/153 Part 1 was approved on 11 March 2013: ATSC A/153 Part 1.

Separate tuner and local Wi-Fi
A network tuner can be useful if your phone has no built-in broadcast receiver. Hauppauge documents its Cordcutter TV as receiving OTA ATSC or clear QAM and transmitting video over local Wi-Fi to devices including iPhones and Android phones. That describes this product, not every network tuner: Hauppauge Cordcutter TV product information.
In this arrangement, the tuner receives the TV signal and the local Wi-Fi carries video from the tuner to the phone. Wi-Fi does not require an internet connection to serve as a local link, but the manufacturer documentation does not establish that every tuner’s first-time setup, app activation, channel guide, or protected channels will work offline. Check the instructions for the exact model.
Check which channels you can receive
OTA channels come from stations within reception range, so the available channels and signal quality depend on your location, antenna, and placement. No universal channel list or reception range can tell you what will work at your address. Check a current local coverage resource, then consider where the antenna can be placed before choosing equipment. Keep the antenna and tuner roles separate when choosing equipment: the antenna receives radio-frequency (RF) signals; the tuner decodes the TV broadcast for the phone. Do not assume that a passive antenna plugged into a phone will provide reception unless the phone and connection include a compatible tuner.

Verify phone, broadcast, and offline compatibility
Before buying, check the specific receiver’s current instructions against your phone and the stations you want. ATSC’s standards describe technical capabilities, not universal device support or local channel availability.
- Check the phone: Confirm the manufacturer supports your phone model, operating system, connector, and tuner app.
- Check the broadcast standard: Confirm the receiver supports the standard used by the local stations you intend to watch.
- Check the connection: For a direct tuner, confirm the required physical connection and app. For a network tuner, confirm the phone can connect to the tuner’s local Wi-Fi.
- Check setup requirements: Find out whether initial setup, app activation, channel scanning, or guide information needs internet.
- Check protected channels: If a desired station is encrypted, verify that the exact tuner can authorize and play it without internet.
ATSC 3.0 is a separate terrestrial broadcast system. ATSC lists its A/300 standard and A/338 companion-device standard as approved on 14 April 2026; A/338 identifies smartphones as examples of companion devices and says mobile devices can serve as primary receivers. These standards show technical possibilities, not that every phone or local broadcaster supports them: ATSC A/300 and ATSC A/338.

Important caveat: encrypted ATSC 3.0 channels may need internet
Offline reception is not guaranteed for every protected broadcast. ADTH says its NextGen TV USB’s DRM support requires an internet connection. That requirement applies to the product’s documented DRM feature; it does not establish that every ATSC 3.0 channel or tuner requires internet.
