Then define exactly what the quote covers—especially deliverables, revisions, assumptions, exclusions, deadlines, and how extra work will be priced. Your hourly rate is a planning baseline, not the finished quote or a guarantee of the market value of the project.
1. Set a sustainable hourly baseline
Start with the hourly rate you need to make the work viable. It should reflect your income needs, business expenses, taxes, and the number of hours you can realistically bill—not every hour you work. Time spent finding clients, handling administration, and managing the business may not be billable, so dividing an income target by all available working hours can understate the rate needed for billable work.
Skill, experience, location, market conditions, project complexity, and the value to the client can also affect what rate makes sense. Treat your hourly figure as an internal estimating tool; it is not automatically the right fixed fee. Upwork’s guide illustrates this with a $50,000 annual salary divided by 1,920 working hours, or about $26 per working hour. 2. Estimate all the work the project requires
Break the job into phases and estimate the hours for each. The goal is to count the effort needed to complete the agreed project, not just the time spent making the main deliverable.

- Core work: research, design, writing, development, analysis, or other production.
- Communication and coordination: meetings, messages, feedback review, and client or team coordination.
- Included revisions: the revision rounds or hours you are agreeing to provide.
- Delivery and administration: handoff, exports, documentation, setup, or project-specific admin where applicable.
For each phase, estimate a realistic range if the effort is uncertain. Use the higher end of expected task time where appropriate, then make the assumptions behind the estimate clear to the client. A downloadable workbook from Millo recommends accounting for revisions, meetings, correspondence, administration, and taxes when estimating total service hours. 3. Calculate the labor subtotal, expenses, and uncertainty allowance
Use the following formula:
Project estimate = (hourly rate × (core hours + communication hours + included revision hours)) + direct project expenses + uncertainty allowance

Direct expenses are costs specific to the job, such as purchased assets, project-specific software, or subcontractor work. Add them separately so it is clear which part of the quote is labor and which part covers costs.
Choose an uncertainty allowance based on what is still unknown: for example, whether source materials are complete, how quickly the client can provide feedback, or how clearly requirements are defined. There is no universal buffer percentage established here. A buffer is for uncertainty within the agreed scope; it is not permission for the client to add new deliverables without a change to the quote.

Illustrative calculation
RateClarity’s calculator uses these sample inputs: a $75 hourly target, 40 core hours, four communication hours, four revision hours, $100 in expenses, and a 10% buffer. The labor calculation is 48 hours × $75 = $3,600. Add $100 in expenses for a $3,700 subtotal; a 10% allowance adds $370, producing an illustrative quote of $4,070. 4. Check what the fixed quote means per hour
Divide the proposed project amount by the full expected hours, including communication, included revisions, and delivery work. This gives you an effective hourly figure to compare with your baseline. If it is lower than you can sustain, revisit your scope, hours, expenses, or price before sending the quote.

This calculation is a planning check, not proof that the quote matches a market rate. It is also only useful if your hour estimate includes the less visible work around the deliverable.

Upwork’s guidance says fixed-price contracts suit a clearly defined deliverable and scope, such as a website redesign or logo. 6. Make the quote specific enough to manage
A written quote should let both sides tell what is included and what happens if the project changes. Include the following terms in plain language:
- Deliverables: what you will provide, in what format, and what counts as completion.
- Revisions: how many rounds or hours are included and what qualifies as a revision rather than new work.
- Assumptions: what the estimate relies on, such as client-provided content, access, or timely feedback.
- Exclusions: related work that is not covered by the quoted amount.
- Communication and deadlines: expected feedback windows, meeting expectations, and target delivery dates.
- Changes and extra requests: how you will confirm additions and price them, such as a revised fixed quote or hourly billing.
Rates, taxes, market comparisons, platform fees, and legal requirements vary by country, profession, contract, and client. Confirm locally applicable tax and contract requirements rather than treating a calculator or pricing guide as professional tax or legal advice.
