There is no reliable, universal order for lowering Call of Duty graphics settings: the best choice depends on the release, your hardware, and resolution. Start with one change at a time, compare the same benchmark or repeatable gameplay scene, and keep only changes that improve performance without an unacceptable image-quality trade-off. Black Ops 7 is a current PC example with an in-game benchmark, but Activision has not published FPS costs for individual settings.
How to find the settings that help on your PC
Use a controlled comparison rather than applying a preset from another system. Keep the resolution and test scene fixed, change one option, then run the same benchmark or repeat the same gameplay section. Record average FPS and, if the game provides them, frame-time or 1% low readings. Those measurements can help reveal whether a change improves consistency as well as average speed.
- Establish a baseline. Note your current graphics settings and results in a repeatable test.
- Change one setting. Test a single option or closely related option before adjusting anything else.
- Repeat the test. Use the same benchmark or scene and keep other settings unchanged.
- Compare the outcome. Keep the change if it helps meet your performance target and the visual compromise is acceptable; otherwise restore it.
Black Ops 7’s official PC announcement confirms extensive graphics customization, multiple display resolutions and upscaling options, and a built-in PC Benchmark Tool. Which settings should you test first?
The following are starting points to test, not an official ranking or guaranteed FPS recipe. The actual effect depends on the game and whether your system is GPU- or CPU-limited.

If the GPU appears to be the constraint
Try reducing demanding lighting, shadow, reflection, volumetric, or post-processing effects one at a time. These image effects are reasonable candidates to test before lowering native output resolution, but Activision has not quantified their cost in Call of Duty releases. Compare the visual impact as well as the benchmark result.
If you are GPU-limited at your chosen resolution, test the release’s available upscaling options or render-resolution settings as separate changes. Black Ops 7 supports multiple upscaling technologies, but no single mode is established as best for every GPU or image-quality preference.

If the CPU appears to be the constraint
Lowering GPU-heavy image effects may do little when the CPU is limiting performance. Do not infer the bottleneck from your graphics-card model alone: compare benchmark results and gameplay behavior, and avoid changing several settings at once.

Consider lowering local texture detail when memory pressure or asset behavior points to it. Texture quality and texture streaming are different controls: changing a streaming mode is not equivalent to lowering locally selected texture detail, and it is not a proven general FPS fix.

Texture streaming: quality and bandwidth, not an FPS promise
Activision describes On-Demand High-Quality Streaming as offering Optimized and Minimal options. Optimized provides high-fidelity content with increased internet bandwidth use; Minimal lowers graphical quality and uses less bandwidth. Call of Duty requirements differ by release. Check the official system requirements for the specific game you play before concluding that a graphics option is the only issue. For Warzone stutter or interrupted shader loading
Activision’s guidance is specifically for Warzone: shader preloading is important, and leaving the Main Menu can interrupt it and lead to performance issues. Let preloading complete before playing. The same troubleshooting page recommends verifying game files through Steam. These steps address troubleshooting and loading-related performance problems; they do not establish a higher stable FPS ceiling, and the guidance should not be assumed to apply unchanged to another Call of Duty release. How to tell whether a change is worth keeping
- Keep resolution, scene, and other settings consistent between comparisons.
- Judge both measured performance and the image-quality or visibility cost.
- Make a note of each before-and-after setting so you can undo changes that do not help.
- Do not assume that a smoother loading experience means a higher steady-state frame rate.
