To monitor a Google Cloud VM running a 24/7 YouTube stream, create a Cloud Billing budget for the project that contains the VM, set email thresholds, and verify who receives the alerts. If you need to isolate VM charges, add a Compute Engine service filter. A budget alert warns you; it does not automatically stop spending or shut down the VM.
What a Google Cloud budget alert can—and cannot—do
A budget is a monitoring tool, not a spending cap. Google Cloud states: “Setting an alerts-only budget doesn’t automatically cap Google Cloud or Google Maps Platform usage or spending.” An alert gives someone a chance to respond, but Compute Engine charges can continue until the VM or other billable resources are stopped or changed.
That distinction matters for a live stream: stopping the VM to control cost also interrupts the software running on it and can end the YouTube broadcast. Choose notification or automation based on whether uninterrupted streaming or automatic cost intervention is more important.
Create a budget for the streaming VM
- Open the linked billing account. In Google Cloud Console, go to Billing → Budgets & alerts for the billing account associated with the project that runs the stream. You need the appropriate billing permissions to create or manage a budget.
- Create a budget and choose its scope. Select the project running the streaming VM for a focused starting point. If your goal is to watch only Compute Engine spending, apply a service filter for Compute Engine. Budget options can vary with scope and permissions, so verify the selected project and filters before saving.
- Set threshold rules. Add alert thresholds that leave enough time for someone to review usage and act. Google does not prescribe a universal percentage schedule; choose levels suited to your expected spending and response time.
- Save the budget and check the configuration. Confirm the budget scope, filters, and thresholds in the console. If the project or service filter is wrong, the alert may not track the charges you meant to monitor.
Make sure the right people receive alerts
By default, budget email notifications go to billing account administrators and billing account users. For a single-project budget, project owners can also be notified in preview. Check that someone who can respond to an unexpected increase is among the recipients.

If an operator outside those default roles needs email notifications, Cloud Monitoring email notification channels can be linked to a budget; Google documents a limit of five email channels per budget. A recipient may receive an alert without having permission to open or change the budget, so grant console access separately where needed.
Email alerts or automated action?

Use Pub/Sub automation carefully
Google Cloud supports programmatic budget notifications through Pub/Sub and documents a Cloud Run function pattern for selectively stopping Compute Engine VMs in response. This is an implementation you configure and operate—not an automatic feature of creating a budget.

- Decide which resources the handler is allowed to affect; avoid treating a budget notification as permission to stop every VM in a project.
- Test the handler and its permissions before relying on it. Plan for failed, duplicate, or out-of-order message processing.
- Make the streaming consequence explicit in the policy: stopping the VM stops the service running there and can end the live stream.
- Do not treat a budget notification as a final invoice. Google says budget figures are estimates and can change before invoice finalization.
Check India payment settings separately
A budget alert does not fix a declined payment or change a billing account’s payment eligibility. Google lists UPI for qualified organizations in India paying for Google Cloud subscriptions in INR; it is not stated as universally available to every personal account.
Google’s payment-method documentation, checked on 2026-10-03, warns that Indian banks might decline automatic recurring card charges above INR 15,000 because of RBI regulations. This is a payment-processing caveat, not a budget threshold or a guaranteed outcome for every card. If an automatic payment is declined, check the payment profile, account eligibility, and billing status; Google’s page recommends manual payment when automatic payments are being declined.

Estimate the VM bill from the actual configuration
A 24/7 stream does not have one standard Google Cloud VM price. Compute Engine rates depend on machine type and region or zone, and a realistic estimate also needs the disk, network pattern, applicable discounts, and billing currency. The title alone does not establish those inputs, so it cannot support a reliable monthly total.
Google’s general-purpose Compute Engine pricing page lists Mumbai (asia-south1) and Delhi (asia-south2); the rate still depends on the specific machine type and location. Check the current pricing page or calculator with your actual configuration rather than relying on a generic estimate. Pricing can change.

Google’s network pricing documentation lists traffic from a Google Cloud VM to specified Google products, including YouTube, as having no charge in that particular VM-to-Google service category. That does not mean the VM, disk, traffic to other destinations, or complete always-on setup is free.
