A phased migration can keep a production system available while its replacement is prepared, but a database client switchover cannot guarantee literally zero interruption. Google Cloud says, “In a migration, achieving truly zero downtime for clients is impossible; there are times when clients cannot process requests.” The practical goal is to keep the source serving traffic during preparation and synchronization, then make the client switch brief, controlled, and recoverable. The right phases depend on the system, migration method, and business tolerance for interruption.

What a phased migration can—and cannot—promise

Phasing separates a risky all-at-once change into work that can be prepared, tested, and observed before production traffic depends on the destination. For a database, a common sequence is baseline data load, ongoing change replication, drain and synchronization, client switchover, validation, and eventual source retirement. Not every system migration has a database change stream: application deployments, file moves, infrastructure replacements, and database migrations need different mechanisms. Google Cloud’s migration principles explain why a client switch can still include a period when requests cannot be processed.

Set expectations in operational terms: define the maximum write interruption you can tolerate, the acceptable data loss (ideally none), and the recovery objectives. Also decide when rollback becomes unsafe or too costly—for example, once the destination has accepted writes that the source does not have.

Choose a migration pattern that fits the system

Compare viable approaches by their write interruption, consistency behavior, application changes, rollback path, transformation needs, operational overhead, and ability to validate completeness. The options below are not interchangeable: source/target compatibility and service support determine whether a particular replication path is available.

Approach How it works Main trade-off Best fit
One-time copy or backup/restore Move a baseline using the method appropriate to the source and destination; writes may need to stop while the copy is made or restored. CDC or native replication Load an initial snapshot, then apply source changes while production continues on the source, if the source/target combination and migration service support it. Requires monitoring and catch-up; replication can add source load, and availability depends on product and database support. Google Cloud Database Migration Service describes snapshot plus continuous CDC for supported paths. Database moves that need a short write interruption and have a compatible replication path.
Application dual writes Application code sends changes to both old and new targets during a transition. Two writes are not one atomic transaction; partial failures, retries, ordering, duplicated work, and divergence require deliberate handling. Google Cloud notes the added coordination and split-brain risks, and its Database Migration Service does not support a dual-write scenario. Google Cloud’s data-platform guidance and service overview describe these limits. Only where gradual cutover or fallback needs justify the engineering and testing burden.

Run the migration in controlled phases

1. Set service and data objectives

Write down measurable targets before choosing a cutover plan:

  • Maximum time writes or requests may be interrupted, including draining in-flight work and reconnecting clients.
  • Acceptable data loss, consistency requirements, recovery objectives, and performance targets.
  • Dependencies, schema or data transformations, and any behavior that changes between source and destination.
  • The decision point after which returning to the source is no longer safe or economical.

These requirements determine whether a maintenance-window copy is sufficient or whether ongoing replication and a tightly managed switch are needed. Google Cloud’s migration execution guidance treats the approach as dependent on business requirements.

2. Prepare the destination and rehearse

Build the target before production depends on it. Configure access and security, map schemas and transformations, prepare client connections, and test critical application behavior. Where feasible, exercise the destination in read-only or shadow mode so it can be checked without accepting authoritative production writes. Define data-completeness checks and rehearse the cutover and rollback steps, including who makes each decision. Testing the target and transition is part of Google Cloud’s migration guidance.

3. Load baseline data

Take a snapshot or use the appropriate transfer method for the source and destination. For an online database move, verify that the migration mechanism captures changes made while the baseline is loading; a snapshot alone can become stale as production writes continue. When downtime is acceptable and the migration is homogeneous, backup/restore or export/import may be simpler than maintaining a change stream. The method must match the migration type, not merely the desire to avoid downtime.

4. Replicate changes and reduce the backlog

If a supported CDC or native replication path is available, let it apply source changes while the source remains responsible for production writes. Monitor replication delay and source load, and track whether the destination is catching up. Google Cloud notes that smaller batches near catch-up can reduce discrepancies, with a trade-off in source load; batch size is therefore an operational choice to test rather than a universal setting. 5. Drain writes, synchronize, and switch clients

Schedule a controlled cutover window and use a migration-specific runbook. The safe order for a replicated database is to stop or fence source writes, allow in-flight work to finish, wait for remaining changes to apply, verify synchronization, and then redirect clients. Prepare destination-side connections and routing ahead of time where possible, so fewer steps remain while clients are unable to process requests.

Do not assume promotion procedures are identical across providers or engines. In Google Cloud’s cited PostgreSQL promotion path, the guidance is to stop source writes and wait until replication delay reaches zero; promoting earlier can affect destination accuracy. Follow the current instructions for the specific migration service and target before executing a promotion. Google Cloud PostgreSQL promotion guidance.

6. Validate, observe, and retire only after the decision point

After traffic moves, verify data completeness and critical user journeys, then watch service objectives and migration metrics. Compare source and destination results where inputs and processing are deterministic enough for the comparison to be meaningful. Keep the source and an explicit rollback route available until the agreed decision point; take any required final backup before retiring it. Make rollback a data plan, not just a routing switch

Before cutover, identify what happens to writes accepted by the destination if the team returns to the source. Changing a connection string back does not transfer those writes. A safe return may require reconciling destination-side changes or having reverse replication already running and tested. Keeping both sides synchronized for fallback can add substantial engineering and operational work, so agree on the rollback boundary in advance and include it in the rehearsal. Google Cloud’s migration guidance highlights fallback planning and the implications of changes made after switching.
