The most important Android development directions visible in 2023 were Kotlin-first development with Jetpack Compose, adaptive interfaces for tablets and foldables, AI-assisted tooling, and broader use of platform APIs for credentials, health data, media, privacy and security. This is a retrospective of Google’s 2023 announcements and guidance—not a claim that every Android team adopted each direction. Check current Android and Android Studio documentation before applying any 2023 recommendation.
1. Jetpack Compose and Kotlin became the strategic default
Google positioned Jetpack Compose as Android’s modern UI toolkit and continued making Kotlin central across its Android tools and developer ecosystem. Compose lets teams describe UI in Kotlin rather than maintaining separate XML layout files and imperative view updates.
Google reported that 24% of the top 1,000 apps on Google Play used Compose in May 2023, twice the share it reported for 2022. That statistic covers only the top 1,000 Play apps; it is not a measurement of all Android applications or proof that Compose was mandatory for new projects.
What the shift meant for teams
- New screens could be built with composable functions, state-driven rendering and Kotlin tooling.
- Existing View/XML applications could migrate incrementally instead of being rewritten at once.
- Teams had to account for Compose-specific testing, state management, theming and interoperability with existing views.
Compose versus Views/XML
| Choice | Practical fit in 2023 | Main consideration |
|---|---|---|
| Compose-first | New features or greenfield apps where the team was comfortable with Kotlin | Adopt Compose architecture, testing patterns and libraries together |
| Incremental Compose migration | Established apps with working View/XML screens | Use interoperability while migrating high-change or newly designed screens first |
| Continue with Views/XML | Stable legacy surfaces or teams with limited migration capacity | Keep maintenance predictable while evaluating the long-term toolkit direction |
Compose adoption should therefore be treated as a migration and architecture decision, not simply a visual redesign.

2. Adaptive layouts moved beyond the phone-only model
Google’s 2023 guidance treated tablets, foldables, desktop-sized windows and changing device postures as first-class design targets. Android 14 continued that emphasis with work covering large screens, multitasking, taskbars and foldable experiences.
Design for window size, not a device list
Window size classes provided a way to choose layouts from the available window dimensions instead of hard-coding separate behavior for named phones or tablets. Sliding pane layouts could show related content side by side, while activity embedding could place activities together in a larger window. Compose support made these patterns available to Kotlin-based interfaces, but the underlying requirement applied to any UI toolkit.

Engineering checks for large screens
- Define how navigation, detail panes and supporting controls rearrange at compact, medium and expanded widths.
- Test portrait and landscape orientations, fold and unfold transitions, resizable windows and split-screen multitasking.
- Keep touch targets usable while taking advantage of extra space; do not merely stretch a phone layout.
- Preserve state when a posture or window change causes configuration and layout updates.
- Review keyboard, mouse, stylus, taskbar and system-bar behavior where the app can run in desktop-like windows.
The practical 2023 trend was adaptive engineering: a phone layout was no longer a sufficient assumption for a quality Android experience.
3. AI-assisted Android development entered the tooling conversation
At Google I/O 2023, Google introduced Studio Bot, an experimental conversational assistant integrated into Android Studio. Google described assistance with generating code, fixing problems and learning development best practices.

Because the announcement described an experiment, it did not establish the tool’s availability, supported regions, model behavior or present-day feature set. Treat Studio Bot as evidence of Google’s direction toward AI-assisted development, not as a guaranteed 2023 production dependency.
Responsible use of an AI coding assistant
- Review generated code for lifecycle, threading, security and licensing issues.
- Run tests, static analysis and build checks rather than accepting a suggested fix on appearance.
- Do not paste credentials, private customer data or proprietary source into an assistant without an approved data policy.
- Use the tool to explain unfamiliar APIs and draft alternatives, while keeping architectural decisions with the development team.
4. Android 14 expanded platform capabilities and developer responsibilities
Android 14’s developer overview grouped platform work across camera and media, sign-in credentials, health and fitness data, personalization, accessibility, large screens, privacy and security. The notable developer-facing areas included Credential Manager, Health Connect, Photo Picker and Privacy Sandbox.

Credentials
Credential Manager provided a unified direction for sign-in credentials and passkey-related flows. Apps still needed to design account recovery, error states and provider interactions rather than assuming a credential API removed all authentication work.
Health data
Health Connect gave apps a platform-oriented way to work with health and fitness data. Such data is sensitive: request only necessary permissions, explain the purpose in context and handle revocation or missing records gracefully.

Media access
Photo Picker supported a more controlled way for users to select media. A well-designed app should request broad storage access only when its feature genuinely requires it, and should work when the user grants access to selected items rather than an entire library.
Privacy Sandbox
Android Developers described its aim this way: “Privacy Sandbox aims to improve user privacy and enable effective, personalized advertising experiences for mobile apps.” That is Google’s stated objective, not an independent evaluation of advertising performance. Teams working with advertising or measurement APIs needed to follow the applicable permissions, disclosure and platform requirements.
Accessibility and privacy were part of feature design
In 2023, privacy, security and accessibility were increasingly framed as platform capabilities and responsibilities rather than final compliance checks. For each new API, plan permission rationale, data minimization, secure storage, accessible labels, contrast, scalable text and behavior when access is denied.

| Development question | 2023 direction | Decision to make |
|---|---|---|
| How should the UI be built? | Kotlin and Compose were Google’s modern direction | Choose Compose-first, incremental migration or continued Views/XML based on app constraints |
| Where should it run? | Phones, tablets, foldables and resizable windows | Adopt window-aware layouts and test posture and multitasking changes |
| How can developers work faster? | Experimental AI assistance in Android Studio | Set review, privacy and testing rules before using generated code |
| Which system data and services can it use? | Credentials, health, media and privacy-oriented platform APIs | Map each API to least-privilege access, user disclosure and failure handling |
6. A practical checklist for applying the retrospective
- Inventory current screens, layouts and build tooling; identify features where Compose or Kotlin migration would reduce ongoing complexity.
- Measure your layouts at compact, medium and expanded window sizes, including split-screen and fold transitions.
- Choose platform APIs only after defining the user benefit, required permission and fallback when access is unavailable.
- If evaluating AI assistance, document what code and data may be shared and require normal review and automated tests.
- Verify every API, Android Studio feature and policy against current documentation; a 2023 announcement does not guarantee 2026 availability or unchanged behavior.
Frequently Asked Questions
Did every Android app need to migrate to Jetpack Compose in 2023?
No. Google promoted Compose and reported adoption among the top 1,000 Google Play apps, but existing View/XML apps could continue or migrate incrementally.
