TSMC is fabricating Apple silicon at its Arizona Fab 21, while packaging and testing—the final stages that turn wafers into usable chips—remain a separate part of the supply chain. Apple has announced an Arizona packaging project with Amkor, but described it as under construction in February 2026. The Information has reported that Arizona-made wafers still require packaging in Taiwan; its subscription-gated report does not provide a publicly verifiable, independently audited breakdown.
What Apple is making in Arizona now
TSMC says its first Arizona fab entered high-volume production in the fourth quarter of 2024 using its N4 process technology. Apple says mass production of its chips at TSMC’s Fab 21 began in January 2025. Those statements establish that wafer fabrication in Arizona is operating, not merely planned.
Wafer fabrication creates the semiconductor patterns on silicon wafers. It is only one stage of chip production. After fabrication, wafers must be cut, packaged, and tested before the finished integrated circuits can be installed in products.
Why “made in the U.S.” is an incomplete description
Fabrication is not packaging
Apple calls packaging a final critical step. Packaging protects the die, connects it to a circuit board, and allows the chip to be tested as a finished component. A chip can therefore be fabricated in Arizona but packaged and tested elsewhere.

The Information reported that wafers made in Arizona still need packaging in Taiwan. Because the publication’s full report is subscription-gated, this should be treated as attributed secondary reporting rather than an independently audited breakdown of Apple’s supply chain.
Apple’s Arizona packaging project
Apple said on February 24, 2026, that Amkor had broken ground on a $7 billion advanced packaging and test facility in Peoria, Arizona. The announcement describes a project under construction, not an operating plant. Apple says the facility is intended to package and test silicon produced at the nearby TSMC fab.

That planned capacity could close part of the geographic gap between fabrication and packaging, but the available announcements do not establish that all Apple chip types will use it or that end-to-end U.S. production is already routine.
What Apple’s large chip totals actually measure
Apple’s headline numbers cover a broad supplier network rather than a single Arizona production route.

“U.S.-made” in these announcements can refer to chips sourced from factories in the United States, but the figures do not disclose the fabrication, packaging, testing, and assembly location for every individual chip. They also combine different chip categories, including advanced logic, foundational semiconductors, radio-frequency parts, sensors, and other components.
Apple’s U.S. chip expansion timeline
- Fourth quarter 2024: TSMC says its first Arizona fab entered high-volume production with N4 technology.
- January 2025: Apple says mass production of Apple chips began at TSMC Fab 21.
- August 2025: Apple said its U.S. silicon supply chain was on track to produce more than 19 billion chips for Apple products during 2025. It also described Amkor’s Arizona packaging and test site as a future facility.
- February 24, 2026: Apple reported sourcing more than 20 billion U.S.-made chips from 24 factories in 12 states. It announced that Amkor had broken ground in Peoria and forecast well over 100 million advanced chips from TSMC Arizona during 2026.
- March 26, 2026: Apple announced additional work with Bosch, Cirrus Logic, TDK, and Qnity Electronics, including integrated circuits made with TSMC Washington and process-technology work with GlobalFoundries. These announcements describe partnerships and plans, not a completed output tally.
- July 8, 2026: Apple announced a multiyear Broadcom commitment expected to exceed $30 billion and lead to more than 15 billion U.S.-made chips. Broadcom’s work includes advanced radio-frequency components and wireless-connectivity technologies at its Fort Collins facility.
What the “shortfall” does—and does not—prove
What the evidence supports
- Apple chips are being fabricated in Arizona.
- Packaging and testing are distinct from wafer fabrication.
- Apple’s Arizona packaging capacity with Amkor was still under construction when Apple described it in February 2026.
- At least one reported production path sends Arizona-made wafers to Taiwan for packaging, according to The Information.
- Apple’s U.S. totals combine many factories, states, suppliers, chip types, and production stages.
What the evidence does not establish
- It does not show that every Apple chip is packaged outside the United States.
- It does not show that every Apple chip follows the Arizona-to-Taiwan route.
- It does not provide an audited percentage of Apple chips with every manufacturing stage completed domestically.
- It does not prove that Amkor’s Peoria facility was already packaging production chips in February 2026.
Apple’s “chips” are not one uniform product or process. A claim about an Apple processor should not automatically be applied to a Texas Instruments semiconductor, a Broadcom radio-frequency component, or another supplier part.

How to read Apple’s U.S. manufacturing claims
For any announcement, separate five questions:
- Which stage? Is the claim about wafer supply, fabrication, packaging, testing, or final product assembly?
- Which status? Is the facility operating, under construction, announced, or merely forecast?
- Which chip category? Does it concern advanced logic, a foundational semiconductor, a radio-frequency part, or another component?
- Which geography? Is the scope the Arizona fab, Apple’s entire U.S. supplier network, or the chip’s complete international route?
- Which metric and date? Is the number sourced volume, fab capacity, projected purchases, or expected agreement output?
Applying those tests turns Apple’s numbers into more precise claims. Arizona is a real and growing fabrication site; it is not, on the evidence available, proof that Apple has completed an end-to-end domestic manufacturing chain for all of its chips.

Domestic fabrication can reduce dependence on overseas wafer production and gives Apple a U.S. source for advanced silicon. Domestic packaging would address a different vulnerability: the post-fabrication steps that remain concentrated in other regions. Building both capabilities is slower and more expensive than counting any U.S. stage as “made in America,” which is why Apple’s supplier announcements must be read by stage rather than by headline volume.

Apple CEO Tim Cook said in the company’s February 24, 2026 announcement, “We began shipping advanced AI servers from Houston ahead of schedule, and we’re excited to accelerate that work even further.” The statement concerns Apple’s wider U.S. manufacturing expansion, not specifically the Arizona packaging question.
