If pressing Print Screen (PrtSc) no longer opens Snipping Tool, first test Windows + Shift + S and launch Snipping Tool from Start. If the overlay or the app works, the problem is usually the Print Screen setting, a competing hotkey utility, Windows Explorer, or keyboard remapping—not the capture engine itself. Then check Settings > Accessibility > Keyboard, restart Explorer, repair the app, and only afterward investigate managed-device policy or hardware.

Identify which screenshot shortcut is failing

These shortcuts do different jobs. Testing each one prevents you from repairing the wrong Windows component.

Shortcut or method Expected result What a failure suggests
Windows + Shift + S Opens the Snipping Tool image-snipping overlay so you can select a region, window, or full screen. If this works, Snipping Tool’s capture path is operating; concentrate on Print Screen mapping or a conflicting application.
Windows + Shift + R Opens Snipping Tool’s video-capture interface. This is a separate shortcut and does not test the Print Screen key.
Print Screen (PrtSc) Captures a static image of the entire screen and places it on the clipboard, according to Microsoft Support. If nothing happens while Windows + Shift + S works, suspect the Print Screen option, a remap, or another program claiming the key.
Start > Snipping Tool > New Launches the app manually and starts an image capture. If the app will not open or New fails, repair the Windows app or the shell rather than focusing only on the keyboard.

Microsoft’s current Support guidance covers Windows 10 and Windows 11. The wording and exact Settings location can vary by build, so look for the Print Screen or screen-capture option if your labels differ.

Use this recovery sequence

  1. Test Windows + Shift + S

    Press the two Windows-key combinations together. If the snipping overlay appears, make a small selection and paste it into Paint or another image editor. A successful test proves that Snipping Tool can capture; it narrows the fault to Print Screen handling, mapping, or the destination where you are trying to paste.

  2. Open Snipping Tool from Start

    Open Start, type Snipping Tool, and launch it. Select New and capture a small area. This is an officially supported way to open the app. If Start cannot find or launch it, skip to the Repair and Reset step below. If New works but PrtSc does not, do not reinstall the app yet; continue with the keyboard setting and conflict checks.

  3. Turn on the Print Screen option

    Go to Settings > Accessibility > Keyboard and enable the option that uses the Print Screen key to open screen capture. On some Windows 10 builds, related labels may appear under the older accessibility wording.

    If the switch is already on, turn it off, test once, then turn it on again and retest. This refreshes the registration used by Windows. Also check whether another screenshot, clipboard, keyboard-macro, or gaming utility is assigned to PrtSc. Exit that utility completely, including its notification-area process, before testing. Microsoft’s February 26, 2026 guidance specifically says to verify that another app is not overriding the shortcut.

  4. Enable Snipping Tool notifications

    Make sure notifications for Snipping Tool are allowed in Windows Settings. A capture can succeed while its notification is hidden, making the key appear dead. After enabling notifications, press PrtSc and look for the confirmation before diagnosing a deeper failure.

  5. Restart Windows Explorer

    Press Ctrl + Shift + Esc to open Task Manager. Find Windows Explorer, select it, and choose Restart. The desktop and taskbar may disappear briefly and then redraw. Test Print Screen again after the shell returns. This is a low-risk recovery step recommended in a Microsoft Q&A answer dated December 11, 2025.

  6. Repair, then reset Snipping Tool

    Open Settings > Apps > Installed apps (or Apps & features on some Windows 10 builds), find Snipping Tool, open its advanced options, and choose Repair. Repair attempts to correct the app without the more disruptive reset operation. Test the shortcut.

    If Repair changes nothing, return to the same page and choose Reset, then test again. Because Settings labels differ by build, use the app’s Advanced options page as the landmark rather than relying on an identical menu name.

  7. Check the keyboard’s own configuration

    Some keyboards place PrtSc on an Fn layer, require Fn + PrtSc, or use manufacturer software to remap it. Inspect the keyboard utility, firmware profile, and gaming-mode settings. Then try a second keyboard on the same computer. If the second keyboard works, Windows and Snipping Tool are probably healthy and the original device is sending a nonstandard key code or no Print Screen code at all.

    Do this before buying replacement hardware. A keyboard can look normal while its configuration software has reassigned the key.

  8. Check managed-device policy last

    On Windows Pro or Enterprise computers managed by an organization, Group Policy can control whether Print Screen opens Snipping Tool. Only after the user-level steps fail should an administrator review the policy and the PrintScreenKeyForSnippingEnabled registry value. Policy and registry changes can affect every user or be overwritten by management tools, so ask your administrator rather than importing an unverified registry file.

Separate capture failure from paste failure

Print Screen is supposed to place an image on the clipboard. If you see a notification or a brief visual response but nothing appears in your target application, the key may have worked and the problem may be the paste destination.

  1. Press Windows + V to open Clipboard history and check whether a recent image entry exists.
  2. If the image is present, click it and paste into Paint or another editor. The original application may reject image content or may have focus in a text-only field.
  3. If Clipboard history is empty and no Snipping Tool notification appears, return to the shortcut, setting, Explorer, and keyboard tests. Clipboard history is a diagnostic aid, not a universal requirement for Print Screen capture.

Diagnose by the symptom

Symptom Most likely layer Next action

PrtSc fails only on one physical keyboard. Fn behavior, firmware, or vendor remapping. Inspect the keyboard utility and compare with another keyboard.

What not to do first

  • Do not jump straight to registry edits when Windows + Shift + S and Start > Snipping Tool > New have not been tested.
  • Do not assume a missing notification proves capture failed; notification settings can hide a successful capture.
  • Do not install a replacement keyboard until a second keyboard or the manufacturer’s remapping software has been checked.
  • Do not leave two screenshot programs assigned to the same Print Screen key. Give one application ownership of the shortcut, or disable the competing assignment.

After it works: make the result predictable

Keep the Print Screen option enabled only if you want a single-key full-screen capture. Use Windows + Shift + S when you need a region or window selection, and Windows + Shift + R for video. Keep Snipping Tool notifications enabled while troubleshooting so future captures have a visible confirmation. If a Windows update changes the Settings wording, search Settings for Print Screen or screen capture and verify the same option rather than assuming the feature was removed.
