PrivadoVPN has a material documentation problem: its marketing page says “unlimited devices,” while its download and plan page says free users can connect one device at a time. The safest interpretation is that unlimited devices means the app can be installed on multiple devices, not that multiple devices can use the free account simultaneously. Confirm the current in-app limit before relying on it.
What does “free VPN” actually mean?
A free VPN can mean several different products, and the distinction matters:
- Free-forever tier: A restricted version of a paid VPN that does not require payment, usually with limits on data, servers, speed, or features.
- Free trial: Temporary access that may require payment details and may convert into a paid subscription.
- Money-back guarantee: A paid VPN that permits a refund during a stated period; this is not the same as a permanently free plan.

PrivadoVPN states that it has a no-logs policy, but the available coverage did not identify an independent security audit substantiating that no-logs claim at the time of the related testing. That makes PrivadoVPN a strong usability recommendation, not the strongest privacy-evidence recommendation.
PrivadoVPN’s older June 26, 2023 support article says the service falls back to 1 Mbps after the 10 GB quota is exhausted. Because that behavior is documented in an old support article, do not assume it is current. Check the app or current support documentation to determine whether the service throttles, disconnects, or enters a restricted mode after the allowance runs out.
Choose PrivadoVPN Free if: you need occasional location selection, public-Wi-Fi protection, or streaming experiments within 10 GB. Avoid making it your only choice if: independently verified privacy evidence matters more than convenience, or you need a VPN running continuously all month.

Proton VPN Free is the best unlimited free VPN for regular browsing and public-Wi-Fi protection. Proton’s free-versus-paid comparison states that the free plan has no data or time limit, no plan-imposed speed limit, no advertising, no activity logs according to Proton’s policy, kill-switch support, open-source apps, and independent audits. Proton also says the free tier has the same core security level as its paid plans.
The main trade-off is control. Proton’s free plan automatically connects users to free servers rather than providing unrestricted manual server selection. Free servers can become congested, and the free network may not provide the predictable performance or country choice that streaming and travel users need.
Proton says it does not block Netflix or other streaming services, but Proton only guarantees streaming access on paid plans. TechRadar’s independent comparison rated Proton VPN Free best for unlimited use while finding it less suitable for streaming and P2P because of free-server limitations.
Proton’s torrenting policy distinguishes the paid P2P offering from the free plan. Do not assume that unlimited data means unlimited free-tier torrenting.

Windscribe Free is the best free VPN for users who value selectable locations, configuration features, and multiple personal devices. Windscribe’s current official free-plan page lists 10 GB per month with a confirmed email, 2 GB without a confirmed email, servers in 10 countries, no credit card requirement, and unlimited personal-device connections. The free tier uses the same core app, encryption, Firewall, and protocols as the paid version, but has fewer locations and a data cap.
Windscribe’s official pages also promote ad and tracker blocking and an optional extra 5 GB promotion connected to posting on X. The extra 5 GB is a promotional condition, not part of the standard allowance.

There is a current public discrepancy: TechRadar reports a 15 GB allowance, while Windscribe’s current official pages report 10 GB with a confirmed email. Windscribe’s first-party plan page should take precedence: assume 10 GB, and check the account screen before relying on a higher figure.
Independent testing reported strong streaming results and P2P support, but those results can change as streaming services block VPN addresses. A data cap also makes long video sessions, software downloads, cloud backups, and gaming updates impractical.
Windscribe’s Windows comparison page currently advertises Build-A-Plan at $3 per month and an annual price of $69. Those are plan-page signals rather than a universal final price: confirm currency, billing conditions, taxes, renewal terms, and current availability before purchase.
Choose Windscribe Free if: you need location selection, several personal devices, or more configuration and blocking features. Avoid it if: you need continuous VPN use, dislike managing a data allowance, or require a simple app with minimal settings.

hide.me Free is worth considering as a privacy and P2P alternative, but it is not the default recommendation. hide.me publishes a 2025 transparency report. TechRadar’s review describes documented no-logs credentials, free servers that appeared to support P2P, adequate everyday browsing performance, mixed streaming results, and a less polished or more complicated app experience.

Should you use Hotspot Shield Basic?
Hotspot Shield Basic is a lower-ranked comparison option rather than a recommended default. TechRadar’s comparison found limited free locations and poor streaming results. A Pango/Hotspot Shield privacy-policy review summary discusses categories including account, device, diagnostic, bandwidth, and server-location information.
The existence of data categories in a privacy policy does not by itself prove misuse, so Hotspot Shield should not be labelled unsafe solely because the documentation is complex. The more precise conclusion is that Hotspot Shield Basic is less attractive for readers who want a simple, easily verified privacy model and useful streaming performance.

For travel or censorship circumvention, Proton advertises Stealth and alternative-routing features on its free VPN overview. Availability and effectiveness can vary by country and network, so install and test the service before entering a restricted environment and keep a backup connection plan.
Can a free VPN stream video or support torrenting?
A free VPN may stream or support torrenting, but neither capability is guaranteed across providers, countries, services, or dates. PrivadoVPN and Windscribe performed well in the cited independent tests, while hide.me produced mixed streaming results. Streaming companies actively block VPN IP addresses, and free providers usually have smaller, more heavily reused IP pools.
Video streaming can consume a free allowance quickly. A provider that works during one test may fail later, and trying to bypass a streaming platform’s geographic controls may violate that platform’s terms. Do not interpret a test result as a permanent promise for Netflix, Disney+, BBC iPlayer, Prime Video, or any other named service.
For torrenting, choose a provider that explicitly permits P2P on the free tier, not merely on its paid plan. Enable the kill switch, understand what happens if the tunnel drops, and remember that a VPN does not make copyright infringement lawful. Proton’s own torrenting documentation is a useful example of why paid and free P2P policies must be distinguished.
Are free VPNs safe?
Some free VPNs are reasonably safe, but “free VPN” is not a safety category. A provider may offer a free tier as a limited marketing funnel, a way to acquire paid customers, or a deliberately restricted network for occasional use. That business model is not automatically exploitative. An unknown ad-supported app with opaque ownership, excessive permissions, or unclear logging deserves much more caution.

A VPN hides your IP address and encrypts traffic to the VPN server. A VPN does not make you anonymous, stop malware, prevent phishing, erase browser fingerprinting, hide activity from websites where you are logged in, or protect identity information voluntarily supplied through accounts, cookies, GPS, payment records, and device identifiers.

How should you install and test a free VPN safely?
- Download from the official provider site or a reputable app store. Check the publisher name carefully and avoid lookalike apps.
- Confirm the exact free plan. Record the data allowance, reset date, country list, simultaneous-connection limit, P2P rules, and what happens after the allowance is exhausted.
- Enable the kill switch. Test whether internet traffic stops when the VPN tunnel disconnects. A working kill switch can look like a broken internet connection until the VPN reconnects.
- Check for leaks. Test the public IP address, DNS behavior, and IPv6 behavior before and after connecting. A VPN provider’s app may describe the relevant protection differently by operating system.
- Test the real task. Check browsing, streaming, torrenting, or travel connectivity using the intended device and network. Do not infer performance from a laboratory result.
- Watch the allowance. Video, software downloads, cloud backups, and game updates can consume 10–15 GB rapidly.
