To open downloaded files in a reader such as Adobe Acrobat, set that reader as your operating system’s default PDF application too; these are separate settings.
Make Edge download PDFs instead of opening them
- Open Microsoft Edge.
- Click the three-dot menu in the upper-right corner and select Settings.
- Open Cookies and site permissions.
- Click PDF documents.
- Turn on Always download PDF files.
After you enable this option, clicking a direct PDF link should download the file rather than open it in Edge’s built-in PDF viewer.

For a faster route, enter this address in Edge’s address bar:
edge://settings/content/pdfDocuments
Turn on Always download PDF files on that page.
Make downloaded PDFs open in Adobe Acrobat or another reader
The Edge option only changes the browser’s handling of online PDF links. It does not choose the application that opens the downloaded file. If Windows still associates .pdf files with Edge, double-clicking a downloaded file can launch Edge again.

Windows
- Open Settings.
- Go to Apps > Default apps.
- Search for .pdf.
- Click the current default application shown for PDF files.
- Select Adobe Acrobat, Foxit, Bluebeam, or another installed PDF reader.
- Confirm the change.
You can also open Settings > Apps > Default apps, choose Choose defaults by file type, find .pdf, and select the preferred application.
For the usual result—download PDFs and open them outside Edge—configure both settings:

Ask Edge what to do with each PDF download
If you want to decide on a file-by-file basis, open Settings > Downloads and enable Ask me what to do with each download. Edge can then show a download action before the file is opened. You can save the PDF and open it with the application associated with .pdf on your computer.
This is useful when you normally want PDFs downloaded but occasionally want to handle a particular file differently.

Why a PDF still opens in Edge
The Windows file association is still Edge
Changing Edge’s PDF download setting does not change Windows’ default application. If a downloaded file opens in Edge, repeat the Windows steps and change the .pdf association to your preferred reader.
The PDF is inside SharePoint, OneDrive, or webmail
Some sites do not provide a normal direct PDF link. SharePoint, OneDrive, webmail services, and document-management portals may display the file in an embedded viewer controlled by the website.
In that situation, use the site’s own Download button. If Edge downloads the file, open it from the Downloads menu or your Downloads folder. The normal Edge PDF setting cannot force every website-controlled embedded viewer to launch Adobe Acrobat or another external reader.
The setting is unavailable or keeps changing
Your browser may be managed by an employer, school, or other organization. In Edge, enter edge://policy to inspect applied policies. An Edge window may also show a Managed by your organization message in its menu or settings.

Administrator option: Always open PDF files externally
Organizations can enforce this behavior with the Microsoft Edge policy named Always open PDF files externally. This is the administrative policy name; the current consumer setting is labeled Always download PDF files.
Group Policy
On Windows, the policy is located at:
Administrative Templates > Microsoft Edge > Always open PDF files externally
The policy is defined in MSEdge.admx and has the unique name AlwaysOpenPdfExternally. It is supported in Edge 77 and later on Windows and macOS, but not on Android or iOS.
Windows Registry
A mandatory Windows policy can be stored under SOFTWARE\Policies\Microsoft\Edge. Use a REG_DWORD value named AlwaysOpenPdfExternally and set it to 1.

Registry changes should be made by an administrator and tested against the organization’s browser-management requirements. The policy disables Edge’s internal PDF viewer and treats PDFs as downloads, but Microsoft notes an important exception: if Edge remains the system’s default PDF reader, PDFs may continue to open in Edge. The operating system’s .pdf association must therefore also point to the desired external reader.
Quick test
- Close any existing PDF tab in Edge.
- Open a direct PDF link from a website.
- Check whether Edge saves the file instead of showing the document.
- Open the downloaded file from the Downloads folder.
- Confirm that it launches in the PDF application you selected as the system default.
If step 3 fails, check Edge’s Always download PDF files setting. If step 5 fails, check the operating system’s .pdf association. If only files from one portal fail, use that site’s download control rather than relying on Edge’s PDF setting.

What is the current Edge setting for downloading PDFs?
Open Settings and more (…) > Settings > Cookies and site permissions > PDF documents, then enable Always download PDF files. You can also open edge://settings/content/pdfDocuments directly.
Why does a downloaded PDF still open in Microsoft Edge?
Windows may still associate .pdf files with Edge. Change the operating system’s default PDF application separately; Edge’s download setting does not make Adobe Acrobat or another reader the default.

Does setting Adobe Acrobat as the default stop Edge from opening online PDFs?
Not by itself. Change Edge’s PDF behavior to Always download PDF files as well. The default application controls downloaded files, while Edge’s PDF setting controls direct PDF links in the browser.
Can I force PDFs from SharePoint or OneDrive to open in an external reader?
Not reliably with Edge’s normal PDF setting. These services may use embedded viewers or site-controlled workflows. Use the portal’s Download button, then open the saved file from Edge’s Downloads menu or your Downloads folder.
What happened to Always open PDF files externally?
That wording is associated with the enterprise policy name and older consumer instructions. The current consumer Edge setting is labeled Always download PDF files.
What if the PDF setting is missing or locked?
The browser may be managed by an organization. Open edge://policy to inspect applied policies, and look for the Managed by your organization notice in Edge.
