No: the reporting does not show that Microsoft is rewriting Windows 11 in Rust with AI. Windows Latest reported that Microsoft Distinguished Engineer Galen Hunt described a team goal of eliminating C and C++ at Microsoft by 2030 and work on infrastructure to translate large systems toward Rust. TechRadar later reported Hunt clarified that Windows is not being rewritten in Rust with AI and that his team’s effort is a research project. Those reports do not establish a company-wide policy or Windows rewrite roadmap.

What Microsoft’s reported 2030 goal means

Windows Latest reported in December 2025 that Hunt described a goal for his team to eliminate C and C++ from Microsoft by 2030, alongside work toward translating large codebases to Rust. The outlets also described an aspiration of “1 engineer, 1 month, 1 million lines of code.” That is a stated North Star, not a measured throughput result or a demonstrated migration capability. Windows Latest’s report and TechRadar’s account attribute the goal to Hunt; the reporting does not establish it as an official company-wide mandate.

It is not a Windows 11 rewrite announcement

TechRadar reported Hunt clarified: “Windows is NOT being rewritten in Rust with AI […] My team’s project is a research project.” The original LinkedIn post and its edit history were not independently available in the cited reporting, so treat the wording and context as TechRadar’s attribution to Hunt. The key distinction is between investigating ways to translate code and announcing a product-wide rewrite.

Where Rust already appears in Windows

There is concrete, narrower evidence of Rust in a Windows product. Microsoft’s Windows Developer Blog said in June 2026 that Coreutils for Windows reached general availability and is built from uutils, a Rust reimplementation of GNU Coreutils. That confirms a Rust-based component for Windows, not that Windows 11 as a whole is being converted from C or C++ to Rust. Microsoft’s Coreutils announcement describes that release.

Why Microsoft is interested in Rust

Rust’s ownership and type systems are designed to prevent many memory-safety errors at compile time. That matters in low-level software, where bugs such as use-after-free and buffer errors can create security vulnerabilities. Microsoft Research Principal Researcher Aseem Rastogi said memory-safety issues are a leading cause of vulnerabilities in C and C++ and cited a Microsoft estimate that they account for 70% of the security bugs Microsoft fixes and assigns a CVE each year. That figure describes Microsoft’s estimate and its own vulnerability-fixing scope, not software vulnerabilities globally. The Microsoft Research forum transcript provides the context.

Rust does not make migration automatic

Replacing mature C or C++ software involves more than translating syntax. Teams must preserve behavior, interfaces, performance expectations, build processes, and compatibility with existing code. Rust’s safety guarantees help prevent certain classes of errors, but they do not prove that a translated program does the same thing as the original. The available reporting does not establish that AI-driven migration has preserved correctness across Microsoft-scale codebases.

What Microsoft’s AI research actually measures

Microsoft Research has described narrower uses of language models: inferring machine-checkable memory-safety invariants in legacy C and helping developers fix Rust compilation errors. These are distinct research tasks, not evidence that AI can reliably convert large Microsoft C/C++ projects into Rust. Microsoft Research’s 2025 forum page describes the research presented there.

A 2024 Microsoft Research paper on RustAssistant reported roughly 74% peak accuracy for suggested fixes to real-world compilation errors in popular open-source Rust repositories. The result concerns helping Rust code compile; it is not a C-to-Rust migration success rate. The paper also cited a survey finding that 83% of respondents who had adopted Rust at work said adoption was challenging. That is a finding about those survey respondents, not all developers. How Rust compares with C and C++ for systems work

Consideration Rust C and C++
Memory safety Ownership and compile-time checks prevent many memory-safety errors in safe Rust; unsafe code and logic errors still require careful review. Developers have more direct responsibility for memory management, so memory-safety mistakes are a recurring risk.
Existing code and interfaces Can interoperate with C interfaces, but introducing Rust into a mature system still requires integration and maintenance work. Often already embedded in established codebases, libraries, and build systems.
Migration effort A rewrite or gradual conversion requires behavior checks, testing, and toolchain support; AI assistance does not remove those requirements. Keeping existing code avoids a wholesale language migration, though it does not by itself resolve memory-safety risks.
AI evidence in the cited Microsoft work RustAssistant studied compiler-error fixes; Microsoft Research also described work on Rust compilation and legacy-C safety invariants. The reported research includes investigating memory-safety invariants in legacy C, not a demonstrated, complete conversion of Microsoft code.

What developers need to build Rust for Windows

Microsoft Learn’s Windows Rust setup guide, updated September 29, 2026, lists Microsoft C++ Build Tools as a prerequisite and recommends rustup with the MSVC toolchain. The guide warns that Rust toolchain binaries are not currently Authenticode-signed and may be blocked when Smart App Control is enabled. These are setup details for developers, not evidence about Windows’ implementation language. Check Microsoft’s current Windows Rust setup documentation for the latest instructions.
