Microsoft employees reportedly began experimenting with Anthropic’s Claude Code even as Microsoft sells GitHub Copilot. Later reports described a pullback in some teams’ Claude Code access and a shift toward GitHub Copilot CLI. The arc is striking, but “everywhere” is a headline, not a verified company-wide adoption figure: the available reporting does not establish how many Microsoft employees received access or how many still use it.
What Microsoft employees reportedly tried
In January 2026, secondary coverage of a report by The Verge said Microsoft encouraged thousands of employees to try Claude Code. The teams named included Windows and Microsoft 365, and the experimentation reportedly extended beyond developers to some nontechnical staff. The accessible account is secondary reporting rather than a Microsoft rollout announcement, and it does not establish that every employee—or even every engineer—was given a license. Clubic’s January 23, 2026, report summarizes the account.
That reported trial was notable because GitHub Copilot is Microsoft’s own coding-assistant product. But trying a competitor’s tool internally is not evidence that Microsoft had abandoned Copilot or adopted Claude Code as a company-wide standard. The reporting supports a story of experimentation, not a measured penetration rate.
What Microsoft’s engineer study found—and what it did not
A July 2026 paper by Microsoft researchers Emerson Murphy-Hill, Jenna Butler, and Alexandra Savelieva provides stronger evidence about internal use, though it answers a different question. The authors say they studied tens of thousands of engineers during the early-2026 rollout of Claude Code and GitHub Copilot CLI. They report that first use spread mainly through social networks, and that retention was more closely associated with coding activity than with demographics. The paper’s abstract on arXiv describes the study and its limits.

The researchers also report that adopters merged roughly 24% more pull requests than they otherwise would have, with the estimated lift persisting through the four-month study window. That figure applies to adopters of the tools covered by the study; it should not be attributed to Claude Code alone based on the abstract. Nor does it prove that either tool caused the increase: the study is observational, and the authors caution that a merged pull request is only a proxy for output, not a measure of the work’s value. As they put it, “a merged PR is not the same as the value it delivers.”
The study therefore gives a useful view of adoption patterns and a measured association with engineering activity. It is not a controlled head-to-head product benchmark, and its population of tens of thousands is the study scale—not a count of Claude Code users.

Why Microsoft reportedly shifted some teams toward Copilot CLI
In May 2026, Windows Central reported that Microsoft’s Experiences + Devices division planned to stop using Claude Code by June 30 and move developers to GitHub Copilot CLI. The division includes teams working on Windows, Microsoft 365, Outlook, Teams, and Surface. The article, which relayed reporting by Tom Warren, cited financial considerations and the competitive relationship between the products as factors. Those details are secondary reporting, not a published Microsoft policy statement. Windows Central’s May 15 account describes the reported plan.
A later report adds evidence of a preference shift, but not a company-wide cancellation. On October 6, 2026, TechRadar said Microsoft had asked employees to limit Claude use and spend more time with Copilot and Microsoft tools, attributing that information to The Information. It did not provide a current user count or internal spending figure. TechRadar’s account is also secondary reporting.

Taken together, the reports describe initial experimentation followed by a push toward Microsoft’s own CLI in at least some settings. They do not establish that every Microsoft group followed the same timeline, that Claude Code was fully discontinued across the company, or what employees are using today.
Microsoft Foundry availability is a separate issue
Anthropic separately announced that organization-managed Claude Desktop deployments through Microsoft Foundry can include Claude Code, with enterprise controls such as Microsoft Entra ID sign-in and policy keys. This is a vendor description of a deployment capability, not evidence that Microsoft employees retain internal Claude Code licenses or that Microsoft has reversed its reported shift toward Copilot CLI. What remains unknown
The available sources do not verify the number of Microsoft employees who currently use Claude Code, the company’s internal spending on it, or whether any reported license changes applied uniformly across Microsoft. The clearest supported conclusion is narrower: employees reportedly experimented with Claude Code; Microsoft researchers later studied adoption of Claude Code and Copilot CLI; and secondary reports described some teams being steered toward Copilot CLI.
