It depends on how you play. Portal Remote Play requires a paired PS5 and broadband Wi-Fi, but not a PlayStation Plus subscription just to use Remote Play. Portal’s separate cloud-streaming feature can work without your PS5 running, but it requires PlayStation Plus Premium and supports only eligible games. Either way, you need an internet connection.
Portal’s two play modes have different requirements
PlayStation Portal is a streaming device, not a standalone console. You can use it to stream games from your own PS5 with Remote Play, or stream select games directly to Portal through cloud streaming. The PS5, subscription, and game requirements differ:

These are PlayStation’s stated requirements, not guarantees that every game or network will work well. Game eligibility and cloud-streaming availability vary by title and region.
What you need for Remote Play
For Remote Play, Portal connects to a PS5 and streams compatible games installed on that console. PlayStation says the PS5 must be paired with Portal, connected to broadband internet, and either fully powered on or in Rest Mode. A PlayStation account is also required. That does not remove a game’s own online requirements. If you play a multiplayer game that requires PlayStation Plus, you may need a membership for that game’s online multiplayer even though Remote Play itself does not require Plus.
Does Portal need Wi-Fi?
Yes. Portal needs broadband Wi-Fi for either play mode. For Remote Play, PlayStation lists 5 Mbps as the minimum and recommends 15 Mbps for a better experience. Cloud streaming has its own thresholds: PlayStation specifies at least 5 Mbps upload and download to establish a stream, 7 Mbps for 720p, and 13 Mbps for 1080p. You do not have to be on your home Wi-Fi to use Remote Play. A broadband Wi-Fi connection elsewhere can work, but actual performance depends on the connection and network conditions. Public Wi-Fi networks may have extra sign-in or validation steps. PlayStation says networks requiring additional validation need Portal system software 3.0.1 or later and a smartphone or tablet to complete validation; initial setup must first be completed on home Wi-Fi. PlayStation also notes that Portal supports a range of public Wi-Fi networks.

Cloud streaming is the option for playing select supported PS5 games directly on Portal when your own PS5 is off or being used by another account. It still requires a PlayStation account, broadband Wi-Fi, and an active PlayStation Plus Premium membership. Account age and regional availability restrictions apply, and only eligible games can be streamed. The available games can change over time and vary by location; check PlayStation’s cloud-streaming page for current details.

Premium does not make every PS5 game streamable. Cloud streaming is limited to the titles PlayStation makes eligible, whether from the catalog or select digital games in your library.
Can someone use the TV while you play?
Yes. With Remote Play, you can play on Portal while another person uses the TV connected to your PS5. The console still needs to be set up and available for Remote Play; Portal simply gives you a separate screen and controls.
