Microsoft investigated whether its image-generation tools had been misused, but reporting did not establish Microsoft Designer as the confirmed source of every image.
What happened to Taylor Swift?
In late January 2024, sexually explicit synthetic images depicting Swift spread across social platforms, particularly X. The images were not authentic photographs, but their non-consensual creation and circulation still caused real privacy and reputational harm. The Associated Press reported that researchers found at least a couple dozen unique AI-generated images.
The incident was part of a wider pattern of sexually abusive AI imagery targeting celebrity women. Discussion on anonymous forums included attempts to get around image-generation safeguards, including those associated with Microsoft Designer. The available reporting did not confirm one source for all the images or establish that Designer generated every image.
What did Microsoft’s CEO say?
In an NBC interview excerpt published by GeekWire on January 26, 2024, Lester Holt asked Nadella about the images. Nadella replied: “I think, first of all, absolutely this is alarming and terrible, and so therefore yes, we have to act.” He added that guardrails, law enforcement and technology platforms could do more than people might expect, and said it “behooves us to move fast on this.”

Microsoft said at the time that the images’ origin was unclear, that it was investigating, and that it had strengthened its safety systems. Nadella’s remarks framed the problem as a shared responsibility—not solely a matter for an image generator to solve.
How Microsoft says it is addressing abusive AI images
Microsoft’s February 2024 policy post set out six areas of work. These range from safeguards built into image-generation systems to provenance tools, cooperation with outside organizations and legal reform.

- Abuse prevention: Safeguards addressing both abusive content and abusive conduct.
- Coordination: Collaboration with industry, governments and civil society.
- Legislation: Support for modernizing laws to address abusive AI-generated content.
- Responsible AI: Continued work on responsible AI practices.
Microsoft president Brad Smith described cryptographic methods that can mark and sign AI-generated media with metadata about its source and history. Such provenance can help establish where media came from; it does not, by itself, prevent someone from creating or sharing harmful images.
Detection, reporting and accountability
In September 2024, Microsoft said it had partnered with StopNCII, a service that lets adults create a hash—a digital fingerprint—of an intimate image on their own device. Participating services can use that fingerprint to identify matching imagery without the image itself leaving the device. Microsoft said its policy covers non-consensual intimate imagery whether the material is real or synthetic, and that it offers a centralized reporting portal.

Microsoft reported that it had acted on 268,899 images through the end of August 2024. That figure is Microsoft’s reported total for that period, not a measure of all abusive images online.
In a May 2025 case report, Microsoft said its AI Incident Detection and Response team revoked stolen API keys that had been used to bypass safeguards. The company also said Content Credentials metadata helped investigators establish image origin and that it pursued legal claims against people creating harmful AI content. Phillip Misner, who leads the team, said: “We take the misuse of AI very seriously and recognize the harm of abusive images to victims.”

What can someone do if intimate images are shared without consent?
Adults affected by the spread of intimate imagery, including synthetic imagery, can use StopNCII to create a hash on their device and have participating platforms look for matching content. Microsoft also provides a centralized reporting portal for non-consensual intimate imagery. A hash-based tool is not a universal removal mechanism: it works through participating services and does not guarantee that every copy will be found or removed.
When reporting, use the platform where the material appears and follow its process for non-consensual intimate imagery. Do not assume that an image must be genuine to qualify for help; Microsoft’s stated policy includes synthetic imagery as well as real images.

What this incident shows about AI deepfakes
The Swift images illustrated a gap between making an image generator harder to misuse and stopping abusive material once it circulates. Prompt filters and account controls aim to prevent generation; provenance metadata can help trace origin; hash matching and reporting can support detection and removal; and monitoring, bans and legal action can target repeat abuse. No one measure covers every stage or every platform.
Microsoft’s response therefore combines technical controls with victim reporting, industry cooperation and calls for legal action. The case also shows why synthetic imagery should not be dismissed as harmless simply because it is fake: non-consensual sexual depictions can harm the person targeted even when the image is fabricated.
