Microsoft’s experimental Copilot Actions feature can use apps and local files to attempt multistep tasks in Windows 11, such as organizing files or extracting information from a PDF. It is not unrestricted access to your PC: Microsoft says the agent runs in a separate workspace under its own account, starts with limited file access, and can be monitored, interrupted, or denied additional permissions. The latest verified rollout details here are from November 17, 2025, when Microsoft said it was gradually making the preview available to Windows Insiders—not announcing general availability.

What Copilot Actions can do

Copilot Actions is an agent experience, rather than simply a way to ask questions about a file. Microsoft says it can use visual understanding and reasoning to click, type, and scroll in apps while attempting tasks such as organizing files or extracting information from a PDF. The task may involve multiple steps, and the agent can encounter difficulties with complex interfaces.

That capability is the “more control” in the headline, but it should not be read as blanket control over Windows. Microsoft describes an experimental, permission-based feature with restrictions and supervision. Where the agent runs and what it can access

Microsoft says Copilot Actions runs in a separate agent workspace, using an account distinct from the account of the person signed in to Windows. The design is intended to isolate the agent’s activity from the person’s interactive Windows session. Agent applications run under the agent account, not the logged-on user’s account.

In the experimental preview, the agent starts with limited access to familiar local folders, including Documents, Downloads, Desktop, and Pictures, as well as resources available to all accounts on the system. Access to data outside those locations requires the user’s authorization. These boundaries describe the preview; they do not establish that every file is visible to Copilot or that every request for broader access will be granted.

How to enable and supervise the preview

Microsoft’s October 16, 2025 security article said Copilot Actions would be disabled by default in the preview. It gave this Settings path for enabling experimental agentic features:

  1. Open Settings.
  2. Go to System > AI components > Agent tools.
  3. Enable Experimental agentic features.

Once a task is underway, Microsoft says users can follow its progress and take over. Some sensitive actions may require an additional approval. Microsoft’s rollout post puts the supervision point plainly: “At any time, you can take over the task or check in on the progress of the action, including reviewing what actions have been taken.”

Microsoft also warns that agents can make mistakes, hallucinate, or struggle with complicated interfaces. Its security article discusses cross-prompt injection: malicious content in a document or interface may try to override the agent’s instructions and prompt unintended actions, including data exfiltration or malware installation. The safeguards are intended to reduce risk, not eliminate it; Microsoft describes them as an evolving set of controls that will be refined through preview feedback.

Who can use Copilot Actions

On November 17, 2025, Microsoft said Copilot Actions was beginning a gradual rollout through the Microsoft Store to Windows Insiders across Insider channels, excluding the European Economic Area at that time. The post specified Copilot app version 1.25112.74 or higher and characterized the feature as experimental, starting with a narrow set of use cases. How Copilot Actions differs from other Windows file features

Windows has other Copilot-related file experiences, but they do different jobs and have different requirements.

Copilot semantic file search Finds files using natural-language descriptions, such as “images of bridges at sunset.” Microsoft’s August 2025 announcement described search on Copilot+ PCs. It said recent files shown in the Copilot home experience come from the Windows Recent folder, and that Copilot does not scan the entire system or automatically upload files. Attaching and sending a file authorizes Copilot to process it. The cited semantic search announcement specifies a Copilot+ PC. See Microsoft’s semantic search announcement.
File Explorer AI actions Offers context-menu actions for supported JPG, JPEG, and PNG images, including handing off to Photos or Paint; a separate action can summarize supported OneDrive and SharePoint files. Actions depend on file type and service. The summarization action concerns OneDrive and SharePoint files, not general local-file access by Copilot Actions. Microsoft says OneDrive/SharePoint summarization requires an active Microsoft 365 subscription and Copilot license. That requirement applies to this separate action, not to Copilot Actions. What to keep in mind before delegating a task

  • Give the agent a task you can verify, and review the changes or extracted information before relying on them.
  • Watch its progress rather than assuming it has understood a complex app or file correctly.
  • Pay attention to any permission request: access beyond the preview’s initial folders requires authorization.
  • Use takeover or stop supervising the task if its actions do not match your intent.
  • Do not treat workspace isolation or permission prompts as a guarantee against mistakes or malicious content.
