LibreOffice is a strong option for desktop-focused work and an OpenDocument-first approach, provided your file exchange and business support needs are covered. The right choice depends on how your people work, which files and features they rely on, and what licensing and services your organization needs.
What each suite includes
Microsoft 365 is a family of business plans, not one fixed package. The included apps and services vary by plan and market. LibreOffice is a desktop office suite that includes Writer, Calc, Impress, and other applications.

These differences do not establish feature parity. A file opening successfully does not guarantee that every layout, macro, or specialized workflow will behave identically.
When Microsoft 365 fits better
Microsoft 365 is a better match when you want office apps as part of a broader package of cloud services and centralized management, or when staff depend on desktop apps and workflows tied to Microsoft services. The plan matters: Business Basic does not include the desktop apps that Business Standard adds, while Business Premium adds security and device-management capabilities.

Compare the exact plans available in your market, including whether the Teams or Copilot variant your organization expects is included. Do not assume that every plan offers the same applications or controls. Likewise, compare the suite’s security features with your organization’s identity, endpoint, and data policies rather than treating a plan as automatic proof of compliance.
When LibreOffice fits better
LibreOffice may suit organizations whose work centers on desktop office applications and whose preferred working format is ODF. It can also open and save common Microsoft Office file types, which can support mixed-format workflows when staff exchange documents with Microsoft Office users.

For business use, LibreOffice recommends obtaining a LibreOffice-based deployment from an ecosystem partner. Before selecting one, confirm the scope of support, service levels, update approach, and commercial terms; the partner relationship is part of the deployment decision, not a substitute for evaluating it.
How to assess file compatibility before a switch
LibreOffice’s ability to read and write common Microsoft formats is format support, not a guarantee that every important file will render or function as intended. Test the documents your organization actually uses before deciding on a migration or a mixed-suite policy.

- Inventory important files and workflows. Gather representative templates, complex spreadsheets, presentations, and documents containing comments or embedded objects.
- Include macros and specialist features. Identify any automation or advanced workflows that staff depend on, then test them in the target suite rather than assuming they will transfer unchanged.
- Test both directions of exchange. Open and edit representative files, save them in the formats your colleagues and external partners use, and check the results in the other application.
- Set a format policy. Decide whether ODF will be the default working format, whether Microsoft formats will be used for exchange, or whether different teams will follow a deliberately mixed policy.
- Trial batch conversion if needed. LibreOffice supports batch conversion of Office files to ODF; test a sample of your own files and review the converted results before relying on it for a larger migration.
Compare licensing, support, and total cost
Compare the full operating cost, not just the app license: include any bundled services you would otherwise procure, deployment work, user support, and the cost of maintaining the file formats and workflows your organization requires. Avoid assigning every employee the same plan by default; map users to their actual app and service needs, then check current regional entitlements and terms.
Microsoft describes Microsoft 365 Apps as user-licensed. Device rights depend on the product and current Product Terms; Microsoft says provisions are typically limited to five devices. Confirm the applicable terms for the specific plan and use case before rollout rather than treating that typical limit as universal.

LibreOffice business deployments may involve ecosystem-partner services. Compare the partner’s support scope, service levels, update approach, and commercial terms with the administration and support responsibilities your organization would retain.

Office LTSC is a separate procurement choice: Microsoft describes it as a one-time-purchase commercial suite without the Microsoft 365 services and ongoing feature updates included in subscriptions. If your organization wants a fixed Microsoft desktop suite rather than bundled cloud services, evaluate LTSC separately against its own licensing and support terms.

Lifecycle is also relevant when considering older installations: Microsoft support for Office 2016 and Office 2019 ended on October 14, 2025. The apps continue to run, but Microsoft warns that unsupported use may pose security risks.
A practical decision path
- Choose Microsoft 365 if your users need its bundled cloud collaboration and administration services, desktop-app entitlements, or plan-dependent security and device management—and the recurring licensing model fits.
- Choose LibreOffice if its desktop applications and ODF-first approach suit your work, and a tested file-exchange process plus suitable partner support cover your deployment needs.
- Evaluate Office LTSC separately if you want a one-time-purchase Microsoft desktop suite without the cloud services and ongoing feature updates included in Microsoft 365 subscriptions.
Before rollout, inventory users and files, identify critical features and macros, pilot representative documents, calculate full lifecycle costs, and confirm current licensing and support terms.
