Start by deciding whether you are replacing only the desktop apps or leaving Microsoft 365 services too. Word, Excel, and PowerPoint can be replaced separately from hosted email, calendars, file storage, identity, and collaboration—but each service needs its own destination and migration plan. Inventory what you use, test representative files and workflows, then move data in controlled stages.
What does “on-premises office suite” mean for your migration?
The phrase can mean either desktop applications installed on your organization’s computers or a broader, organization-operated collection of productivity services and servers. Those are different projects. Replacing Word, Excel, and PowerPoint does not automatically move or replace Exchange Online mailboxes, SharePoint sites, OneDrive files, Teams workflows, or Microsoft 365 sign-in and identity.
Microsoft describes Office LTSC as a one-time-purchase commercial desktop suite, not the complete Microsoft 365 service bundle. It does not include services such as Exchange Online or SharePoint Online. LibreOffice is another desktop office suite; it does not, by itself, provide hosted email, calendars, team collaboration, or a migration from Microsoft 365 services. If you intend to leave those services, choose a destination for each before moving data.
Choose a destination for each workload
Do not compare these choices as though they were equivalent bundles. An office application suite, a set of Microsoft-hosted services, and an assembled on-premises architecture solve different parts of the problem.

For version context, Microsoft’s support page, checked October 7, 2026, lists Office LTSC 2024 and LTSC 2021 as current commercial suite versions. The same page says support for Office 2016 and Office 2019 ended on October 14, 2025. Check Microsoft’s current support and licensing information for your region and deployment before choosing a version; a one-time purchase does not make LTSC equivalent to a Microsoft 365 subscription.
How to plan the migration
1. Inventory users, devices, data, and dependencies
Build a workload inventory before selecting migration tools. Record which people and devices use each service, what data must move, and what can be retired. Include:
- Installed Office applications, add-ins, templates, and automations.
- Personal files in OneDrive and shared files or sites in SharePoint.
- Exchange mailboxes, calendars, contacts, archives, and shared mailboxes.
- Teams workflows, shared editing, permissions, search, and external sharing.
- Identity, sign-in, retention needs, and any business process that depends on Microsoft 365.
This is a planning inventory, not a universal template: the exact categories depend on which services your organization actually uses. Mark each item as migrate, replace, archive, or retire, and identify its owner.

2. Select the target before moving data
For every workload you plan to keep, name the destination and the person responsible for it. Decide explicitly whether your project covers only desktop applications or also hosted mail, calendars, storage, identity, and collaboration. Office LTSC does not supply Exchange Online or SharePoint Online, and installing LibreOffice does not complete an exit from those services.

Those choices depend on your geography, organization size, compliance obligations, existing systems, and operational capacity. Evaluate each destination on its own requirements rather than assuming the office suite will cover it.
3. Audit documents, macros, and workflows
Test files that represent the work people actually do, prioritizing high-value or high-risk documents. Include macro-enabled Excel workbooks, complex formulas, linked workbooks, templates, long Word documents, forms, tracked changes, and presentations with embedded media. Check add-ins and automations as well as the files themselves.

LibreOffice Help says LibreOffice can open and save Word, Excel, and PowerPoint formats, including Office Open XML (OOXML), and lets users choose Microsoft formats as save defaults. That format support is not a guarantee that every layout or workflow will behave identically. The same help explains that Office VBA and LibreOffice Basic use different objects and methods, so macros generally need editing to work across the applications. Keep source copies and have the people who own each process validate the results.
4. Convert in batches and keep originals
If OpenDocument is your target format, LibreOffice’s Document Converter Wizard can copy and convert Office files in a folder. Start with a pilot folder rather than converting the entire document store at once. Preserve untouched originals, record conversion failures, and compare representative output against the originals.
If staff will continue exchanging files with Microsoft Office users, test round trips in both applications and agree which format is authoritative. Include the documents’ real fonts, templates, formulas, and editing patterns in those checks.

5. Plan email and personal information separately
Mail migration is not the same as document conversion. Microsoft’s mailbox migration guidance describes routes for moving data into Microsoft 365, including Exchange migration, PST import, IMAP, user import, and partner assistance. Its Exchange migration material distinguishes cutover, staged, and hybrid approaches for moving from on-premises Exchange to Microsoft 365. These are inbound-to-Microsoft routes, not a general recipe for moving in the opposite direction to an on-premises destination.
Microsoft’s IMAP guidance specifies that IMAP migration moves messages in inboxes and other mail folders, but not contacts, calendar items, or tasks. Those categories need separate handling, and the target mailboxes must already exist. Microsoft’s PST Import Service is likewise described as a way to move PST data into Microsoft 365; do not assume it is a tool for importing Microsoft 365 data into another mail system.
For a move away from Microsoft 365, use the destination provider’s current export and import instructions. Validate messages, folders, calendars, contacts, tasks, archives, and any other required data categories individually. The Microsoft guidance cited here does not substantiate a step-by-step outbound migration recipe.

6. Pilot, validate, and cut over in stages
Choose a pilot group that represents different roles, devices, and document workflows. Before expanding the move, define acceptance criteria for the services you are changing. Depending on scope, validate file rendering, formulas, macros, shared editing, permissions, search, mail flow, calendars, address books, archives, and recovery. The criteria should reflect actual business workflows; no single checklist fits every organization.
Set a cutover schedule and rollback window before the wider move. Record who can approve the next stage, how users will report problems, and how the team will recover or restore data if an acceptance check fails. Keep the original files and relevant exports until the new environment has passed the agreed checks and the organization has confirmed its retention obligations.

- Representative files, templates, formulas, macros, and add-ins have been tested by their owners.
- Mail, calendars, contacts, tasks, and archives have separate migration and validation plans.
- Originals and recoverable copies are preserved, with a documented cutover and rollback window.
- The target environment’s security, administration, support, backup, and recovery responsibilities are understood.
