Yes. You can use Microsoft Forms without an Office 365 subscription if you have a free personal Microsoft account (Hotmail, Live or Outlook.com). Microsoft’s “Who can use Microsoft Forms?” page says Forms is available to Office 365 Education customers, Microsoft 365 Apps for business customers, U.S. Government Community Cloud customers, and customers who have a Microsoft account. The catch is that free personal accounts get fewer responses per form and lack organization-only response controls.
Which accounts can create forms
Microsoft’s Forms setup instructions tell you to sign in with one of three things: Microsoft 365 school credentials, Microsoft 365 work credentials, or a Microsoft account such as Hotmail, Live or Outlook.com. A personal account is therefore a supported route, not a workaround.
Not every Microsoft 365 or Office 365 plan is guaranteed to include Forms. Microsoft’s eligibility page names specific education, business and government plans. If you sign in with a work or school account and Forms is missing, check your plan or ask your administrator. Don’t assume a subscription includes it.
Do the people answering need an account?
No, as long as the creator allows it. Only the form’s owner needs a supported account to get into Forms. Microsoft’s support page “Can someone without a Microsoft account take my survey or quiz?” answers: “Yes. Microsoft Forms authors can toggle their settings to let people outside of their organization to take to their survey or quiz.”

- Choose Anyone can respond in the form’s sharing settings to let people inside or outside your organization answer.
- Responses from people without a Microsoft account are anonymous unless you ask respondents for identifying details, such as a name or email question.
- Organization-only settings limit responses to people in your organization who are signed in with work or school accounts.

Limits to know before you rely on a free account
The main limit is the response cap. Microsoft Support’s current limits page lists up to 200 responses per form or quiz for free personal Microsoft accounts and up to 1,000 for paid personal accounts. These figures apply to personal accounts only. The same page lists different limits for other plans and environments, so don’t treat them as universal Forms limits. Microsoft can change limits, so check the page if your project is close to the cap.
The organization-only options, “Only people in my organization can respond” and “Only specific people in my organization can respond”, are available only to Office 365 Education and Microsoft 365 Apps for business subscribers. They also need a school or work sign-in. If you need to confine a survey to staff or students, a personal account won’t do it.
