A PDF that will not open is not necessarily damaged: an incomplete download or a problem with the PDF reader can produce similar symptoms. Start with a fresh copy and reader checks, then look for a backup or try recovery tools. If the document is badly damaged, you may be able to extract readable text or images without restoring the original layout.
How to tell whether the PDF or the reader is the problem
PDF damage can follow an incomplete download, a storage-capacity problem while saving, or a transfer problem. Possible symptoms include failure to open, missing or distorted content, incorrect fonts, or an unusual file size; none proves a particular cause by itself. Adobe outlines these causes and symptoms in its damaged PDF guide.
Use the pattern of failures to choose where to start. If one PDF fails but other PDFs open normally, the file or its download is a stronger suspect. If several PDFs fail in the same application, check the application before assuming every file is damaged.
7 ways to repair a damaged PDF or recover its contents
1. Download the PDF again
If the file came from an email or website, ask the sender or return to the original source and obtain a fresh copy. An incomplete download can leave a PDF unusable, and Adobe recommends downloading it again when that is suspected. Keep the original unchanged until you have checked whether the new copy opens.

2. Update Acrobat Reader or try another trusted reader
Open the same file in an updated version of Acrobat Reader, or try another reputable PDF reader. If the file opens elsewhere, the first reader may be the issue rather than the PDF. Adobe’s Can’t open PDF support guide recommends updating Acrobat and checking the reader installation.
3. Repair the Acrobat installation on Windows
If Acrobat or Reader is malfunctioning across multiple PDFs, repair the application installation rather than treating this as a file repair. In Acrobat or Reader on Windows, use Help > Repair Installation, then reopen the application and test the PDF. This repair option addresses the program; it does not reconstruct damaged PDF data. 4. Restore an earlier version or backup
Check the file’s previous versions in your operating system, cloud storage, or backup location. A known-good copy is often a better route than trying to rebuild a badly damaged file. Adobe recommends restoring a previous version in its damaged PDF guide; its PDF saving guidance also covers copies and saved changes.
5. Try qpdf for some structural errors
qpdf is a command-line tool that attempts to recover from some PDF errors by default and can give more detailed diagnostics than a generic “file is damaged” message. Work on a copy, not your only original, and inspect the output carefully. A successful parse does not guarantee that pages, fonts, links, images, or layout are intact.
qpdf cautions that “recovery will not always produce the desired results even if it is able to get through the file.” It is not a one-click consumer repair service or a strict PDF conformance checker, and it may not recover the file you need.
6. Extract readable text or images
If the PDF opens partially, save or export the content that remains accessible. Adobe describes converting PDF content to other formats and extracting text or images as fallback options in its repair guide. Treat the result as salvage, not a guaranteed faithful copy: formatting, links, images, or other elements may be missing or distorted.

7. Recreate the PDF from its original source
If you still have the Word document, presentation, design file, or other source, create a fresh PDF from that source. Adobe says a damaged PDF that will not open cannot be directly repaired through its support troubleshooting path and recommends recreating it from the original. This is usually the best route when preserving a usable document matters more than repairing the damaged file itself.

For the specific “incorrect structure” error encountered while organizing pages, Adobe’s workaround is to combine the affected PDF into a new PDF, save it under a new name, and retry the page operation. What repair can and cannot promise
Recovery depends on the kind and severity of the damage. A tool may get through a file without restoring all of its content or structure; a partial export can preserve useful text while losing layout or interactive elements. Adobe’s guidance does not offer a direct repair path for a damaged PDF that will not open, while qpdf warns that its recovery may not produce the desired result. Do not treat a repair attempt or successful open as proof that the document is complete.
Protect the recovered copy
Once you have a usable file, save it under a new name and keep a separate backup. Adobe’s saving guidance covers saving copies and recovering saved changes. A backup is useful for the next failure; it does not repair the current damaged PDF.
