Bright Data, Decodo, Oxylabs, SOAX and IPRoyal are the five residential proxy providers in the available 2026 comparison with published pool and entry-price figures; Webshare is a provisional sixth candidate because comparable current details were not established. The largest listed pool is Bright Data’s 400M+ IPs, while IPRoyal has the lowest listed entry price at $1.75/GB. Those figures come from provider or comparison-page claims, not an independent audit or performance test. The best choice depends on your targeting needs, actual traffic volume, tooling and compliance requirements—not pool size alone.

How to read this comparison

Residential proxy services route requests through IP addresses associated with residential devices. For scraping, that can help teams collect publicly accessible pages from different locations, but it does not grant permission to access a site or make a request compliant by itself. Before choosing a provider, check the target site’s terms, applicable law, the provider’s consent and abuse-control documentation, and any limits on sensitive or personal data.

The pool counts and entry prices below are the figures listed in Bright Data’s 2026 comparison, except where IPRoyal’s own pricing page is called out. They are published figures, not independently verified counts or a like-for-like price survey. Pool definitions, plan terms, trials and product packaging can change. A starting price per gigabyte is not a quote for your workload: session duration, targeting, traffic volume and plan minimums can affect the real cost.

At a glance: six candidates

Provider Listed residential pool Listed entry price What stands out
Bright Data 400M+ IPs (Bright Data comparison, 2026) $2.50/GB (Bright Data comparison, 2026) Pay-as-you-go plans, compliance process for residential and mobile access, and integrated data products.
Decodo (formerly Smartproxy) 115M+ IPs (Bright Data comparison, 2026) $2/GB (Bright Data comparison, 2026) Lower listed entry price and a 3-day, 100MB trial in the comparison.
Oxylabs 175M+ IPs (Bright Data comparison, 2026) $2.50/GB (Bright Data comparison, 2026) Residential proxies alongside Scraper APIs, Web Unblocker and managed data products.
SOAX 155M+ IPs (Bright Data and SOAX pages, 2026) $2/GB (Bright Data comparison, 2026) Targeting options and a Web Data API; the comparison lists a $1.99 trial.
IPRoyal 34M+ IPs (Bright Data comparison, 2026) $1.75/GB (Bright Data comparison, 2026) Non-expiring traffic and published volume tiers; its own page lists 195+ countries.
Webshare Not established in the available current primary-source information Not established in the available current primary-source information A provisional candidate only; current comparable residential details need verification.

These are not equivalent measures of quality. In particular, a published pool count does not establish how many IPs will be available for a particular country, city, network or time window, nor does it guarantee success on a given target.

1. Bright Data: enterprise scale and compliance tooling

Bright Data has the largest pool figure in the comparison, at 400M+ IPs, with residential pricing listed from $2.50/GB. It offers pay-as-you-go plans and also sells integrated products such as Web Unlocker and data products, which may suit a team that wants proxy access alongside scraping infrastructure.

Bright Data says residential and mobile network customers must complete a KYC compliance process. Its pricing page also claims a 99.99% success rate for scraping public data with its rotating proxies. Treat that percentage as the provider’s claim, not an independently measured result or a guarantee for your sites, locations or workload.

Best for: larger scraping programs that value a broad advertised pool, compliance review and related data-acquisition products. Review the current KYC requirements and plan terms before building them into onboarding or procurement.

2. Decodo: a lower listed entry price

Decodo, formerly Smartproxy, is listed with 115M+ IPs and residential pricing from $2/GB. Bright Data’s comparison lists a three-day trial with 100MB of traffic. That makes it a candidate for developers or smaller teams looking to evaluate a lower entry price before committing to a larger workload.

A small trial can help check whether your code can connect and whether the product fits your workflow, but 100MB is not evidence of sustained performance across many targets or geographies. Check the provider’s current naming, trial conditions, pricing and plan limits directly before purchase; product names and terms can change.

3. Oxylabs: proxy access plus data-acquisition tools

Oxylabs is listed at 175M+ IPs and $2.50/GB to start. Its handbook describes residential IPs as belonging to physical devices and identifies web scraping, ad verification and review monitoring as use cases. The broader offering includes Scraper APIs, Web Unblocker and managed data products, which may matter if you would rather buy more of the collection workflow from one provider.

Pricing and minimums vary by plan, so the comparison’s starting price is not enough to estimate a project’s total cost. Check the exact plan, targeting options and minimum commitment against your expected monthly traffic.

4. SOAX: a candidate for granular targeting

SOAX is listed at 155M+ IPs and $2/GB, and the comparison lists a $1.99 trial. Its product information gives country-level pool examples and describes a Web Data API. The available provider material also presents it as an option for country, city or network targeting. Confirm the precise targeting controls available on the plan you intend to use; do not assume that every location or network can be selected on every plan.

Best for: projects where location or network targeting and bundled data tooling are important selection criteria.

5. IPRoyal: non-expiring traffic and published tiers

IPRoyal’s own pricing page lists 1GB at $7.35/GB and 10GB at $5.51/GB; it also lists 195+ countries and says traffic does not expire. Its published bulk pricing reaches $1.84/GB at 10TB. Separately, Bright Data’s comparison lists IPRoyal at 34M+ IPs and an entry price of $1.75/GB. These price figures come from different published material and should not be treated as a single guaranteed quote.

The difference between the small-volume and bulk rates matters: compare the tier that matches your likely usage, not only the lowest advertised price. Non-expiring traffic may suit workloads that are intermittent, but estimate total spend at your actual volume and confirm the terms for the plan you will buy.

Best for: individuals and small teams who value published traffic tiers and non-expiring traffic, especially when usage is irregular.

6. Webshare: keep it on the shortlist pending verification

TechRadar names Webshare as a Bright Data rival, but current primary-source details for its residential pool size, pricing, trial terms and compliance requirements were not established here. Without those comparable facts, it cannot be ranked fairly against the other five or given a confident “best for” label. Treat it as a lead to investigate, not a recommendation based on verified 2026 terms.

Which provider should you choose?

For the largest advertised pool

Bright Data leads this comparison at 400M+ IPs. That is a provider/comparison figure, not an audited measure of the usable pool for your particular geography or target. Ask how pool size is defined and what coverage is available for the locations you need.

For the lowest listed starting price

IPRoyal is listed at $1.75/GB in Bright Data’s comparison, followed by Decodo and SOAX at $2/GB. Bright Data and Oxylabs are listed at $2.50/GB. These starting figures are not necessarily comparable plan-for-plan: IPRoyal’s own published small-volume rates are higher than its bulk tier, and providers can impose different minimums or usage conditions.

For targeting and tooling

SOAX is the clearest candidate in the available material when country, city or network targeting is a priority, but confirm the exact options on the current plan. Oxylabs and Bright Data stand out for broader scraping and data products. IPRoyal publishes broad country coverage, while the materials available here do not establish matching ZIP- or ASN-level controls across all six providers. Ask providers for the precise controls you need rather than inferring them from a pool count.

For a cautious trial

The comparison lists a three-day, 100MB trial for Decodo and a $1.99 trial for SOAX. Those terms can change, and the SOAX trial’s included traffic or duration is not specified here. Bright Data offers pay-as-you-go plans, but no trial allowance is stated in the available information. Compare test conditions as well as price: a small trial cannot establish long-run success or coverage across a large set of target sites.

Compliance, KYC and responsible use

Among the providers covered here, the specific KYC requirement established is Bright Data’s: customers accessing residential and mobile networks complete its compliance process. The available information does not establish a comparable KYC rule for every other provider, so do not infer either that they require it or that they do not. Ask each provider what verification is required for your account type and intended use.

  • Scrape only information you are permitted to access, and follow target-site terms and applicable law.
  • Review how a provider documents consent for residential traffic, handles abuse reports and restricts sensitive-data collection.
  • Use rate limits and request patterns appropriate to the target; proxy rotation is not a substitute for permission.
  • Confirm whether your use case, destinations and data types are allowed under both provider terms and target-site rules.

How to evaluate cost and reliability before you commit

Estimate traffic, not just requests

Proxy prices here are quoted per gigabyte, so the number of pages alone does not determine spend. Measure or estimate response sizes, retries and any assets your scraper downloads. Then compare the provider’s current price at your expected volume, including any minimums, expiration rules or plan conditions. IPRoyal explicitly lists non-expiring traffic; equivalent terms for the other providers are not established here.

Test the actual target and locations

Run a controlled pilot against pages you are authorized to access, in the locations you need. Track successful responses, blocked or challenged requests, timeouts, latency and bytes consumed. This gives you workload-specific evidence; it does not turn a short pilot into a guarantee of future reliability. Bright Data’s 99.99% success-rate figure is a vendor claim and should not be used as a substitute for testing your own use case.

Check operational fit

Before integrating, confirm the provider’s current endpoint and authentication instructions, session controls, location selectors, concurrency limits and support process in its own documentation. The information compared here does not supply universal proxy endpoints or runnable setup commands, so use the selected provider’s current technical documentation rather than copying a generic connection string. For APIs or managed products, check whether the features you need are part of the quoted plan.

If your goal is a screenshot, use a screenshot API instead

A residential proxy and a screenshot API solve different problems: proxies route requests through residential IPs, while a screenshot API returns an image or PDF of a page. If you need a rendered page capture rather than proxy access, try ScreenshotNeo first. Its GET endpoint can return PNG, JPEG, WebP or PDF; consent-banner removal and other cleanup steps can be turned off individually. Its MCP server includes take_screenshot, get_page_info and capture_pdf for AI-agent workflows. For a proxy-provider comparison, it is an alternative only when the underlying task is screenshot capture, not a residential proxy substitute.

For example, this cURL request captures a page as WebP; see the ScreenshotNeo API documentation for parameters and response details:

curl -G "https://api.screenshotneo.com/v1/shot" -d access_key=YOUR_API_KEY --data-urlencode url=https://stripe.com -o shot.webp

ScreenshotNeo says bot checks/CAPTCHAs, blank pages, timeouts, failed loads and cache hits cost nothing, and responses report page verdict and billing headers. The free plan includes 1,000 screenshots per month without a card; paid plans start at $5 for 3,000. See ScreenshotNeo’s free sign-up to start.
