3GPP AT commands and Android Developer options are different tools operating at different layers. AT commands are a standards-defined text interface for controlling supported mobile-equipment functions. Developer options is a screen in Android Settings for configuring debugging, profiling, and other system behaviors. Turning on USB debugging enables ADB communication; it does not make Developer options a general-purpose AT-command console.
What are 3GPP AT commands?
3GPP Technical Specification 27.007 is titled “AT command set for User Equipment (UE)”. It defines commands for supported functions of user equipment (UE) and mobile equipment (ME), and services provided through a mobile network. In the interface described by the standard, terminal equipment sends commands through a terminal adaptor and receives responses.
AT commands are textual instructions exchanged over a supported connection—not a Settings screen or a general Android feature. An older Release 1999 version of TS 27.007 describes this terminal-equipment and terminal-adaptor arrangement and includes command forms such as test and read commands where applicable. That archived document provides historical context; current command details should be checked against the relevant specification release and device documentation.
What is Android Developer options?
Developer options is a screen in the Android Settings app for configuring system behaviors used in app profiling and debugging, among other purposes. Android Developers gives examples such as USB debugging, bug reports, visual feedback for taps, and GPU-related options. Google describes it as a place to configure system behaviors that help profile and debug app performance.

On Android 4.2 and later, the screen must be enabled. The common method is to find Build number in Settings and tap it seven times, then return to Settings. Menu names and locations can vary by device. Developer options is available by default on Android 4.1 and earlier, according to Google’s on-device developer options guide.

Does enabling USB debugging give you access to AT commands?
No. USB debugging lets Android Studio and SDK tools communicate with Android through ADB. Google’s guide also documents Wi-Fi debugging on supported versions, so a cable is not always required for ADB. Neither method should be assumed to expose a cellular modem’s AT-command interface: the sources do not establish a universal ADB route to that interface.

AT-command access depends on the device implementation and an available, supported connection to the relevant equipment. Developer options and ADB serve Android development and debugging workflows; they are not interchangeable with a modem’s command interface.

The current 3GPP portal record marks TS 27.007 as under change control and associates it with multiple radio generations, including 2G, 3G, LTE, 5G, and 6G. That scope describes the specification, not a promise that every phone implements every command or exposes a command port to ordinary users. Check the device or modem documentation for supported commands and access methods.

Android’s side varies too: the available Developer options and the Settings path for them can change with Android version and device maker. Google’s guide provides version-specific USB-debugging paths, so follow the instructions for the version and device in use rather than assuming every phone has identical menus.

Which one should you use?
- Use Developer options when you need an Android setting for app debugging, profiling, or another behavior listed in that screen. For computer-based Android development, enable the relevant debugging option and use the documented ADB workflow.
- Use AT commands only when you need to control a supported equipment or network function and the device documentation identifies an appropriate command interface. Confirm the command applies to the device and its specification version.
