The best virtual phone number providers in India depend on your use case: Exotel and MyOperator suit many startups and small businesses, Ozonetel and Knowlarity fit larger contact-center operations, and Twilio is better for programmable calling than for buying a +91 number. Indian-number availability, KYC, WhatsApp support, pricing, and portability must be confirmed before purchase.
This comparison covers business cloud-telephony services—not disposable SMS or OTP-number marketplaces. A business virtual number can connect calls to an app, browser, SIP endpoint, existing phone, or contact-center dashboard while keeping employees’ personal numbers private.
Key takeaways
- Exotel, MyOperator, Knowlarity, Ozonetel, TeleCMI, Servetel, Tata Tele Business Services, and Airtel IQ are more relevant to domestic Indian business operations than generic international VoIP services.
- Twilio’s India voice-pricing page displays calling rates to India but states that voice-enabled Indian numbers are not offered, so Twilio is not a straightforward +91-number provider.
- Exotel’s displayed business packages are ₹9,999, ₹19,999, and ₹49,499, but those packages differ in validity, credits, agents, and virtual phones and should not be treated as universal monthly prices.
- A virtual number that supports voice does not necessarily support two-way SMS, OTPs, WhatsApp registration, outbound caller ID, or number portability.
- Total cost includes platform fees, number rental, users, minutes, SMS or WhatsApp usage, recording storage, setup charges, and GST—not just the advertised number price.
15+ Best Virtual Phone Number Providers in India: quick comparison
The table is a shortlist, not a claim that every provider offers every Indian number type. “Check” means number availability, features, or pricing must be confirmed for the exact business use case.

| Vonage APIs | API-first communications products | Verify Indian procurement and routing | Programmable communications | Local number and regulatory checks required |
| Plivo | Programmable voice and SMS | Check exact Indian number and messaging support | APIs and developer integrations | Not a turnkey no-code contact center |
| Telnyx | SIP and communications infrastructure | Verify India capability by product and number type | SIP, programmable voice, infrastructure controls | Technical setup is required |
| Zadarma | Low-cost international PBX and forwarding | Confirm Indian number and local restrictions | International virtual PBX | Weaker fit for Indian compliance, support, or WhatsApp needs |
What is a virtual phone number in India?
A virtual phone number in India is a telephone number whose calls are routed through a cloud platform instead of terminating on one fixed handset or desk phone. Depending on the provider, the number can ring in a mobile app, browser, softphone, SIP endpoint, call-center dashboard, or an existing phone.

Business cloud telephony, virtual PBX, programmable voice, and temporary SMS numbers are different products. Business cloud telephony is designed for ongoing customer communication; a disposable SMS number is designed for short-lived verification and is a poor substitute for a support or sales line.
| Number or service type | What it normally means | Typical business use |
|---|---|---|
| Virtual landline or fixed-line number | A cloud-routed fixed-line number | Reception, support, IVR, and local presence |
| Virtual mobile number | A mobile-format business number supplied through a provider | Customer contact, calling, and sometimes SMS |
| Geographic or local number | A number associated with a city or telecom circle | Local customer-facing presence |
| Toll-free number | A number where the caller is generally not charged for the call | Support and customer service |
| Number-masking number | A temporary or controlled intermediary number that hides the parties’ real numbers | Marketplaces, delivery, clinics, and field services |
| API-enabled number | A number connected to programmable call flows and webhooks | Apps, CRM automation, and AI voice workflows |
| Disposable SMS/OTP number | A temporary number for receiving verification messages | Short-lived testing or verification—not business continuity |
Which virtual phone number provider is best for each business?
There is no reliable universal winner. The best provider changes with call volume, number type, WhatsApp requirements, technical integration, compliance needs, and whether the buyer wants self-service or an account-managed deployment.
| Business requirement | Best starting shortlist | Why |
|---|---|---|
| One-person business or small office | MyOperator, TeleCMI, CallerDesk | Start with simpler app, IVR, routing, and business-number workflows |
| Startup needing APIs and automation | Exotel, Airtel IQ, Twilio, Plivo | Compare Indian-number availability separately from programmable calling |
| Five-agent support team | Exotel, MyOperator, Knowlarity, TeleCMI | Prioritize queues, ring groups, recordings, dashboards, and CRM connections |
| Large contact center | Ozonetel, Knowlarity, Tata Tele Business Services, Exotel | Look for channels, dialers, analytics, redundancy, and support escalation |
| WhatsApp-first operation | MyOperator, Exotel | Investigate official WhatsApp Business Platform onboarding rather than ordinary app registration |
| Sales team with outbound dialing | FreJun, TeleCMI, Exotel, CallHippo | Verify caller-ID presentation, dialing rules, recording, and CRM integration |
| Overseas company targeting India | Exotel, Knowlarity, Tata Tele Business Services, Airtel IQ | Ask about KYC, local presence, number eligibility, and inbound/outbound use |
| AI voice agent or software product | Exotel, Twilio, Plivo, Vonage APIs, Telnyx | Compare APIs, SIP, WebRTC, webhooks, media streaming, rate limits, and Indian number access |
Which Indian virtual phone number providers are worth shortlisting?
1. Exotel — best starting point for India-focused startups and developers
Exotel is a strong shortlist candidate when a business needs more than a number: its published business-phone offering includes virtual numbers, multi-level IVR, call recording, reports, missed-call services, auto-dialing, voice APIs, call flows, transfers, SMS, and WhatsApp capabilities.
According to Exotel’s business phone pricing page (accessed August 16, 2026), displayed packages include Dabbler at ₹9,999, Believer at ₹19,999, and Influencer at ₹49,499, with GST applicable. The same page displays different validity, credit, agent, and virtual-phone allocations plus a seven-day trial with 500 credits. These figures are plan signals, not comparable monthly rental prices.
Important limitation: Exotel documents that an ExoPhone is rented and that Exotel does not own the underlying phone number. Read the Exotel ExoPhone documentation before assuming that a rented number can be ported or retained after cancellation.
Best for: Startups, support teams, API integrations, number masking, and businesses planning to add automation. Less suitable for: Buyers who only want the cheapest single number with no platform commitment.
2. MyOperator — best for no-code SMB calling and WhatsApp workflows
MyOperator is aimed at businesses that want a ready-to-use virtual number with IVR, call recording, routing, mobile or web calling, campaign tracking, dashboards, CRM synchronization, auto-dialers, and WhatsApp-related workflows.
The provider advertises virtual numbers and WhatsApp Business Platform capabilities, but WhatsApp Business Platform access is not the same as registering any virtual number in the consumer WhatsApp application. Confirm verification methods, business onboarding, templates, Meta fees, and whether the number can receive the required code.
Best for: Small businesses, clinics, agencies, and WhatsApp-first teams that prefer a managed interface. Less suitable for: Developers who need deep real-time media or highly customized programmable voice.
3. Knowlarity — best for managed SMB and enterprise telephony
Knowlarity is a long-established business-telephony option for IVR, call forwarding, recording, virtual numbers, and managed deployments. Knowlarity is a better fit for organizations that want an account-managed system than for buyers demanding a simple, transparent monthly checkout.
According to Knowlarity’s voice pricing page (accessed August 16, 2026), a displayed Premium Plus plan is ₹60,000 per year with 10,000 included monthly minutes, recording retention, forwarding users, channels, and a displayed charge of 20 paise per 30 seconds. Confirm the current plan, taxes, included number type, and excess-usage rules before comparing it with monthly plans.
Best for: Established SMEs and enterprises requiring managed IVR and call operations. Less suitable for: A very small team wanting instant self-service activation.

4. Ozonetel — best for contact centers and high-volume operations
Ozonetel is positioned more as contact-center infrastructure than as a basic virtual number. Queues, outbound campaigns, dialers, analytics, agent operations, and high-volume support are the relevant buying criteria.
Rank #2
- Awesome buttons: This large/big button phone is a great design for people with low vision and hearing impaired. Enlarged font and extra-large keys make the keypad easy to use, which is especially helpful for those who are visually impaired.
- Easy to set up - Connect the phone to your RJ11 telephone jack by the phone line included in the parcel, no need extra accesories to start working.
- Easy to operate: It is an simple operated basic landline telephone for seniors home; it is line powered only and doesn't require any battery or AC/DC adapater.
- All important functions are included: this big button phone can make calls, answer calls, flash, redial the last number and speed dial ( phone numbers of families could be pre-stored in buttons M1/M2, so grandpa or grandma could dial the fiamily numbers quickly by simple press of M1/M2, this is very useful when they need urgent help)
- Red Button for Emergency 911 Call: you could pre-store the 911 call number in this dial button. So when our grandpa/grandma needs help, they could pick up the handset and dial the 911 button directly to save time.
Ozonetel’s cloud-telephony material gives indicative Indian market context of roughly ₹999–₹2,500 per agent per month depending on features and volume. That range is market context, not a guaranteed Ozonetel quote; number rental, usage, channels, taxes, and implementation can change the total.
Best for: Contact centers, ecommerce support, and organizations with queues and outbound campaigns. Less suitable for: A solo professional who needs only one forwarding number.
5. TeleCMI — best for an SMB cloud phone system with visible rate signals
TeleCMI presents virtual and toll-free numbers alongside phone-system features such as IVR, mobile and desktop calling, and business workflows. The provider is worth comparing when an SMB wants a more complete phone system rather than a standalone number.
According to TeleCMI’s displayed plans and features page (accessed August 16, 2026), displayed tiers show outbound rates such as ₹0.98 per minute and ₹0.78 per minute and include Indian virtual or toll-free number options in plan variants. Confirm the applicable tier, GST, included minutes, concurrent channels, and current rate card.
Best for: SMB support and sales teams. Less suitable for: Companies needing a broad international number inventory.
6. Servetel — a cost-conscious Indian SME candidate
Servetel belongs on an India-focused shortlist for SMEs comparing cloud telephony, virtual numbers, IVR, and business calling. Treat Servetel’s current branding, ownership, number availability, and pricing as items to verify directly before purchase rather than assumptions based on older comparison lists.
Best for: Indian SMEs seeking a domestic cloud-telephony alternative. Check first: Number types, KYC, portability, SMS, WhatsApp, support escalation, and the full post-tax price.
7. Tata Tele Business Services — best for telecom-backed enterprise procurement
Tata Tele Business Services is relevant when a larger company wants enterprise telecom services, managed connectivity, and a business communications relationship rather than an instant online number.
Best for: Larger organizations with procurement, security, and account-management requirements. Less suitable for: A freelancer or small shop looking for a quick self-service trial.
8. Airtel IQ — best for enterprise communications APIs
Airtel IQ is more developer- and enterprise-oriented than a basic virtual phone product. Ask specifically whether the required service provisions an Indian number, supports the desired call direction, exposes APIs and webhooks, and meets the project’s concurrency and recording requirements.
Best for: Companies already integrating telecom capabilities into applications or workflows. Less suitable for: A nontechnical buyer who only needs a shared business inbox.

10. FreJun — best for sales engagement workflows
FreJun is more sales-oriented than a basic virtual-number provider, with calling, CRM integrations, transcription, and dialer-related workflows identified in the research. A sales team should test caller-ID presentation, recording access, CRM synchronization, and outbound compliance before rollout.

12. DialerHQ — dialers and campaign workflows
DialerHQ may suit an SMB that needs virtual numbers, dialers, and campaign workflows. Confirm that the current offering is India-specific, that the number can be used for the intended inbound and outbound traffic, and that its compliance documentation covers the use case.

CallHippo is relevant to international teams wanting a cloud business-phone system, shared calling, and sales workflows. India-number availability and pricing can differ from global plan information, so check the exact +91 number type, KYC, caller ID, SMS, and WhatsApp position.
Use CallHippo’s official pricing page to inspect current plan tiers, then obtain a country-specific quote before treating CallHippo as an Indian-number solution.
14. Freshcaller — sensible when your help desk already uses Freshworks
Freshcaller, also known as Freshdesk Contact Center, is most compelling when the business already uses Freshworks and wants calling connected to its support workflow. Confirm Indian number provisioning, included minutes, recording retention, agent pricing, and whether the required CRM features are included or paid separately.
The Freshworks Contact Center page is the appropriate starting point for current product and plan information.

15. CloudTalk — international sales and support
CloudTalk can suit distributed sales and support teams, but the buyer must verify that CloudTalk can provision the specific Indian number type required. International cloud-phone functionality does not automatically establish Indian local-number availability or satisfy a particular KYC or regulatory requirement.
Check CloudTalk’s official product page and ask for written confirmation of +91 availability, inbound and outbound calling, SMS, WhatsApp, caller ID, and portability.
16. RingCentral — enterprise unified communications
RingCentral is designed for larger distributed organizations that need unified communications and centralized administration. RingCentral may be excessive for a single Indian business number, and Indian availability must be confirmed by market and edition.
Use RingCentral’s plans and pricing page as a starting point, then confirm country-specific eligibility and number inventory.

Twilio is a strong developer platform for programmable voice, SIP, APIs, routing, and global communications. Twilio should not be presented as a straightforward provider of voice-enabled Indian virtual numbers.
According to Twilio’s India voice-pricing page (accessed August 16, 2026), displayed rates include $0.0699 per minute to Indian local numbers and $0.0496 per minute to Indian mobile numbers, while the page states that Twilio does not offer voice-enabled Indian numbers. Those are calling-to-India rates, not the rental price of a +91 number.
Best for: Developers building programmable calling, SIP workflows, or global applications. Less suitable for: A business that needs to buy and operate a domestic Indian caller-facing number immediately.

18. Vonage APIs — programmable communications with country-specific checks
Vonage APIs is a candidate for developers building programmable communications. Verify Indian number procurement, local routing, SMS rules, caller-ID behavior, KYC, and the exact API features required before selecting it.

19. Plivo — API voice and messaging
Plivo is relevant for programmable voice, SMS, and API integrations. Indian number and messaging availability must be checked for the exact use case because voice, SMS, OTP, and two-way messaging can have different country restrictions.
Start with Plivo’s official platform page and request country-specific confirmation before building around a number.
20. Telnyx — technical SIP and communications infrastructure
Telnyx is aimed at technical teams that need SIP, programmable voice, and communications infrastructure. Telnyx is not the natural choice for a small business wanting a simple mobile app, and India capability must be verified by product and number type.
Review Telnyx’s official platform page alongside a written India availability and compliance response.
21. Zadarma — budget international PBX and forwarding
Zadarma can be considered for low-cost international virtual PBX and forwarding use cases. It is a weaker fit when Indian compliance, domestic support, WhatsApp reliability, number portability, or long-term number continuity is essential.
Check Zadarma’s official virtual-PBX information for the exact country, number type, and terms.
What features can a business virtual number provide?
A cloud number can become a small phone system rather than merely a forwarding destination. The following features are common comparison points, but availability and pricing vary by provider and plan.
| Feature | Why it matters | Questions to ask |
|---|---|---|
| IVR | Routes callers through menus and departments | How many levels, prompts, languages, and flows are included? |
| Ring groups and queues | Sends calls to available agents | Are schedules, priority rules, callbacks, and warm transfers supported? |
| Call recording | Supports training, quality review, and dispute handling | How long is storage included, and can recordings be exported and deleted? |
| Browser or mobile calling | Lets agents work without exposing personal numbers | Does the app support transfers, status, headsets, and reliable notifications? |
| Outbound dialer | Improves sales and follow-up workflows | Are caller ID, pacing, consent, and campaign controls available? |
| CRM integration | Connects calls to leads, tickets, and customer history | Is there a native integration, API, webhook, or export? |
| SMS and WhatsApp | Adds text-based customer communication | Is it two-way, officially approved, and separately billed? |
| SIP, WebRTC, and APIs | Connects the number to software and telephony infrastructure | Are SIP registration, SDKs, webhooks, media streaming, and rate limits documented? |
| AI and transcription | Supports summaries, analytics, and automated voice flows | Is transcription real-time, what languages are supported, and how is data retained? |
How much does an Indian virtual phone number cost?
An Indian virtual phone number does not have one standard price. A useful estimate is:
Estimated monthly cost = platform fee + number rental + users or seats + expected minutes × call rate + SMS or WhatsApp usage + recording or storage + taxes.
Public plans cannot be compared unless they contain similar validity, minutes, users, channels, and features. An annual package with credits is not directly cheaper than a monthly per-agent plan, and a usage-only API price does not include an Indian number.
| Pricing component | Why it changes the comparison |
|---|---|
| Number rental | A number may be leased separately from the platform |
| Platform or seat fee | Some providers charge per agent, user, channel, or workspace |
| Included minutes | “Unlimited” may mean inbound-only, local-only, fair-use, or time-limited calling |
| Inbound and outbound rates | The same number can have different rates by direction and destination |
| SMS and WhatsApp | Messaging may have provider charges plus Meta or carrier fees |
| Recording and storage | Retention, downloads, transcription, and storage can be separate products |
| Setup and deposits | Sales-led deployments may require implementation fees or security deposits |
| GST | Advertised prices may exclude applicable taxes |
| Porting and cancellation | Moving in, moving out, grace periods, and number recycling affect continuity |
Can a virtual number be used with WhatsApp Business?
A virtual number can sometimes be used with WhatsApp Business, but no provider can honestly guarantee that every virtual number will pass every WhatsApp verification path. Official WhatsApp Business Platform onboarding is different from registering the ordinary WhatsApp Business application.

- If your work environment gets loud at times, you’ll appreciate this phone’s noise shield technology to reduce background sounds. That, coupled with Ooma’s VoIP technology, will make sure your calls are crystal-clear.

- With Ooma Office, you can select a new phone business number or keep an existing one. Give your business a nationwide presence with a toll-free number—it’s free and includes 500 minutes of inbound calls each month.
Before buying, ask whether the service supports official Business Platform access, business verification, SMS or voice verification, existing-number migration, shared inboxes, templates, campaigns, and number reuse after cancellation. Temporary, recycled, SMS-only, or poorly controlled VoIP numbers can fail verification or later lose access.
MyOperator advertises official WhatsApp Business API functionality, automation, campaigns, and shared inboxes, while Exotel lists WhatsApp among its broader business communications capabilities. These published feature claims do not remove the need to confirm Meta onboarding, account ownership, fees, and verification for the specific number.
What should you verify about Indian number availability?
Indian-number availability is the most important difference between local cloud-telephony providers and international voice platforms. Ask each provider these questions in writing:
- Can the provider provision a new +91 number for the company?
- Is the number fixed-line, mobile, geographic, toll-free, or another type?
- Can the business choose a city or telecom circle?
- Are inbound calls, outbound calls, and approved caller ID all supported?
- Does the number support one-way SMS, two-way SMS, OTP delivery, or WhatsApp onboarding?
- Is KYC, address proof, company documentation, use-case approval, or sales review required?
- Is the number activated immediately, or only after provider approval?
- Is the number rented, leased, or portable to another provider?
- What happens after non-payment or cancellation?
Twilio demonstrates why this check matters: a platform can support calling to India without provisioning voice-enabled Indian numbers. A provider’s international number catalogue also does not prove that the required +91 number is available.
The Tool Desk
Outbyte PC Repair FREERepair Windows errors before they cause bigger problemsFix Now →Outbyte Driver Updater FREEScan for outdated or missing drivers - takes under a minuteDriver Scan →Are virtual phone numbers legal and compliant in India?
Business virtual numbers are not automatically illegal, but legality and compliance depend on the provider, telecom arrangement, number type, traffic, recording practices, messaging use, and business purpose. Do not label a provider “TRAI-compliant” merely because a comparison page or marketing claim uses that phrase.
TRAI’s telecom performance report and the Department of Telecommunications licensing document provide regulatory context, but a business must verify the exact service and provider’s status.
Businesses should separately address KYC, caller-ID and CLI rules, DND and telemarketing restrictions, recording notice and consent, access permissions, data retention, deletion, audit logs, and administrator controls. The provider can supply tools; the business remains responsible for using those tools lawfully and appropriately.
What are the main failure modes?
- “Unlimited” is narrower than expected: the allowance may cover inbound calls only, one number, a limited agent group, local calls, or a fair-use threshold.
- The number needs documentation: KYC, business proof, address evidence, or use-case approval may delay activation.
- Voice works but SMS does not: voice, two-way SMS, OTP, promotional messaging, and WhatsApp can have separate restrictions.
- WhatsApp verification fails: the number may be recycled, already registered, unable to receive the required code, linked to another account, or unsupported by Meta.
- Outbound caller ID is restricted: the displayed number may be replaced, hidden, or limited to approved caller IDs.
- Recording creates compliance duties: notice, consent, retention, deletion, and access control still need a business policy.
- The number is rented: the customer may lose it after cancellation and may not be able to port it out.
- International infrastructure is locally unsuitable: a technically excellent API may not provide the Indian number, local support, or compliance controls required.
How should you choose a virtual phone number provider?
- Define the number: decide whether you need a local, geographic, mobile-format, toll-free, masking, or API-enabled number.
- Define call direction: write down whether the business needs inbound only, outbound only, or both, and whether outbound caller ID must display the business number.
- Separate voice from messaging: confirm SMS, OTP, WhatsApp Business Platform, templates, and two-way messaging independently.
- Estimate usage: calculate monthly inbound minutes, outbound minutes, agents, concurrent calls, recordings, storage, and international destinations.
- Check KYC and eligibility: ask what documents are required, whether foreign companies qualify, and how long approval takes.
- Test integrations: verify CRM, API, webhooks, SIP, WebRTC, export, transcription, and AI voice-agent requirements before signing.
- Review continuity: ask about porting in and out, number ownership, recycling, grace periods, recordings, logs, and cancellation.
- Run a live pilot: test calls from multiple Indian networks, busy-hour quality, transfers, recordings, caller ID, missed-call alerts, and support response.
- Compare post-tax total cost: include GST, rental, seats, minutes, setup, deposits, storage, messaging, and minimum commitments.
For regulatory context, use the provider’s contract and official documentation rather than relying on a generic “virtual number” label. For call quality, treat published feature lists as product claims, not independent uptime or performance measurements.

Frequently Asked Questions
Can I get a +91 virtual phone number online?
Yes, India-focused cloud-telephony providers advertise +91 business-number options, but activation may require KYC, company documents, address proof, use-case approval, or a sales review. Confirm whether the available number is fixed-line, mobile-format, geographic, or toll-free.
Can an Indian virtual phone number receive OTPs?
An Indian virtual phone number cannot be assumed to receive OTPs. OTP delivery depends on the number type, SMS capability, sender rules, carrier routing, and the application sending the code; voice-enabled numbers may not support two-way SMS or verification messages.
Can I use a virtual number with WhatsApp Business?
Sometimes, but WhatsApp compatibility depends on the verification method, number history, Meta account setup, and provider integration. Official WhatsApp Business Platform onboarding is different from registering the consumer WhatsApp or ordinary WhatsApp Business app.
Can I port an existing Indian number to a cloud-telephony provider?
Some providers may support number porting, but port-in and port-out eligibility depends on the number type, carrier, documentation, and contract. Ask what happens to the number, call logs, recordings, and routing after cancellation.

An AI voice-agent project should shortlist Exotel, Twilio, Plivo, Vonage APIs, or Telnyx based on API, SIP, WebRTC, webhooks, media streaming, transcription, concurrency, and Indian-number availability. Twilio supports programmable calling to India but its India pricing page does not offer voice-enabled Indian numbers, so number procurement must be solved separately.
The Bottom Line
Bottom line: Start with Exotel or MyOperator for most India-based business use cases, compare Knowlarity or Ozonetel for managed and contact-center deployments, and consider TeleCMI or FreJun for SMB sales and calling workflows. Choose Twilio, Plivo, Vonage APIs, or Telnyx when programmable communications matter more than buying a domestic +91 number. Before paying, obtain written confirmation of number type, inbound and outbound calling, SMS, WhatsApp, KYC, GST, portability, recording, and cancellation terms.
