Short answer: YouTube’s guidance says you must verify your channel to livestream, and its verification process uses a code sent by text or voice call to a phone number. The official pages covered here do not describe a phone-free way to unlock livestreaming. You can stream from a computer instead of broadcasting from a phone, but that changes the broadcast method—not the channel-verification requirement.
Does YouTube allow livestreaming without phone verification?
YouTube’s help guidance lists livestreaming as a feature unlocked by phone verification. To verify, YouTube sends a code by text message or voice call. The available official instructions do not describe email verification, a webcam, an encoder, or third-party software as a substitute for that step. See YouTube’s phone verification guidance.
That means there is an important distinction: you may not need a phone to broadcast, but YouTube’s general livestreaming guidance still requires a verified channel. Changing devices or software does not remove the verification requirement.

What verification and livestream access require
Channel verification
Follow YouTube’s account-verification flow and choose to receive the code by text or voice call. YouTube says one phone number can be associated with no more than two channels per year. If the number has already reached that limit, you will need another eligible number; a computer streaming setup does not change the limit.

General livestream eligibility
YouTube’s general guidance requires a verified channel and no livestreaming restrictions in the past 90 days. Policy or copyright issues can independently block livestreaming, even when the channel is verified. Review YouTube’s livestreaming overview and guidance on livestreaming restrictions for the current requirements and restriction details.
Extra requirements for the mobile app
Mobile livestreaming has additional eligibility conditions. YouTube’s mobile guidance lists at least 50 subscribers, channel verification, no livestreaming restrictions in the past 90 days, and livestreaming turned on. After enabling it, the first mobile stream may take up to 24 hours to become available. These subscriber and activation conditions are specific to mobile; they do not create a phone-verification exemption for computer streams.

YouTube may limit the audience for mobile livestreams from channels with more than 50 but fewer than 1,000 subscribers. For those channels, livestream archives are set to private by default. Check YouTube’s mobile livestreaming requirements if mobile access is the issue.
Can you use a computer instead of a phone?
Yes. YouTube offers computer livestreaming through a webcam or an encoder. A webcam is the simpler route for broadcasting from a computer; an encoder is for a software-based production setup. Neither is a verification workaround: YouTube’s general livestreaming guidance still calls for a verified channel and no recent livestreaming restrictions.

YouTube describes the available methods in its livestreaming overview. Pick the method that suits how you want to produce the stream, not as a way around verification.
What to do if you cannot receive the verification code
- Try the other delivery method. If you requested a text, try the voice-call option, or vice versa. YouTube notes that some mobile carriers do not support Google’s verification messages.
- Allow for delays. A code may not arrive immediately. If it does not arrive, try again later or use another number from a carrier that supports the messages.
- Check the number limit. YouTube says a number can be associated with no more than two channels per year. If it has reached that limit, use a different eligible number.
- Check eligibility separately. A successful phone verification does not override a livestreaming restriction. For mobile streams, also check the subscriber threshold, whether livestreaming is turned on, and whether the first-stream activation window has passed.
If your channel is verified but livestreaming still does not work
- Look for an active restriction. YouTube says policy or copyright matters can temporarily or permanently disable livestreaming. Check your channel’s status and notifications.
- Do not switch channels to get around a restriction. YouTube warns that using another channel while a restriction applies is prohibited circumvention.
- For mobile access, check the mobile-only conditions. Confirm the channel has at least 50 subscribers, livestreaming is enabled, and up to 24 hours have elapsed since activation. Channels under 1,000 subscribers may have mobile audience limits and private-by-default archives.
