If your backlog keeps growing but the team cannot say clearly who a proposed feature helps or what difficulty it removes, pause feature work and investigate the problem first. Before coding, ask: Who is this for? What specific problem does it solve? Would someone actually use it? Those questions focus product decisions on people and outcomes rather than on adding functionality for its own sake.

Why a feature request is not yet a problem statement

A feature idea tells you what someone wants built. It does not, by itself, show that the proposed solution addresses a real user need or is the best way to address it. A request may contain a useful clue, but the team still needs to understand the person’s goal and what currently makes it difficult.

GOV.UK’s guidance on understanding users and their needs recommends looking at the user’s wider context, not just the interaction or solution someone has proposed. That distinction matters when a backlog item is phrased as an implementation—“add a dashboard,” for example—without explaining who needs it, what they are trying to accomplish, or what goes wrong today.

Feature-first work starts with an answer and searches for a question. Problem discovery starts by examining the user, the task, the existing process, and the outcome they need. The second approach gives the team evidence with which to assess whether a feature belongs in the product at all.

What to find out before choosing a solution

Who is trying to do what?

Identify the people likely to use the product or service and the task they are trying to complete. Be specific enough to investigate their circumstances: a broad label such as “customers” may hide different goals, constraints, and ways of working. GOV.UK’s service manual guidance on learning about users describes discovery as a way to learn about users, their tasks, and the problems they encounter.

How do they handle the task now?

Map the current process before designing a replacement. People may use an existing tool, rely on workarounds, ask someone else for help, or abandon the task. Observing or asking about what they actually do can expose needs that a feature request leaves out.

Where is the friction, and what outcome is missing?

Look for concrete obstacles, frustrations, or unmet outcomes in the current process. Describe the difficulty in terms the affected users would recognise. A proposed interface or business requirement may eventually address it, but it should not be mistaken for the user’s need.

What evidence supports the explanation?

Use interviews, observation, existing data, and other relevant evidence to check the team’s assumptions. GOV.UK advises teams to ground user needs in research rather than treating unvalidated suggestions as established facts. The discovery-phase guidance likewise puts understanding the problem before commitment to a build.

A practical discovery sequence

  1. Name the suspected user and outcome. Write down who you believe is affected and what they are trying to achieve. Mark uncertain claims as assumptions, not facts.
  2. Investigate the current task. Talk with or observe actual or likely users, and review relevant existing data. Learn how they complete the task and what gets in the way.
  3. Write the need in user language. State the difficulty and desired outcome without embedding a particular feature as the answer. Check that the wording makes sense to the people who experience it.
  4. Identify the riskiest assumption. Decide what must be true for the proposed solution to help—for instance, that the difficulty occurs often enough or that users can complete the task in the proposed way.
  5. Test before committing to a full build. Use available data, further research, or a quick, throwaway prototype to learn whether the assumption holds. GOV.UK’s Service Standard guidance says: “Testing your assumptions early and often reduces the risk of building the wrong thing.”
  6. Revisit the problem statement. Update it when evidence changes your understanding. The initial diagnosis may be wrong, and learning more can point toward a different solution—or show that the proposed feature is not needed.

When should the team build the feature?

Move toward a build when the team can connect the proposed work to a specific user, a supported account of the current difficulty, and a desired outcome. The evidence does not need to guarantee success; it should make clear what the team has learned, what remains uncertain, and what it intends to test next.

If those links are missing, keep the item as an assumption to investigate rather than treating it as a commitment. A feature can be useful, but its presence in a backlog—or the confidence with which someone requests it—is not proof of user need. Judge it by whether it helps a real person achieve a real outcome, and by what evidence supports that judgment.
