A process can appear to be running normally while its full cost remains scattered across maintenance records, labor reports, downtime, and disconnected IT budgets. The problem is not always that data is missing: sometimes it is aggregated, measured differently by separate systems, or not linked to the people responsible for acting on it. Better operational visibility means connecting spending and activity to performance, ownership, and risk—not simply adding another dashboard.
What “systems cannot see” means in practice
An organization may record every invoice and still be unable to explain what a process really costs or whether it is working well. A cost can be present in the books but hidden inside an aggregate; two systems can report conflicting values; a performance measure can go uncollected; or a critical dependency can remain unmapped until something fails.
These are different visibility failures, and they call for different fixes. Better accounting may clarify service costs, while improved measurement can show whether spending is producing an intended result. Dependency mapping addresses exposure to failures; it does not, by itself, make cost records more reliable.
Why ongoing spending may not reveal value
Large operating budgets show that resources are being used; they do not establish whether the systems receiving that money are delivering value. In its July 17, 2025 report on 24 U.S. CFO Act agencies, the U.S. Government Accountability Office (GAO) said about $83 billion, or 79% of planned FY2025 IT spending, was allocated to operations and maintenance. GAO also said the legacy-specific portion remained uncertain because agencies were not required to identify legacy investments. That federal spending figure is not a benchmark for private companies, nor does it indicate how much of the spending was wasteful. Even when total spending is known, leaders may not be able to allocate it reliably to the services, systems, or outcomes consuming it. GAO reported that 18 of 26 agencies it reviewed had either partially implemented or not implemented a reliable IT cost-allocation methodology. The report describes the Technology Business Management framework this way: “The Technology Business Management (TBM) framework focuses on organizations using a standard taxonomy to describe and report IT costs, resources, and solutions.” Standard definitions can make costs easier to compare, but the finding is specifically about the reviewed U.S. federal agencies. How costs disappear from operational views
Maintenance and downtime
Maintenance costs can be spread across labor, parts, contractors, and separate asset records. Downtime adds another kind of cost: lost capacity, delayed work, or consequences for customers may not show up as a straightforward maintenance expense. A maintenance-management reference discusses these blind spots and the coordination role of computerized maintenance management systems (CMMS). A CMMS can help organize work orders and asset information, but software alone cannot ensure complete records or consistent use. Measures that are absent or inconsistent
If teams use different definitions for downtime, completion, availability, or cost, reports may not be comparable. If a key measure is never collected—or is collected but not reported—leaders cannot use it to oversee performance. In a June 17, 2025 summary of selected Department of Defense (DOD) IT programs, GAO reported that five of 19 active business-system investments did not collect or report key performance metrics. This is evidence about the selected DOD investments, not a prevalence estimate for business systems generally. Dependencies that only become visible during disruption
A system’s apparent reliability can depend on vendors, models, infrastructure, and integrations that are managed in different places. In a June 2026 IBM Institute for Business Value survey, 91% of surveyed executives said they did not fully understand their organizations’ dependencies across AI vendors, models, and infrastructure. Respondents reported an average of six AI-related disruptions over the previous two years. These are survey responses about AI ecosystems, not a measure of disruption across all business operations. Lifecycle costs that grow beyond estimates
Initial purchase or development cost does not capture the full expense of running a system over time. GAO’s April 23, 2026 review found that 14 of 36 DOD weapon-system sustainment reviews for FY2023 and FY2024 identified critical operating and support cost growth, using thresholds defined against cost estimates. This defense-specific finding highlights the importance of comparing lifecycle costs with established estimates; it does not show that the same rate of growth applies elsewhere. Questions to ask before buying another dashboard
Use a short diagnostic to locate the gap before choosing technology. The sequence below is a practical synthesis of the issues in these examples, not a tested intervention with a guaranteed result.

- Map the process and its systems. Where does work begin and end? Which tools record labor, assets, invoices, downtime, service delivery, and performance?
- Name an owner for each cost and measure. Who maintains the record, defines the measure, checks its quality, and can act when results change?
- Compare definitions and reporting periods. Do teams mean the same thing by “available,” “completed,” “downtime,” or “cost”? Are records current and traceable to their source?
- Include relevant indirect and lifecycle costs. Depending on the process, consider labor, repairs, integration, ongoing operation, and the consequences of downtime—not only purchase price or invoices coded to one department.
- Map critical dependencies. Identify the systems, suppliers, services, and infrastructure a process relies on, and who owns each relationship.
- Establish a baseline before selecting a tool. Decide what you need to measure and what decision the information should support. Without that baseline, a new dashboard may display incomplete or incompatible records more neatly without resolving the visibility problem.
How to evaluate a visibility solution
For maintenance-focused workflows, a CMMS or enterprise asset management (EAM) system may be relevant; broader IT-finance or service-management problems call for different capabilities. Compare options against the actual gap rather than assuming one platform can solve every visibility issue.

These are decision criteria inferred from the types of problems described above, not a ranking of products. A tool that captures more data may still fail if teams do not maintain it, if definitions remain inconsistent, or if reporting does not connect costs to a decision.

What the evidence does—and does not—show
The examples here span maintenance management, U.S. federal IT spending, selected DOD sustainment reviews, and an IBM survey about AI dependencies. They establish that cost allocation, performance measurement, lifecycle-cost monitoring, and dependency awareness can be difficult in those specific settings. They do not establish a universal hidden-cost percentage, a single cause shared by all organizations, or a proven return on investment for any particular visibility tool.
