If you’re giving up a phone number, update it inside your online accounts before the carrier disconnects it. Cancelling service and changing the number saved for sign-in or recovery are separate tasks. If an account still sends codes to the old number after a carrier reassigns it, its new holder may receive them.

Why an old number can still matter

Online services may store a phone number for account recovery, two-step verification, security alerts, or profile and identity checks. Changing or cancelling mobile service does not automatically update those records. The Federal Trade Commission advises people who are not keeping a number to update it with accounts and services that use it to identify them: FTC guidance on getting rid of a phone.

Carriers can make released numbers available to later subscribers. Google Fi, for example, says a number changed through its service is deactivated and made available for reassignment: Google Fi’s number-change guidance. Timing and procedures vary by provider and location; there is no universal date by which a particular number will be reassigned.

The exposure depends on what each account still does with the number. If a service sends a sign-in or recovery code to it, a later holder might receive that code. That does not mean the person can automatically enter your account, or that a recycled number proves anyone accessed it. The FTC explains a related threat, SIM swapping: an attacker who takes control of an active number can receive texted verification codes and try to access accounts. Number recycling and SIM-swap fraud are different events.

Audit accounts before releasing the number

Start while you can still receive messages at the old number. Build a list of services that might use it, then check each account rather than assuming one central setting updates everything.

  1. Make an account list. Start with email, financial accounts, your mobile-carrier account, social networks, shopping accounts, cloud storage, government or health portals, and any service that sends sign-in codes or account alerts. This is a practical starting list, not an exhaustive inventory.
  2. Inspect every phone-number field in each account. Check recovery options, two-step verification, security alerts, trusted devices, contact or profile details, and payment or identity-check settings. Replace the old number with one you control, or remove it if the service permits, then confirm the change completed.
  3. Set up another way back in first. Where supported, add and verify a recovery email, authenticator, security key, recovery contact, or offline recovery code before removing the old method. Keep recovery codes private and securely stored offline; NIST includes saved recovery codes among account-recovery methods and describes them as intended for secure offline retention: NIST SP 800-63B-4 recovery guidance.
  4. Secure the carrier account separately. Add a carrier PIN or password to help protect against unauthorized changes to your mobile service. This helps address a different risk from stale numbers in online accounts.
  5. Recheck after the switch. Confirm important alerts go to current contact details and remove the old number anywhere it remains. Test recovery settings carefully, without making unnecessary sign-in attempts that could lock you out.

Check more than the recovery-phone setting

One setting may not show every use of a number. Google says deleting a recovery phone may leave it in use for other Google services, and that recovery-number changes can take up to seven days to take effect. For Google, open Google Account > Security & sign-in and review the recovery-phone option as well as other phone-number and sign-in settings. Google recommends a number that receives texts, belongs only to you, is used regularly, and stays with you. See Google Account recovery options for its current guidance. Other providers have their own settings and change timelines.

Choose recovery methods with a backup plan

SMS is convenient, but it depends on control of the phone number. The FTC warns: “If you do use MFA, keep in mind that text message verification may not stop a SIM card swap.” The statement appears in its October 23, 2019 consumer guidance, SIM Swap Scams: How to Protect Yourself. The FTC suggests considering an authentication app or security key and recommends protecting the carrier account with a PIN or password.

There is no universal best recovery method: services differ in what they support for sign-in and recovery. When choosing among available options, ask whether someone with the old number could use it, whether the option works if your primary phone is lost, and whether you have an independent second way to recover the account. NIST describes recovery options including saved or issued codes, recovery contacts, and repeated identity proofing.

A compatible FIDO2/WebAuthn security key is an optional physical way to strengthen sign-in where a service supports it. Compatibility varies, and adding a key does not remove a stale phone number from account settings; update the number separately.

If you already gave up the number

Work through the same account list using each provider’s available sign-in and recovery process. Prioritize email and financial accounts, since access to an email account can affect recovery for other services. If you unexpectedly lose control of an active number—for example, calls and texts stop after an unauthorized carrier change—contact the carrier immediately. The FTC advises regaining control of the number and then changing affected account passwords. This response addresses suspected takeover; a number merely being released is not, by itself, evidence of an intrusion.

What number-recycling figures do—and don’t—show

A Princeton-led paper published in 2022 reported that the FCC estimated around 35 million U.S. phone numbers were disconnected each year. The paper also reported FCC data showing more than 860 million numbers in use by active U.S. subscribers at the end of 2018. These are figures cited in the paper, not current-year counts: Princeton-led study of recycled phone numbers.

The paper discusses a 45-day minimum aging period under U.S. number-reassignment rules in its publication context. That is not a promised waiting period for an individual number: rules depend on jurisdiction, and the paper describes an allowed aging period rather than a scheduled reuse date. Its study of 1,565 websites used a convenience sample, so its findings should not be treated as a prevalence estimate for all websites or all accounts. The practical lesson is narrower: audit accounts you actually use, because the status of a particular number and the settings of a particular service cannot be inferred from broad statistics.
