The right choice depends on the target you need to validate, not on one setup being universally better.
What each setup can test

Microsoft describes Windows Developer Mode as a development and testing option for Windows devices, and Xbox Developer Mode as a way to build and test apps and games on Xbox. See Windows Developer Mode settings and Xbox UWP development options.
Choose by the result you need to validate
- Windows app behavior: Start with a Windows PC and the appropriate Visual Studio and project toolchain. Enable Windows Developer Mode on the development PC and any Windows devices used for testing.
- Xbox deployment or console behavior: Include an Xbox One activated for Developer Mode, along with the development PC and toolchain. PC-only testing does not substitute for this console test.
- Both Windows and Xbox targets: Treat them as separate test targets. Use the PC for the Windows portion of the loop and deploy to Xbox to check the console-specific path.
The exact Visual Studio components and compatibility depend on the project and toolchain version. Microsoft’s Xbox UWP options describe Visual Studio deployment, command-line build or packaging automation, and manual sideloading through Xbox Device Portal. That documentation was last updated October 24, 2022, so confirm its tool-version guidance against the requirements of your specific project.
What Xbox Developer Mode adds to setup
The Xbox path uses the development PC and toolchain, but also requires a retail Xbox One activated for Developer Mode, a signed-in user, network access between the PC and console, and Visual Studio configured for Xbox deployment. Microsoft’s activation program describes activating a retail Xbox One as a device for testing and demonstrating applications; consult the Xbox One Developer Mode Activation Program for its terms.

Microsoft’s Xbox UWP documentation distinguishes the console’s Developer Mode from its Retail Mode. Dev Home indicates Developer Mode; the retail Home experience indicates Retail Mode. Microsoft says users can switch back to Retail Mode to play games. Check the console’s current mode before troubleshooting a deployment.
Fix common Visual Studio connection failures
If Visual Studio cannot connect to an Xbox, Microsoft recommends checking the console mode, sign-in, network reachability, and connection authentication settings. Work through these checks:

- On the Xbox, make sure Developer Mode is active and a user is signed in.
- Confirm the development PC can reach the console over the network using the console’s IP address.
- In Visual Studio, open the Debug tab and select Universal (Unencrypted Protocol) for the authentication option, as specified in Microsoft’s Xbox UWP FAQ.
- For better deployment performance, Microsoft recommends a wired network connection. Ethernet is a recommendation, not a stated requirement.

Check Xbox-specific platform and publishing limits
Microsoft’s Xbox UWP FAQ, last updated January 14, 2026, says Xbox no longer supports x86 app development or x86 submissions to the store. It also says UWP-based games are no longer accepted in the Xbox Store and points game developers to ID@Xbox. These are Xbox-specific statements in that FAQ; they should not be generalized to all Windows UWP apps or every Xbox development program. Check the current requirements for the app and publishing route you intend to use before committing to an architecture or store plan.

Keep PC game testing workflows separate
Microsoft’s GDK guidance on setting up a remote test PC addresses PC game testing, such as validating a particular hardware configuration. It is not a replacement for the UWP Xbox deployment workflow described above. Use the relevant documentation for the actual target and development framework: Setting up a remote test PC (GDK).
