Does Xbox Developer Mode cost money?
There is no single fee that applies to every Developer Mode activation. Microsoft’s retail activation guide requires a valid app developer account but does not name a universal activation price. Microsoft’s newer individual developer registration flow waives the former $19 registration fee in nearly 200 markets, but the fee waiver is tied to that onboarding route: Microsoft says to start at storedeveloper.microsoft.com. Other entry points, including Xbox, may show the legacy registration flow. Check the checkout and terms shown for your account, location, and route before registering.
Xbox partner onboarding and ID@Xbox are separate from the account needed to activate retail-console Developer Mode. Microsoft’s partner page says registering as an Xbox partner or applying to ID@Xbox has no fee; that does not establish the cost of every Partner Center app developer registration.
Which Xbox consoles support Developer Mode?
Microsoft’s retail activation instructions cover Xbox One and Xbox Series X|S consoles acquired through retail channels. They do not apply to development kits issued through managed programs such as ID@Xbox. Microsoft specifically warns owners of that development hardware not to use the retail Xbox Dev Mode app on it.

What do I need to activate it?
- An eligible retail Xbox One or Xbox Series X|S console.
- The Xbox Dev Mode app installed from the Microsoft Store on the console.
- A valid, fully registered Partner Center app developer account.
- Access to the activation code displayed in the console app and the ability to accept Microsoft’s activation terms.
How do I activate Developer Mode?
- On the retail console, install and launch Xbox Dev Mode from the Microsoft Store.
- Record the activation code shown in the app.
- Sign in to Partner Center with a fully registered app developer account and open the Xbox device activation page.
- Enter the code, accept the activation terms, and select the option to activate the console.
- When activation completes, return to the console app and choose Switch and restart. The console restarts in Developer Mode.
For deployment from Visual Studio, Microsoft says the console must be in Developer Mode and a user must be signed in. Microsoft recommends a wired network connection for best deployment performance.
Can I still play my games and use my apps?
No. Retail games and apps do not run while the console is in Developer Mode. To return to normal console use, open Dev Home, choose the Leave Dev Mode quick action, and let the console restart in Retail Mode. The Xbox Dev Mode app can be used to switch back into Developer Mode.

Microsoft’s UWP FAQ says installed games and apps are not lost when leaving the Developer Program. Its save-data qualification matters: saves for games played while online are in the Xbox Live cloud profile. Microsoft’s statement does not promise that every save created while offline will be retained.
What restrictions and risks apply?
- Console limit: Microsoft’s Xbox One Developer Mode Activation Program agreement says an individual or company may activate up to three Xbox One consoles at a time.
- Updates: The agreement requires accepting Developer Mode updates that may not be available to non-Developer Mode consoles. Microsoft warns an update could temporarily diminish or remove console functionality.
- Storefronts: The agreement prohibits distributing a digital storefront that competes with Microsoft Store. It also says Microsoft may later designate other prohibited uses without prior notice.
- Terms can change: The agreement’s visible update date is December 23, 2021. Review the live Xbox One Developer Mode Activation Program agreement for the terms that apply when you activate.
Does Developer Mode let me publish an Xbox game or app?
No. Activation provides a development and testing environment; it is not a publishing entitlement. Microsoft’s UWP applications FAQ, last updated January 14, 2026, says, “UWP based games are no longer accepted in the Xbox Store.” The same FAQ says Xbox no longer supports x86 app development or submissions. Publishing uses separate account and program processes, and the UWP FAQ should not be treated as a complete guide to current Xbox game publishing.
