Choose a conventional Hyper-V virtual machine when you need a separately managed guest and explicit control of its lifecycle. WSL 2 uses virtualization too: Microsoft describes it as a lightweight utility VM using a subset of Hyper-V architecture. That does not make it the same workflow as configuring and operating a traditional Hyper-V guest.
WSL 2 and a Hyper-V VM are different ways to work with a virtualized Linux environment
WSL is a Windows feature for running Linux distributions and using Linux and Windows tools together. WSL 2 runs a real Linux kernel in a lightweight utility VM managed by Windows; Microsoft’s WSL FAQ says the newest WSL version uses a subset of Hyper-V architecture. Microsoft also describes WSL 2 as running as a Hyper-V virtual machine in its WSL version comparison. In this context, that describes the underlying architecture—not a separately configured guest with a user-managed lifecycle.
A conventional Hyper-V VM is the more appropriate comparison when you want to create and operate a Linux guest as a distinct virtual machine. The key decision is therefore less “virtual machine or no virtual machine” than “managed Windows-integrated Linux environment or separately managed guest.”
How the options compare for Linux workloads

Choose based on the workload and the way you work
Choose WSL 2 for an integrated development workflow
- You use Linux shells, development tools, or services alongside Windows editors and applications.
- You want WSL to manage the Linux distribution and its underlying VM rather than operate a separate guest.
- Your workload fits WSL’s documented Linux, GUI, GPU, and device support.
Keep Linux-heavy project files in the Linux filesystem when using WSL 2, then check the behavior of any workflow that frequently accesses those files from Windows. Microsoft notes a specific WSL 1-versus-2 exception: WSL 1 can provide faster cross-OS file access when files must remain on Windows or are accessed by Windows applications. This is not a WSL-versus-Hyper-V VM benchmark. The same comparison’s figures of up to 20x faster tarball unpacking and around 2–5x faster selected Git, npm, and CMake operations compare WSL 2 with WSL 1 on various projects—not with a conventional Hyper-V VM.

Choose a conventional Hyper-V VM when separate guest management matters
- You specifically need a distinct guest environment whose VM lifecycle you manage explicitly.
- Your administration or testing workflow is organized around operating a VM separately from Windows-integrated Linux tools.
- You have checked that the VM configuration meets your networking, hardware, and resource requirements.
This is a workflow distinction, not evidence that a conventional VM is universally more isolated or secure. Security depends on configuration, and the cited sources do not compare security strength between the options.
Use both when Linux is needed inside a Hyper-V guest
Microsoft supports running WSL 2 inside a Hyper-V virtual machine when nested virtualization is exposed and enabled by the parent host. See Microsoft’s guide to nested virtualization for Hyper-V. This is useful when the outer VM is required but you also want WSL’s Linux-and-Windows workflow inside it.

Check networking, devices, and resource limits before deciding
Networking and inbound connections
WSL’s networking mode can change how a workload connects to the network. Microsoft documents NAT as the default and mirrored networking for Windows 11 version 22H2 and later. Mirrored mode adds support for features including IPv6, multicast, improved VPN compatibility, and LAN access; inbound connectivity can also be affected by Hyper-V firewall rules. Review Microsoft’s WSL networking documentation against your exact Windows version and access needs.
GPU, GUI, USB, and serial requirements
WSL supports documented GPU paravirtualization and GUI applications through WSLg, but verify compatibility for the specific application and device. Microsoft documents a limitation for serial access in WSL 2; USB devices can be attached through USB/IP using USBIPD-WIN. If your workload depends on a device, do not assume either option supports it without configuration—check the device and application requirements first. Memory, processors, swap, and shutdown
WSL’s advanced configuration includes memory, processor, and swap settings. Defaults and available settings can depend on the installed WSL and Windows versions; Microsoft’s advanced WSL configuration guide lists the relevant options. Microsoft also notes that cached pages can remain allocated to WSL until shutdown in the behavior described in its comparison. Automatic shutdown and user-level control may make WSL challenging for some production-related use cases, so evaluate the lifecycle requirements rather than treating WSL as a manually managed server VM.

WSL 2 is available on Windows Desktop SKUs where WSL is available, including Windows 10 Home and Windows 11 Home. It requires both Virtual Machine Platform and Windows Subsystem for Linux. That availability does not mean every Hyper-V management feature is available on every Windows edition; check the edition and VM configuration you plan to use. If WSL 2 will run inside a Hyper-V VM, nested virtualization must be enabled and exposed by the parent host.

- Start with the exact workload. List its Linux tools, services, GUI needs, GPU usage, and hardware dependencies.
- Test the project’s file placement and I/O pattern. For WSL 2, try the project in the Linux filesystem and verify any Windows-side access your workflow needs.
- Verify network behavior. Check whether the workload needs inbound access, a LAN presence, IPv6, multicast, or VPN connectivity, and confirm the applicable WSL mode and firewall configuration.
- Observe resource pressure. Test the workload with realistic memory and CPU demand; review WSL’s configuration options if you use WSL.
- Confirm device and edition support. Check the specific GPU, USB, or serial requirements and whether your Windows edition supports the Hyper-V management setup you intend to use.
There is no controlled WSL 2-versus-conventional-Hyper-V Linux VM performance benchmark in the cited Microsoft material. Its published WSL performance figures compare WSL versions, so they cannot determine which option is faster for your workload.
