Use WSL when you need a Linux development environment on Windows; use Docker Desktop when you need to build and manage containers. They are not direct substitutes: Docker Desktop can use WSL 2 as its backend, and Microsoft’s Dev Containers workflow uses both. For Linux-first development or containerized projects, the practical choice is often both, with your project files stored in the WSL filesystem.
What WSL and Docker Desktop do
WSL provides a Linux environment
Windows Subsystem for Linux (WSL) lets you run Linux distributions and command-line tools alongside Windows applications. You can use Linux shells, packages, scripts, and development tools without replacing Windows. WSL 2 uses virtualization and a real Linux kernel. See Microsoft’s overview of WSL and its installation guide.
Docker Desktop manages containers
Docker Desktop is Docker’s Windows application for building and running containers. With its WSL 2 backend, Docker commands can be used from Windows terminals and Linux distributions; Docker says you do not need to install a particular WSL distribution. Docker’s Windows documentation also describes Hyper-V and Docker VMM backend options, whose availability depends on installation mode and configuration. In short, WSL answers “Where do I get a Linux workspace?” Docker Desktop answers “How do I manage containers on Windows?” You can use WSL alone, Docker Desktop with WSL 2, or both.

Which should you choose?

There is no universal winner: the tools serve different roles, and the official documentation does not establish a single overall performance ranking. Choose based on whether you need a Linux environment, container management, or both.
Where to keep project files
If you use Linux tools, Docker builds, or Dev Containers, keep the repository in the WSL 2 filesystem—for example, under /home/yourname/—and open it through your editor’s WSL integration. Microsoft explains that accessing files stored on the Windows filesystem crosses an operating-system boundary and is significantly slower for Docker builds and file-watching tools. Files in the WSL filesystem use native Linux I/O and perform substantially better for those workloads. This is Microsoft’s guidance, not a quantified independent benchmark. File-performance tradeoffs depend on which side accesses the files. Microsoft notes that WSL 1 can be faster when Windows applications access Linux files, while WSL 2 networking and memory behavior differ because it uses a virtualized Linux environment. Those specific tradeoffs are not an overall speed comparison between WSL and Docker Desktop. See Microsoft’s WSL version comparison.
Check requirements before installing
WSL
Microsoft’s wsl --install guide specifies Windows 10 version 2004 (build 19041) or later, or Windows 11; the command installs WSL 2 by default. WSL 2 is available on Windows Home desktop editions. Microsoft lists Virtual Machine Platform and Windows Subsystem for Linux as the required Windows features. Check the WSL installation guide and version comparison for your setup.

Docker Desktop with the WSL backend
Docker’s current Windows installation documentation specifies WSL 2.1.5 or later for its WSL backend. It lists supported Windows 10 22H2 and Windows 11 23H2-or-later editions, a 64-bit SLAT-capable processor, 8 GB of system RAM, and hardware virtualization enabled in BIOS or UEFI. These requirements can change, so verify Docker’s current Windows requirements before installing.
Docker recommends its per-user installation for most users; it does not require administrator privileges to install or update. Docker’s documentation describes WSL 2 or Docker VMM for this installation mode. Windows containers require Windows Pro or Enterprise; Windows Home and Education support Linux containers only. The per-user installation mode does not support Windows containers. Consult Docker’s installation options and compatibility notes for current details.

Set up the WSL and Docker combination safely
- Install or update WSL. Follow Microsoft’s WSL installation guide; its documented
wsl --installroute installs WSL 2 by default on supported Windows versions. - Check for Docker installed inside a Linux distribution. Before enabling Docker Desktop’s WSL backend, Docker instructs users to uninstall Docker Engine or the Docker CLI installed directly inside a WSL distribution. Running those alongside Docker Desktop can cause conflicts. See Docker’s WSL 2 backend guidance.
- Install Docker Desktop and select the WSL 2 backend. Follow Docker’s Windows installation instructions, checking that your Windows edition and system meet the live requirements.
- Keep the repository in WSL. Put Linux-oriented project files under the WSL Linux filesystem, then access them through your editor’s WSL integration rather than working from a Windows-mounted project folder.
Resource use and licensing
Resource behavior
Docker describes WSL 2’s dynamic resource allocation as allowing Docker Desktop to request the CPU and memory it needs and return memory for other system use. Docker also points to WSL’s experimental autoMemoryReclaim setting for reclaiming unused memory after builds. Because that setting is experimental, consult Docker’s WSL documentation before changing resource configuration.
Docker Desktop business licensing
Docker’s published terms allow Docker Desktop free for personal use, education, non-commercial open-source projects, and businesses with fewer than 250 employees and less than $10 million in annual revenue. Professional use in larger organizations and government entities requires a paid subscription under those terms. Verify the current wording on Docker’s subscription service agreement before workplace rollout.
