If Windows shows “Access is denied” when you change the Windows Update service’s startup type, the issue may be a permission problem on the service’s registry key—not simply an incorrect startup setting. The service is wuauserv. First check whether your PC is managed by an organization; then inspect the service and its permissions. Do not take ownership of the key or grant broad access as a first step.
First check whether your organization manages Windows Update
If this is a work or school computer, or an IT administrator manages it, update settings may be controlled by Group Policy or a WSUS configuration. Changing the local service setting may be blocked or reversed by policy. Microsoft’s WSUS client troubleshooting guidance recommends checking whether the expected Group Policy has applied and whether the WSUS client settings are present.
An administrator can review applied policies with GPRESULT /V. If a policy controls updates, ask your IT administrator to address the configuration rather than overriding it locally.
Check the Windows Update service and its state
The Windows Update service’s internal name is wuauserv. Open an elevated Command Prompt or Terminal and run:

sc query wuauservThis checks the service state; it does not change its startup type or repair a permissions error. Microsoft’s WSUS guidance also documents sc start wuauserv as an attempt to start the service. A local administrator is needed for service stop-and-restart operations. If starting it is denied, or the startup-type change still fails, continue by checking who controls the PC and the relevant permissions.
Why the startup-type change may be denied
The exact-match troubleshooting guide from Winhelponline attributes this Services error to tightened permissions on the Windows Update service’s registry key. The key is HKEY_LOCAL_MACHINESYSTEMCurrentControlSetServiceswuauserv. Its owner and access entries are relevant to whether Windows permits a configuration change.

Administrator access does not guarantee that the key’s access control list allows the requested change. A Microsoft Q&A user reported being unable to change the setting in either Services or Registry Editor while using administrator access. That is an individual report, not proof that every “Access is denied” error has the same cause.
Inspect the registry permissions cautiously
If you are comfortable assessing Windows registry permissions, inspect the owner and permission entries for the wuauserv key before making any change. Winhelponline’s December 27, 2022 guide discusses entries for Administrators, CREATOR OWNER, and SYSTEM, including Full Control and inheritance. Those are details from a secondary troubleshooting article, not a verified universal configuration for every Windows installation.

- Do not take ownership or grant broad permissions simply because the startup-type change failed.
- If you cannot tell whether the existing owner and entries are appropriate, stop and ask your administrator or a qualified Windows technician.
- Do not apply a service security-descriptor command such as
sc sdsetbased on this registry-key error. The available guidance does not establish that such a command is appropriate forwuauserv.
Do not treat registry value workarounds as a universal fix
A Microsoft External Staff answer in a Microsoft Q&A thread about Windows 10 build 19044 describes changing permissions on the wuauserv and UsoSvc keys and setting their Start values to 2. Later replies in the same thread report that a value reverted to 4. This is a case-specific workaround, not a current Microsoft-wide repair procedure, and the reported reversal shows it may not persist.
A setting that changes back can indicate that a policy or another configuration is controlling it; it does not establish which control is responsible. If the computer is managed, contact its administrator. On a personal PC, avoid repeating registry edits without first establishing why access is denied.
When to get help
If an organization policy is involved, ask the administrator responsible for Windows updates. If this is a personal PC and the service-key permissions are unclear, use Microsoft support or a qualified Windows technician rather than applying unrelated service-security instructions. In particular, Microsoft guidance about the Secondary Logon service, seclogon, is not a repair for Windows Update’s wuauserv service.
