If your PC restarts, seems to stay on, or shows the option again, first check what Windows Update reports: a pending update or error can point to an update problem, while a PC that fails to power off normally may need a different check. The title alone does not identify the cause.
First identify what the PC is doing
Save your work and close open applications before choosing either update option. Microsoft advises this because updates may require a restart to finish. Microsoft’s Windows Update guidance explains the update process.
- The update is still installing or shows an error: Note whether progress is moving, whether Windows displays an error code, and whether another update is pending.
- The PC restarts instead of turning off: Check whether the update is still completing or Windows reports an error. Some updates need a restart to finish. Repeated unexpected restarts or a stop-code message are separate problems from a normal update restart.
- The screen goes dark, but the PC seems on or returns to the lock screen: This may be an incomplete-looking shutdown rather than an update that is still installing. A full-shutdown comparison later in this guide can help distinguish the behavior.
- “Update and shut down” appears again: Check Windows Update after signing in to see whether an update is still pending or has failed.
Installation time varies with factors such as connection speed, network settings, and update size; a long wait alone does not establish that the update is stuck. Microsoft’s guide covers update errors and other conditional troubleshooting steps.
Check Windows Update and run its troubleshooter
- Restart and sign in if the PC is responsive, then open Windows Update and check for pending updates or an error. In Windows 11, go to Settings > Windows Update > Check for updates. Windows 10 labels and screens may differ.
- Run the Windows Update troubleshooter. Microsoft’s Windows 11 instructions direct users to the automated troubleshooter in Get Help. Its general directions also list Settings > System > Troubleshoot > Other troubleshooters > Windows Update; the exact path can vary by Windows version.
- Restart after the troubleshooter and check Windows Update again. If it reports an error, use the update-specific guidance for that error rather than assuming the shutdown action itself is at fault.
Microsoft’s Windows update troubleshooting guide includes checking the internet connection and available storage. It also describes DISM and System File Checker (SFC) repair for appropriate cases; these are not necessary first steps when no update failure has been identified.

Test whether ordinary shutdown is the issue
If Windows Update shows no pending update or error but the PC does not appear to power off after a normal shutdown, compare that behavior with a full shutdown. Save your work first, then open Command Prompt or the Run dialog and enter:
shutdown /s /t 0
This command requests a full shutdown; it is a diagnostic comparison, not a guaranteed fix. Microsoft documents it as a workaround for a specific Fast Startup failure scenario. Fast Startup uses a shutdown mode that hibernates the kernel session to speed the next boot, while restarting performs a full boot cycle. That makes Fast Startup one possible factor in a particular shutdown symptom, not a proven cause on every affected PC. See Microsoft’s Fast Startup troubleshooting article.

Do not add /f casually: Microsoft’s shutdown command reference says it forces running applications to close, which can cause unsaved data to be lost.
When the problem needs a different recovery path
- Windows Update gives an error or repeatedly fails: Record the exact error and follow the matching instructions in Microsoft’s update troubleshooting guide. Storage checks or system-file repair may be appropriate depending on the error and circumstances.
- The PC repeatedly restarts unexpectedly or shows a stop code: Record the exact message and device details, then use Microsoft’s guidance for the restart or error shown. That symptom is not explained merely by the presence of an update-and-shut-down option.
- The PC remains stuck and does not respond: Note what is on screen and for how long before choosing a recovery action. The update and shutdown guidance does not establish one safe forced-shutdown procedure for every stuck device.
Windows 10 support status
Microsoft ended Windows 10 support on October 14, 2025. After that date, Microsoft no longer provides free Windows Update software updates, technical assistance, or security fixes for Windows 10. The operating system did not stop working on that date, and the support change does not by itself explain a particular shutdown problem. Details are in Microsoft’s Windows 10 support notice.
