Group Policy normally processes settings from Local to Site, Domain, and then parent-to-child organizational units (OUs). When applicable settings conflict, the one processed later generally takes precedence—but scope, link order, inheritance controls, replication, and the setting’s processing requirements can change what you see. A manual gpupdate requests a refresh; it does not make every change visible immediately.
Where does a Group Policy Object apply?
A Group Policy Object (GPO) applies when it is linked to a relevant Active Directory site, domain, or OU and is in scope for the user or computer. By default, policy accumulates through the directory hierarchy in this order:
- Local computer policy
- Site-linked GPOs
- Domain-linked GPOs
- GPOs linked to OUs, from parent OU to child OU
The user or computer’s directory location matters: user settings are evaluated for the user account, while computer settings are evaluated for the computer account. A link alone does not establish that a GPO applies; check its scope and filtering as well. Microsoft describes the processing sequence and scope in Group Policy processing for Windows.
Which Group Policy takes precedence when settings conflict?
For ordinary conflicting settings, the later-processed applicable policy generally wins. That means a child OU’s GPO commonly overrides a conflicting setting inherited from a parent OU, domain, or site. Within the same container, GPMC’s link order matters: by default, the link with the lowest order number has precedence. These rules are a baseline, not a guarantee that every policy type behaves as a simple overwrite.

Block Inheritance and Enforced links
- Block Inheritance is set on a domain or OU container. It prevents ordinary GPOs inherited from higher levels from applying below that point.
- Enforced is set on a GPO link. An enforced link continues to apply through a Block Inheritance boundary, and lower-level conflicting settings cannot override it.
Blocking is a container setting; enforcement is a property of a particular link. Microsoft explains the relationship in its Group Policy processing documentation and Group Policy Management Console guide.
How to investigate an unexpected winner
- In GPMC, inspect the GPO links and their order at each relevant site, domain, and OU.
- Check whether a higher-level link is Enforced or a container has Block Inheritance enabled.
- Confirm the GPO’s user or computer side is enabled and that the relevant account is in scope under the GPO’s filtering.
- Consider whether Active Directory and SYSVOL have both received the change; replication is not instantaneous in every topology.
When do Group Policy changes take effect?
Startup, logon, and background refresh
Computer policy is processed at startup, and user policy at logon. Windows also refreshes policy in the background. Microsoft documents a default background interval of 90 minutes, with a random offset of up to 30 minutes for clients and servers. Domain controllers, by default, check computer policy every five minutes. Administrators can change these intervals, so they are defaults rather than guaranteed deadlines. Replication can delay what a client receives
A GPO’s information is stored in Active Directory and SYSVOL, which replicate separately. Microsoft says within-site Active Directory replication typically takes less than a minute by default, subject to network conditions; SYSVOL DFSR replication runs every 15 minutes within sites. Inter-site convergence depends on the replication topology and schedule. These figures provide context, not a promise that every change will reach every client within a fixed time.
Some settings need a foreground event
Not every client-side extension processes during background refresh. Microsoft identifies Folder Redirection as logon-only and Software Installation as requiring startup or logon processing. Scripts run at startup or shutdown for computer policy, and at logon or logoff for user policy. As a result, successful policy refresh does not necessarily mean the visible effect should appear immediately.

Does gpupdate apply changes immediately?
gpupdate requests a local policy update. With no options, it updates both computer and user settings. It can retrieve policy sooner than waiting for the next background refresh, but it cannot bypass required startup, logon, or extension-specific processing. Microsoft documents the command and options in gpupdate.

For a remote computer or a set of computers, an administrator can request refresh through GPMC or the PowerShell Invoke-GPUpdate cmdlet. The remote target still needs the appropriate connectivity and permissions, and settings that require startup or logon still need that event.

Why is my GPO not applying?
Start by separating a scope problem from a precedence or timing problem. Use GPMC to confirm the link and its order, then verify that the correct user or computer is targeted and that the relevant side of the GPO is enabled. Review Block Inheritance and Enforced links before concluding that the usual hierarchy has failed. If the policy was just edited or linked, allow for Active Directory and SYSVOL replication; if it has refreshed but has no visible effect, check whether the setting requires startup or logon processing.
